SUMMARY OF WORK
SECTION 01010
SUMMARY OF WORK
PART 1 - GENERAL
1.1 SUMMARY
A. Work for this project consists of removing the existing asphalt shingle roof system (asphalt shingles, felt underlayment, metal flashing and trim, and gutter system) and install a new asphalt roofing system with specified materials.
B. The following buildings are part of this contract.
1. District Ranger’s Dwelling.
2. District Ranger’s Garage.
3. Assistant District Ranger’s Garages.
4. Engineer’s Dwelling.
1.2 LOCATION
A. This project is located on the Bessey Administrative Complex of the Nebraska National Forests and Grasslands, two (2) miles west of Halsey, Nebraska.
1.3 GENERAL SITE CONDITIONS AND WEATHER
A. Two (2) of the buildings (District Ranger’s Dwelling and Engineer’s Dwelling) have residents currently living in them.
B. The elevation of the site is approximately 2,700 feet above mean sea level. The construction site may experience snowfall and cold temperatures from mid-November through April.
1.4 USE OF PREMISES
A. General: Contractor's use of premises is limited only by the Government's right to perform other work and/or specific concerns of the residents for the two (2) residences.
B. Contractor shall conduct his operations to ensure the least inconvenience to the residents.
C. Confine storage of materials to areas as approved by the Contracting Officer (CO).
D. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the residents during all construction operations. Contractor shall minimize disturbance of all undisturbed areas.
E. Damage to the buildings resulting from Contractor activities shall be the responsibility of the Contractor to repair.

SUMMARY OF WORK
F. Preservation of Natural Features: Confines all operations to work limits of the project.
Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
1. Provide temporary barriers to protect existing trees and plants and root zones as required.
G. Existing Utilities: Notify CO and utility companies of proposed locations and times for construction.
1. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
2. Interruption of Existing Utility Service: Notify CO, 48 hours in advance of any interruption of existing utilities.
1.5 MEALS AND LODGING
A. Meals and lodging are commercially available in the Village of Halsey (2 miles east of project site) and the Town of Thedford (15 miles west of project site). Meals or lodging will not be available at Forest Service facilities.
1.6 CONSTRUCTION SEQUENCE
A. There is no specified construction sequence or season for this project.
B. Depending on conditions, normal fire restrictions may apply to activities associated with this project.
1.7 FIELD VERIFICATION
A. Field verifying all new and existing dimensions affecting the work of this contract shall be the responsibility of the Contractor.
1.8 PERMITS
A. Special permits required by County, State, or Federal laws or regulations shall be obtained by the Contractor.

DEFINITION OF BID ITEMS

PART 1 - GENERAL
1.1 SUMMARY
A. The intent of this section is to explain, in general; what is and what is not included in a bid item; the limits or cut-off points where one bid item ends and another begins; and method of measurements and basis of payment for work items listed in the Bid Item Schedule.
B. Work:
1. Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, and carrying out all duties and obligations imposed by the contract on the Contractor.
C. Payment:
1. For each individual item listed here and in the Schedule of Items, Lump Sum (LS) payment shall be full compensation for all work related to the particular item in accordance with these specifications.
2. Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown.
1.2 DETERMINATION OF QUANTITIES
A. The contractor shall perform, or cause to be performed, all measurement of quantities of materials incorporated into the work processes that are to be measured under the provisions of the contract.
B. Quantity Measurements:
1. The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ) or Lump Sum Quantity (LSQ).
2. The contractor shall compute the quantities for periodic progress payments; the Contracting Officer shall compute the quantities for the final payment based on measurements taken by the Contractor.
3. All Contractor measurements are subject to verification.
4. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities.

5. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.
C. The following measurements and calculations are used to determine contract quantities.
1. For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified.
2. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and underdrains, measurements shall be made parallel to the base or foundation upon which the structures are placed. Pipes shall be measured along center of invert.
1.3 UNITS OF MEASUREMENT
A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:
B. Square: 100 square feet measured on the plane of the roof slope.
C. Square Feet: Square feet measured on the plane of the roof slope.
D. Each: One complete unit, which may consist of one or more parts.
E. Linear Foot: Linear feet measured horizontally.

1. Description: Demolition of District Ranger’s Dwelling roof system. Work includes removal of shingles, felt underlayment, fasteners, valley flashings, drip edges, gutter system, and all other miscellaneous roof materials not incorporated into the new roof installation. Demolition materials shall be properly disposed of off Government property.
a. Measurement and payment: LSQ, LS.
B. Definition Bid Item No. 2
1. Description: Installation of District Ranger’s Dwelling new roof system. Work includes installation of new shingles, felt underlayment, fasteners, ridge vent, valley flashings, drip edges, gutter system with leaf guards, and all other miscellaneous materials to provide for a weather-tight roof system. The gutter system shall include a forty eight (48) inch (minimum) section of flexible gutter at the bottom elbow to get the water away from the building foundation. Other work includes using a manufacturer recommended sealant around all roof penetrations and chimneys.

