Project ECC Gate Replacement
General Information
1.0 Scope of Work
Replace non-functioning automatic gate at the Emergency Command Center in Grass Valley, CA. Uninstall and remove from site the existing automated gate system.
Supply and install new class III, automated, steel single slide gate and motor. New gate shall be installed to match existing fence height, approximately 6ft and an approximate opening of 24ft. Test and replace, if necessary, existing ground sensors. Integrate system to existing access panel and remote switch which reside inside building.
Any excavation necessary for removal of existing gate or installation of new gate and components shall be replaced in-kind which may include asphalt.
The contractor shall provide all materials and labor for a complete installation. All work shall meet California building, electrical, and mechanical codes for a commercial installation.
2.0 Background
The existing automated steel single slide gate at the Grass Valley Emergency Command Center is unreliable. The sensors no longer work forcing the gate to be left open during times of high traffic. The gate motor is inadequate to effectively open and close the gate itself and often becomes stuck open. The roller track assembly appears to be built of angle iron and has no foundation, leading to increase strain on the gate assembly.
Contractor will be required to provide and install and automated, class III, steel single slide gate to replace the existing system. The gate will be required to withstand heavy use during high traffic in any weather conditions including occasional snow of a few inches. Durability and reliability are of significant importance as this gate accesses the local emergency command center and dispatch services for the Forest Service and CalFire. Reliable operations day and night are imperative.
3.0 Location
Address - 13120 Loma Rica Dr, Grass Valley, CA 95945.
From Grass Valley California, take the Brunswick Road exit off HWY 20. Head East on Brunswick Road for approximately
1.5 miles. Turn left on Loma Rica Drive and about 1.4 miles the location is on the left.
The gate to be replaced secures the access to the ECC facility directly off Loma Rice Drive.
4.0 Estimated Start Date / Period of Performance
Start date shall commence 10 days after the Notice to Proceed (NTP) is issued.
Period of performance shall be 30 Days after NTP is issued.
5.0 Drawings and Specifications
[X] Construction Standard Institute (CSI) specifications These specifications are physically incorporated in the solicitation.
1. Existing asphalt shall be sawcut 12 inches wide and a 12 inch by 12 inch concrete footing shall be placed in open trench. The gate track shall be recessed in the concrete footing by creating a 3-inch channel track with 1-1/4” x
1-1/4” angle iron and ½” diameter j-bolts set flush into concrete. Roller track section within travelled way must support vehicle weight up to 80,000lbs
2. The sliding gate shall be approximately 6 foot high by approximately 24 feet wide and shall extend across the entire paved access road. At a minimum the gate will meet class III commercial rating. The gate shall be fabricated with a 2”x1” 11 gauge frame with 3/4”x3/4” 16 gauge pickets spaced at 6 inches on center. The gate shall be supported by 2 quantity 6 inch wheel boxes with 6” power v-wheels and 6” Dorene guide rollers so long as this fabrication meets the class III designation.
3. The new gate shall open to A 3-inch channel track with 1-1/4” x 1-1/4” angle iron shall be used for the storage area, set with 3”x3” 11 gauge steel posts at 3 feet on center, welded to the track. Three quantity 3”x3”x9’ posts shall be used to provide a stable track for the sliding gate so long as this fabrication meets the class III designation.
4. Gate opener shall be a commercial rated slide gate operator recommended for the weight and class III commercial usage. Gate opener shall be mounted on a concrete pad 30 inches by 30 inches, 24 inches deep.
5. All above-ground gate and posts members shall be powder-coated a black color to match the adjacent fencing.
6. Inductive detection safety loop and detector shall be installed in the existing asphalt surface and wired to the gate opener (2 total).
7. Inductive detection free exit loop and detector shall be tested and replaced, if necessary. Install new ground sensor in the existing asphalt surface and wire to the gate opener (1 total) if needed. Ground sensor(s) installation must support vehicle weight up to 80,000lbs.
8. Gate operation shall be integrated into existing access control panel and system. Integrate system to existing access panel and remote switch which reside inside building. All work shall be installed in accordance with the current California Electrical Code.

