About this file
This is a Statement of Need for the procurement of a FUJIFILM Sonosite LX Point-of-Care Ultrasound (POCUS) system by the National Institutes of Health (NIH) Clinical Center for deployment in the Pediatric Intensive Care Unit (PICU). The acquisition includes one Sonosite LX ultrasound system (Model L28354) with five specialty transducers: C5-1, L19-5, P5-1, C10-3, and P11-3. The package includes a five-year manufacturer warranty, system installation, and comprehensive end-user training. The system must be a portable, healthcare-grade imaging platform capable of delivering high-resolution 2D imaging, Color, Power, Pulsed Wave, and Continuous Wave Doppler capabilities, Tissue Harmonic Imaging, needle enhancement technology, DICOM connectivity, and secure wireless communication.
The ultrasound system will be used at the bedside to support rapid assessment and management of critically ill neonatal and pediatric patients, enabling real-time diagnostic imaging and ultrasound-guided procedures including vascular access, cardiac assessment, lung evaluation, abdominal imaging, and musculoskeletal examinations. The procurement is being conducted through Simplified Acquisition Procedures under FAR Part 13 with a Request for Quotes (RFQ-26-008281). The acquisition is restricted to brand-name procurement of the Sonosite LX system to meet specific clinical requirements for pediatric critical care applications in the high-acuity research hospital environment.

STATEMENT OF NEED
1. Type of product or service to be acquired.
The National Institutes of Health (NIH) Clinical Center requires the procurement, delivery, installation, and training for a point-of-care ultrasound (POCUS) system for the Pediatric Intensive Care Unit (PICU). The acquisition includes a Sonosite LX ultrasound system, multiple specialty transducers to support pediatric and critical care applications, a five-year manufacturer warranty, system installation, and end-user training.
One (1) L28354 - Sonosite LX Ultrasound System with:
· L23119 - Transducer, C5-1
· L23972 - Transducer, L19-5
· L24087 - Transducer, P5-1
· L23117 - Transducer, C10-3
· L29671 - Transducer, P11-3
2. Explanation for how the agency intends to use the product or service in terms of function to be performed.
The ultrasound system will be used at the bedside to support the rapid assessment and management of critically ill neonatal and pediatric patients. It will facilitate real-time diagnostic imaging and ultrasound-guided procedures, including vascular access, cardiac assessment, lung evaluation, abdominal imaging, musculoskeletal examinations, and other emergency and critical care applications. The system will improve diagnostic accuracy, reduce procedural complications, enhance patient safety, and support timely clinical decision-making in a high-acuity research hospital environment.
3. Performance requirement or essential physical characteristics.
The ultrasound system shall be a portable, healthcare-grade point-of-care imaging platform designed for continuous use in a critical care environment. It must provide high-resolution 2D imaging, Color, Power, Pulsed Wave, and Continuous Wave Doppler capabilities; Tissue Harmonic Imaging; needle enhancement technology; DICOM connectivity; secure wireless communication; and compatibility with multiple transducers supporting pediatric cardiac, abdominal, vascular, pulmonary, musculoskeletal, and procedural imaging. The system shall include integrated educational resources, manufacturer installation and user training, and a minimum five-year comprehensive warranty covering the system and transducers to ensure long-term operational reliability.