3.1 GENERAL
A. The following method of measurement for determining final payment is designated on the Schedule of Items for each pay item:

a. These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.

1.1 USE OF PREMISES
A. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the Work is indicated.
1. Limits: Confine constructions operations to designated areas as approved by the Con-tracting Officer (CO).
2. Government Occupancy: Allow for Government occupancy (residents) of sites.
3. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Residents, Government employees, and emergency vehicles at all times.
Do not use these areas for parking or storage of materials.
a. Schedule deliveries to minimize use of driveways and entrances.
b. Schedule deliveries to minimize space and time requirements for storage of mate-rials and equipment on-site.
B. Buildings: Maintain buildings in a weathertight condition throughout construction period.
Repair damage caused by construction operations. Protect buildings and its occupants during construction period.
1.2 OCCUPANCY REQUIREMENTS
A. Full Government Occupancy: Government employees will occupy site and the two (2) dwell-ings (District Ranger Dwelling and Engineer’s Dwelling) during entire construction period.
Cooperate with Government during construction operations to minimize conflicts and facili-tate Government usage. Perform the Work so as not to interfere with Government operations.

SUBMITTAL PROCEDURES
PART 1- GENERAL
1.1 SUMMARY
A. This Section includes administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, and other miscellaneous submittals.
B. See Section 01770 "Closeout Procedures" for submitting warranties for materials used.
1.2 DEFINITIONS
A. Action Submittals: Written and graphic information that requires Contracting Of-ficer’s (CO's) responsive action.
B. Informational Submittals: Written information that does not require CO's approval.
Submittals may be rejected for not complying with requirements.
1.3 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. CO reserves the right to withhold action on a submittal requiring coordina-tion with other submittals until related submittals are received.
B. Processing Time: Allow enough time for submittal review, including time for resub-mittals, as follows. Time for review shall commence on CO's receipt of submittal.
1. Initial Review: Allow 10 days for initial review of each submittal. Allow addi-tional time if processing must be delayed to permit coordination with subsequent submittals. CO will advise Contractor when a submittal being processed must be delayed for coordination.
2. If intermediate submittal is necessary, process it in same manner as initial sub-mittal.
3. Allow 10 days for processing each resubmittal.
4. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.
C. Identification: Place a permanent label or title block on each submittal for identifica-tion.

1. Indicate name of firm or entity that prepared each submittal on label or title block.
2. Provide a space approximately [2 by 3 inches] on label or beside title block to record Contractor's review and approval markings and action taken by CO.
3. Include the following information on label for processing and recording action taken:
a. Project name.
b. Date.
c. Name and address of Contractor.
d. Name of manufacturer.
e. Unique identifier, including revision number.
f. Number and title of appropriate Specification Section.
g. Other necessary identification.
D. Deviations: Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.
E. Additional Copies: Unless additional copies are required for final submittal, and un-less CO observes noncompliance with provisions of the Contract Documents, initial submittal may serve as final submittal.
F. Use for Construction: Use only final submittals with mark indicating action taken by CO in connection with construction.
PART 2 – PRODUCTS
2.1 ACTION SUBMITTALS
A. General: Prepare and submit Action Submittals required by individual Specification Sections.
1. Number of Copies: Submit three copies of each submittal, unless otherwise in-dicated. CO will return two copies. Mark up and retain one returned copy as a Project Record Document.
B. Product Data: Collect information into a single submittal for each element of con-struction and type of product or equipment.
1. If information must be specially prepared for submittal because standard printed data are not suitable for use, submit as Shop Drawings, not as Product Data.
2. Mark each copy of each submittal to show which products and options are ap-plicable.
3. Include the following information, as applicable:
a. Manufacturer's written recommendations.
b. Manufacturer's product specifications.
c. Manufacturer's installation instructions.
d. Manufacturer's catalog cuts.

e. Compliance with recognized trade association standards.
f. Compliance with recognized testing agency standards.
C. Samples: Prepare physical units of materials or products, including the following:
1. Samples for Initial Selection: Submit manufacturer's color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available.
a. Gutter system including flexible gutter.
2.2 INFORMATIONAL SUBMITTALS
A. General: Prepare and submit Informational Submittals required by Specification Sec-tions.
1. Number of Copies: Submit two copies of each submittal, unless otherwise indi-cated. CO will not return copies.
2. Certificates and Certifications: Provide a signature of entity responsible for pre-paring certification. Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity.
B. Contractor's Construction Schedule:
1. The following submittal is required following award of contract for review and/or approval pursuant to contract provisions:

