About this file
This is a Statement of Work (SOW) and sole source justification for the procurement of one Munters Model HCD-600-EA-SFS High-Capacity Desiccant Dehumidification System for the James River Reserve Fleet's Zera Tanner vessel. The unit must feature a HoneyCombe® desiccant wheel with electric activation, a Small Frame System (SFS) configuration to fit shipboard installation constraints, nominal process airflow of 600 SCFM, and moisture removal capacity of at least 16 lbs/hr at standard inlet conditions (75°F / 50% RH). The system must be constructed of marine-grade, corrosion-resistant aluminum with a NEMA 4 rated control enclosure, include PLC-based logic with HMI interface compatible with existing fleet protocols, MERV 8 pre-filtration with metal mesh reactivation filtration, and electric reactivation with solid-state proportioning control. The contractor must supply a 5-Year Comprehensive Spare Parts Kit tailored to the HCD-600-EA-SFS, including replacement drive belts, seals, motors, heaters, and filtration media sufficient for five years of continuous operation.
The justification for sole source procurement centers on physical constraints specific to the Zera Tanner's restrictive internal compartments, where only the Munters HCD-600-EA-SFS with its SFS footprint meets exact dimensional tolerances without requiring costly structural vessel modifications. The procurement also ensures 100% parts commonality with the fleet's standardized Munters HCD-series inventory, maintains maintenance efficiency through existing crew training on Munters proprietary technology, and avoids redundant supply chain establishment costs. A "Brand Name or Equal" solicitation is deemed infeasible as no competing manufacturer provides an equivalent unit fitting the SFS footprint while maintaining compatibility with existing on-site Munters parts inventory.

James River Reserve Fleet – DH Machine Procurement for Zera Tanner
Section 1: Statement of Work (SOW) - Technical Requirements
1.1 Scope of Requirement: The Contractor shall provide one (1) Munters Model HCD-600-EA-SFS High- Capacity Desiccant Dehumidification System. The unit must utilize a HoneyCombe® desiccant wheel and be configured with Electric Activation (EA).
1.2 Salient Characteristics:
• Dimensions & Configuration: Must utilize the SFS (Small Frame System) configuration to accommodate specific shipboard installation footprints and existing mounting foundations at the James River Reserve Fleet.
• Performance: Nominal process airflow of 600 SCFM with a moisture removal capacity of at least 16 lbs/hr at standard inlet conditions (75°F / 50% RH).
• Construction: Marine-grade, corrosion-resistant aluminum cabinet with a NEMA 4 rated control enclosure.
• Integration: Must be compatible with existing PLC monitoring protocols currently utilized by the fleet.
Feature Requirement / Specification
Manufacturer/Model Munters Model HCD-600-EA-SFS (or approved equal meeting all specs below)
Technology Type Desiccant Rotor (Active self-regenerating)
Process Air Flow Nominal 600 SCFM
Moisture Removal Minimum 16 lbs/hr (at 75°F / 50% RH)
Reactivation Type Electric (EA) with solid-state proportioning control
Enclosure All-welded, strain-hardened Aluminum (Corrosion resistant for marine environments)
Control System NEMA 4 rated enclosure with PLC-based logic and HMI interface
Electrical [Specify your site voltage, e.g., 460V / 3 Phase / 60Hz]
Filtration MERV 8 pre-filter (Process) and Metal Mesh (Reactivation)
1.3 Lifecycle Support (5-Year Spares): The Contractor shall include a 5-Year Comprehensive Spare Parts Kit specifically tailored for the HCD-600-EA-SFS. This kit must include, at a minimum: replacement drive belts, seals, motors, heaters, and filtration media sufficient for five years of continuous operation.
Section 2: Sole Source Justification (Technical Argument)
Title: Justification for Other Than Full and Open Competition
2.1 Physical Constraints: The James River Reserve Fleet requires a dehumidification solution that fits within the highly restrictive internal compartments of the Zera Tanner. The Munters HCD-600-EA-SFS is uniquely engineered with a Small Frame System (SFS) that meets these exact dimensional tolerances. Procurement of any other model would require extensive and costly structural modifications to the vessel's hull or deck, which is technically and financially unfeasible.
2.2 Logistics and Interchangeability: The James River Reserve Fleet currently operates a standardized fleet of Munters HCD-series units. Procuring the HCD-600-EA-SFS ensures 100% parts commonality with existing inventory.
• Maintenance Efficiency: Maintenance personnel are already trained and certified on Munters proprietary HoneyCombe® technology and PLC logic.
• Cost Savings: By utilizing the existing on-site parts inventory, the government avoids the redundant cost of establishing a separate supply chain for a different manufacturer's proprietary components.
• Reliability: Standardizing on this model ensures immediate "plug-and-play" support, maximizing the longevity of the vessel's preservation systems.
A 'Brand Name or Equal solicitation’ is not feasible because no other manufacturer provides a unit that fits the SFS footprint while maintaining compatibility with the existing Munters parts inventory currently maintained on-site.
