STATEMENT OF WORK (SOW)

Combat Arms (CA) Automated Vertical Storage Type System 87th SFS - Joint Base McGuire-Dix-Lakehurst, New Jersey

1.0 MISSION/BACKGROUND: The 87th Security Forces Squadron (SFS) Combat Arms section provides military weapons training and maintenance for 5 Wings and 3 GSUs. Our mission is to provide exceptional training to individuals that are tasked for deployment/temporary duty location (TDY), Permanent Change of Station (PCS), or for those who are required to carry for duty. The Combat Arms section is also responsible for the maintenance for all 5 Wings and GSUs.

2.0 SCOPE: The contractor shall furnish all necessary, labor, materials, and equipment for constructing, installing, and performing all work shown and described in the contract documents, all of which are made a part thereof.

2.1 The work shall be executed in the best and most workmanlike manner by qualified, careful, and efficient mechanics skilled in the trade. The work shall be in strict compliance with the contract documents and standards of the industry. Only certified journeymen in respective trades, or apprentices under the direct supervision of certified journeymen, shall be permitted to work within areas of the project sites.

3.0 GENERAL: The contractor shall coordinate all work with:

3.2 Location of the automated storage system is as follows:

Bldg. 1819, Room 117 located on Joint Base McGuire-Dix-Lakehurst, NJ

4.0 PROJECT REQUIREMENTS: Contractor shall provide one (1) Automated vertical Carousel Storage System that conforms to the following specifications:

4.1 Unit shall be a Vertical Carousel Type System

4.2 Overall height shall not be greater than 9 feet, 2 inches

4.3 Overall width shall not be less than eleven (11.0) feet or greater than eleven feet five inches (11.5 feet).

4.4 Overall depth of the machine shall not be less than five (5.0) feet or greater than five feet six inches (5.6 feet).

4.5 This system shall contain and be able to automatically cycle through a minimum of twenty-one (21) carriers.

4.6 Each carrier shall have a minimum width of 112” and a minimum depth of 24”

4.7 Each carrier shall have a storage capacity of at least 772 pounds.

4.8 The system shall contain at least two (2) multipurpose carriers that can be configured by the customer at any time.

4.9 The system shall contain at least nine (9) double tier carriers.

4.10 The system shall incorporate a computer based controller to allow the stored items to be retrieved either by assigned part number, assigned carrier, or assigned location on a multi-tier carrier.

4.11 The system shall have a manual override such that, in the event of a power or controller failure, the carriers can still be cycled manually to retrieve components.

4.12 The system shall have an automatic door that incorporates safety systems to prevent the opening of the door while the carousel is rotating and that will also prevent the carousel from rotating while the door is open.

4.13 The system shall operate on a three (3) phase supply voltage of 208 volts at 60Hz.

4.14 The system shall have a front light.

4.15 The system shall have a minimum of a two (2) year parts and labor warranty.

4.16 The system shall have a minimum of two (2) years of preventative maintenance visits at 6, 12, 18, and 24 months.

5.0 PLACE AND HOURS OF PERFORMANCE: Project location is room 117 in Bldg. 1819/Combat Arms, Joint Base McGuire-Dix-Lakehurst, NJ 08641. When working at government facilities, work shall be accomplished during normal duty hours (0730-1630), Monday through Friday, unless otherwise approved by the Contracting Officer. The contractor shall not schedule work on federal holidays. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday. When the contractor desires to work other than standard times, a written request shall be submitted to the Contracting Officer for approval. Written approval from the Contracting Officer must be received before proceeding with the work. The request shall be submitted at least five (5) work days prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during non-standard hours.

6.0ENVIRONMENTAL REQUIREMENTS AND CONSIDERATIONS:
6.1Asbestos: To the best of the government’s knowledge, no asbestos containing material (ACM) shall be disturbed by this project. Should the contractor encounter previously unidentified or suspected ACM, which must be disturbed to comply with the contract, the contractor shall cease all work that would disturb the suspect materials and immediately notify the Contracting Officer. The government shall take steps, as appropriate, to ascertain the material’s composition and take any remedial actions necessary.
6.2Site Maintenance and cleanup: The contractor shall maintain work areas in a neat, clean, and safe condition. The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricades tape, etc., which may be required to control pedestrian and/or vehicle traffic in the work area.
6.3Dust control: The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the building or construction site and to avoid creation of a nuisance in the surrounding area. Use of water shall not be permitted when it shall result in, or create hazardous or objectionable conditions such as ice, flooding, and pollution.
6.4Protection of Existing Property: Before beginning any demolition work, the Contractor shall carefully survey the site and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the government, and any damaged items shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the government. The Contractor shall carefully coordinate the work of this section with all other work and shall construct and maintain shoring, bracing, and supports, as required.
6.5Cleanup: The contractor shall collect all trash, debris, refuse, garbage, etc., which is generated and place it in appropriate containers with lids or approved cover daily. The aforementioned materials shall be removed from the site by appropriate means daily, unless otherwise approved by the Contracting Office. Disposal shall be outside the limits of government property.
6.6Site Obstructions: The contractor shall speak with the Contracting Officer to make sure there are no electrical or telecommunication lines nor any plumbing or irrigation pipes in the obstacle course area. The site must also be clear of trees and shrubs.
7.0STORAGE AND PARKING: Contractor storage and parking shall be near the job site or as designated by the Contracting Officer. The contractor shall keep all Contracting Officer-approved storage areas free of debris, refuse, spills, leaks, stains, splashes and excessive materials. All storage areas shall be maintained in a neat, clean, and safe condition. The contractor, at no additional expense to the government, shall clean up areas that incur contamination by any hazardous material or substances immediately. Remediation may include subsequent soil analysis if directed by the government. The contractor shall store all hazardous materials in a contractor supplied trailer or storage unit which shall be leak proof or contain secondary containment devices. The storage unit shall be secured when contract personnel are not present.
8.0CODES AND REGULATIONS: All work shall be accomplished in strict accordance with the most recent version of all codes as required by the State of New Jersey and any county regulations, AF instructions, and Contract requirements. All codes, standards, regulations and laws shall be the most recent editions. Should a conflict between laws, regulations and codes arise, the most stringent requirements shall prevail.
9.0RECORDS MANAGEMENT: The contractor shall manage all data created for government use or legally controlled by the government, in support of the functional activity or required by AF publication, IAW the AF Records Management procedures within Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363, and Air Force Instruction (AFI) 33-364, or their subsequent replacements.
10.0INSPECTIONS AND ACCEPTANCE: When all pre-final inspection discrepancies have been corrected, the Requirement Owner will conduct the final inspection with the contractor, and any needed subcontractor, to determine whether the project can be finally accepted with written notice from the contractor that all punch list items are complete.