C. Maintenance Data (if applicable): Prepare written and graphic instructions and proce-dures for operation and normal maintenance of products and equipment. Comply with requirements in Section 01770 "Closeout Procedures."
D. Manufacturer's Instructions (if applicable): Prepare written or published information that documents manufacturer's recommendations, guidelines, and procedures for in-stalling or operating a product or equipment. Include name of product and name, ad-dress, and telephone number of manufacturer.
PART 3 – EXECUTION
3.1 GENERAL

A. Review each submittal and check for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to CO.
B. Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Pro-ject name and location, submittal number, Specification Section title and number, name of reviewer, date of Contractor's approval, and statement certifying that submit-tal has been reviewed, checked, and approved for compliance with the Contract Doc-uments.
C. CO will not review submittals that do not bear Contractor's approval stamp and will return them without action.
D. Submittals not required by the Contract Documents will not be reviewed and may be discarded.

PART 1 – GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplemen-tary Conditions and Division 1 Specification Sections, apply to this Section.
1.2 SUMMARY
A. This Section includes the following:
1. Asphalt shingles.
2. Felt underlayment.
3. Ridge vents.
4. Metal Drip Edge and Rake Edge trim.
5. Seamless Gutters and Downspouts
1.3 SUBMITTALS
A. Product Data: Submit data for each product indicated, including details of construc-tion relative to materials, dimensions of individual components and textures. Samples for initial selection in the form of manufacturer’s sample finishes showing the full range of colors and profiles available for each type of material indicated. All as appli-cable.
1. Asphalt Shingle: Full-size asphalt shingle strip.
2. Ridge and Hip Cap Shingles: Full-size ridge and hip cap asphalt shingle.
3. Ridge vent: 12 inch long.
4. Exposed Valley Flashing: 12 inches square.
5. Single Layer Felt Underlayment: 12 inches square.
6. Water-proof Underlayment: 12 inches square.
7. Drip edge and Rake edge trim: 12 inches long.
8. Gutter and Downspout: 12 inches long.
B. Warranties: Special warranties specified in this Section.
1.4 QUALITY ASSURANCE
A. Source Limitations: Per asphalt shingle manufacturer’s recommendation, obtain ridge and hip cap shingles, ridge vents, and felt underlayment through one source, unless approved by the Contracting Officer (CO).
B. Fire-Test-Response Characteristics: Provide asphalt shingle and related roofing mate-rials with the fire-test-response characteristics indicated, as determined by testing
07311-2 identical products per test method below by UL or another testing and inspecting agency acceptable to authorities having jurisdiction. Identify materials with appropri-ate markings of applicable testing and inspecting agency.
1. Exterior Fire-Test Exposure: Class A; ASTM E 108 or UL 790, for application and roof slopes indicated.
1.5 WIND RESISTANCE
A. Wind Resistance Characteristics: Asphalt shingles shall be wind rated up to 90 mph.
Identify each bundle of asphalt shingles with appropriate markings of applicable test-ing and inspecting agency (ASTM D 3161 or UL 997).
1.6 DELIVERY, STORAGE, AND HANDLING
A. Deliver materials to Project site in manufacturer’s unopened bundles or containers with labels intact.
B. Store roofing materials in a dry, well-ventilated, weathertight location according to as-phalt shingle manufacturer’s written instructions. Store underlayment rolls on end on pallets or other raised surfaces. Do not double-stack rolls.
1. Handle, store, and place roofing materials in a manner to avoid significant or permanent damage to roof deck or structural supporting members.
C. Protect unused underlayment from weather, sunlight, and moisture when left overnight or when roofing work is not in progress per roofing manufacturer’s recommendation.
1.7 PROJECT CONDITIONS
A. Weather Limitations: Proceed with installation only when existing and forecasted weather conditions permit asphalt shingle roofing to be performed according to manu-facturers’ written instructions and warranty requirements.
1.8 WARRANTY
A. Warranty: Manufacturer's standard form in which manufacturer agrees to repair or re-place asphalt shingles that fail in materials or workmanship within specified warranty period. Materials failures include manufacturing defects and failure of asphalt shin-gles to self-seal after a reasonable time.
1. Material Warranty Period: Not less than 40 years from date of Substantial Completion.
2. Wind-Speed Warranty Period: Asphalt shingles will resist blow-off or damage caused by wind speeds up to 90 mph for 5 years from date of Substantial Com-pletion.