Execution:
1. Contractor shall submit for approval all items along with technical drawings and installation requirements.
2. Contractor shall perform all work in accordance with the manufacturer’s installation instructions and specifications, including all codes and standards incorporated by reference.
3. Install equipment so that all parts are accessible for inspections, operation, maintenance, and repair.
4. Equipment shall be leveled, aligned, and adjusted for satisfactory operation.
5. Lubricate equipment properly before being put into service.
6. If needed, all electrical work shall be done by a licensed electrician in the state of California.
7. Contractor shall not cut, remove or alter any structural member or utility on the grounds without first receiving approval from the contracting officer.
8. Contractor shall at all times exercise due diligence in the protection of the gate materials. Contractor is responsible for securing all materials until final acceptance of the project.
9. Contractor shall maintain a clean and orderly area during the performance of this work and shall minimize disruption to normal facility operation. The contractor shall provide temporary traffic-rated steel plates to allow vehicle access during gate construction.
6.0 Restrictions on Work
• Work hours are limited to non-holiday weekdays, Monday – Friday, 0700 – 1900.
• Access to facility shall remain open. Minimal closures up to 15 minutes are permitted, except for emergency response restrictions (see next bullet point). Longer proposed closure periods must be requested in writing and may or may not be approved by the CO.
• During an emergency (fire response situation, etc.), Contractors Work would be restricted so that it shall not interfere with the Emergency Command Center’s operations. The flow of traffic, materials, or utilities coming/going or within the Emergency Command Center during an emergency shall not be impeded.
• In accordance with the fire plan, if included in Section J.
• Contractor is responsible for the security of their tools and equipment at all times.
• Contractor is responsible for removal and disposal of all existing component not used in final product and any excavated asphalt or concrete.
• All trash and loose materials shall be secured by the contractor daily.
• The Contractor shall not use Government trash facilities without the COR’S approval.
• All construction debris remains the property of the Contractor and shall be properly disposed of off National Forest Land.
• Confine work and staging areas to those designated by the COR.
6.0 Camping and Housing
Camping is not permitted in US Forest Service campgrounds. Contractor [ ] will [X] will not be permitted to camp elsewhere on US Forest Service land. Camping on Forest Service land is not a right; permission may be revoked for failure to comply with the terms of the permit.
7.0 Required Submittals
All materials used on this project shall be American-made.

3. Gate Operator: Commercial Rated Slide Gate Operator recommended for the weight and class III commercial usage. Show locations and details for installing operator components, switches, and controls. Indicate motor size, electrical characteristics, drive arrangement, mounting, and grounding provisions. Include specifications and indicate service life.
4. Wiring Diagrams: Include diagrams for power, signal, and control wiring.
5. Project schedule including items to be installed, work to be performed, list labor requirements and provide actual timeline of installation labor.
6. Listing of equipment to be used during work and request for dig permits (if required).
7. Upon completion of the work, the contractor shall provide a schematic of the wiring and all operational manuals
Contractor Requirements
8.0 Technical Requirements / Tasks
• Remove existing gate system from Forest Service property.
• Provide and install new class III, automated, steel single slide gate and roller track assembly on concrete foundation. Dimensions of gate shall be approximately 24ft wide by 6ft in height. Gate should be of a powder coated black metal style and shall not be chain link material.
• Test existing ground sensors and replace if needed including replacing asphalt or concrete where excavated.
• Integrate function of new gate system to existing access keypad control panel and remote switch within building.
• Ensure function (programming) of new gate via both ground sensor and access controlled (keypad/keycard) methods. Update programming and wiring if needed.
• Train personnel on site in operation and user maintenance of new gate.
• Warranty of full services starting upon completion of receipt date of contract conclusion for a period of 12 months.
• All components shall be installed per manufacturer’s recommendations.
• All work shall meet California building, electrical, and mechanical codes for a commercial installation.
• Contractor shall perform all work in accordance with the manufacturer’s installation instructions and specifications, including all codes and standards incorporated by reference.
9.0 Government Furnished
1) Power to gate location provided by existing infrastructure.
2) Escorted access to building as needed to install and test system (i.e. remote switch within building)
10.0 Deliverables / Schedule
Timely submission of deliverables is essential to successful completing this requirement. Schedules for deliverables are specified in Exhibit A. All deliverables shall be prepared and submitted according to format, content, and schedule described in the SOW. Documents required shall be submitted electronically to the Contracting Officer (CO) and Contracting Officer’s Representative (COR)

12.0 Contractor’s Key Personnel
The size of this project is small enough that some or all the key personnel could be the same person. It is estimated that the work on site will require two to three people to get it functioning as soon as possible.
• Project Manager – Person in charge of coordinating on site personnel, work, and materials.
• Project Lead – Person in charge of directing work while performing work. Functions as on-site liaison with the Forest Service
• Construction Personnel – Additional personnel as required for installation. Gate Installer, Electrician, Controls Programmer, etc.
13.0 Security Requirements
Contractor personnel will need to coordinate access with an on-site Forest Service personnel to be named after award of the contract.
