STATEMENT OF OBJECTIVES (SOO)

Project: Unaccompanied Housing Smart Parcel Lockers

1.0 Purpose: Smart Parcel Lockers are required for delivery due to a large amount of non-letter type mail being received at the Kirtland AFB dormitory by its residents. Currently all non-letter mail is delivered to a locked room where residents must sift through an abundance of parcels to find what belongs to them. This poses a security concern due to previous instances of theft and misuse by non-dorm residence.

2.0 Scope or Mission: Combination of assorted locker sizes to accommodate small, medium, and large parcels for 505 residents. Roughly a total of 160 lockers. All of which are locally controlled by a smart locker system.

3.0 Period and Place of Performance: .

4.0 Background: Currently all parcels delivered to the dormitory are placed in a storage room with a cypher lock that all residents (current and past) have access to. CCTV is the only mechanism in place to deter unauthorized activity in this storage room.

5.0 Performance Objectives: Obtain a fully functioning Smart Parcel System to service the needs of 505 dormitory residents. At a minimum the following carriers will need seamless access to deliver parcels and retrieve unclaimed parcels after a prescribed time. United Parcel Service, FedEx, FedEx Express, Amazon, DHL Group and United States Postal Service. Ability for Dormitory Staff to register and un-register residents as necessary, and to pull reports regarding occupied locker times, and the persons pending pick-ups (to prevent stagnant packages taking up future space). In addition to the above, a maintenance contract with direct reach back support shall be in place to mitigate outages within the system or faulty hardware/software.

6.0 Operating Constraints: Network connectivity is required and therefor will be utilized from the current public-use internet provided to the dormitory residents by a third-party company via Wifi or LAN. Internet/Network will not be connected through Kirtland Air Force Base local communications.