3. Algae-Discoloration Warranty Period: Asphalt shingles will not discolor for standard manufacturer’s warranty period from date of Substantial Completion.
1.9 EXTRA MATERIALS
A. Furnish extra materials described below that match products installed, are packaged with protective covering for storage, and are identified with labels describing contents.
1. Asphalt Shingles: One (1) square of each type in unbroken bundles.
PART 2 - PRODUCTS
2.1 MANUFACTURERS
A. Shingle Manufacturer: The following manufacturers provide a Heritage 50 style (or equal) laminated, double-layer, self-sealing, random-cut designed asphalt shingle that meets ASTM D 3462. Manufacturers are not limited to this listing.
1. CertainTeed Corporation
2. GAF Materials Corporation
3. Owens Corning
4. TAMKO Roofing Products, Inc.
B. The Contractor shall match the color of the existing Heritage 50 shingles that are on the Nursery Manager’s dwelling, or as approved by the CO. These shingles were installed in 2004 and were a Weatherwood color.
C. Hip and Ridge Shingles: Manufacturer's standard units to match approved asphalt shingles. Trim each side of lapped portion of unit to taper approximately 1 inch (25 mm)].
2.2 UNDERLAYMENT MATERIALS
A. Felts: ASTM D 226 or ASTM D 4869, Type I, 36” wide asphalt-saturated organic felts, non-perforated. Minimum 30# material.
B. Waterproof underlayment: Industry standard and as recommended by the manufactur-er for this type of installation.
C. Rigid Ridge Vent: Manufacturer's standard rigid section high-density polypropylene or other UV-stabilized plastic ridge vent with nonwoven geotextile filter strips and with external deflector baffles; for use under ridge shingles.
2.3 ACCESSORIES
A. Asphalt Roofing Cement: ASTM D 4586, Type II, asbestos free.

B. Roofing Nails: ASTM F 1667; aluminum or hot-dip galvanized steel wire shingle nails, minimum 0.120-inch- (3-mm-) diameter, barbed shank, sharp-pointed, conven-tional roofing nail with a minimum 3/8-inch- (9.5-mm-) diameter flat head and of suf-ficient length to penetrate 3/4 inch (19 mm) into solid wood decking or extend at least 1/8 inch (3 mm) through OSB or plywood sheathing. Or other materials as approved by the CO.
1. Where nails are in contact with metal flashing, use nails made from same metal as flashing.
C. Felt Underlayment Fasteners: As recommended by the shingle manufacturer.
2.4 METAL FLASHING AND TRIM
A. Galvanized-Steel Sheets: ASTM A 526, G 90 hot-dip galvanized steel with coating designation according to ASTM A 525, mill phosphatized for painting, 0.0217 inch thick.
B. Metal Drip Edge: Factory-formed or brake-formed sheet metal with at least a 2-inch roof deck flange and a 1 ½ inch fascia flange with a 3/8 inch drip at lower edge. Color shall be white. Metal drip edge materials shall be as specified in paragraph A above.
C. Rake Drip Edge: Factory-formed or brake-formed sheet metal of standard dimensions for this type of application. Color shall be white. Metal drip edge materials shall be as specified in paragraph A above.
D. Metal Flashing: Job-cut to sizes and configurations required.
1. Material: Galvanized-steel sheets.
2. Valley flashing shall have a center “v” crimp and be a minimum of 18” wide.
Install valley flashing per shingle manufacturer’s recommendations.
E. Vent Pipe Flashing: Vent flashing shall have a black elastomeric collar treated for 180 degree continuous heat and 24 gauge galvanized steel base. Flashings shall be con-structed to match the slope of the roof and they are installed on and have the correct diameter to properly fit the vent.
2.5 RIDGE VENTS
A. Available Manufacturers: Subject to compliance with requirements, manufacturer’s offering products that may be incorporated into the Work, but are not limited to, the following:

B. General: Ventilating ridge cap with ventilation mesh providing a minimum net free area of 18 sq. in./ft.

2.6 GUTTERS AND DOWNSPOUTS
A. General:
1. Seamless Gutters:
a. Gutters shall be made of industry standard aluminum (for this type of ap-plication) and be continuous and seamless with a minimum thickness gauge of 0.27 inches.
b. Gutter widths shall be 5 inches.
c. Gutter shall be a “K” style
2. Downspouts:
a. Elbows, Miters, and End Caps shall be made with the same material as the gutters and be a minimum thickness gauge of .019”.
b. Downspouts size shall be 3”x4” or as recommended by the gutter manu-facturer for this type of application.
3. Sealant:
a. Sealant sealer shall be as approved by the gutter manufacturer for this type of application.
4. Gutter Screens:
a. Screens types shall be removable with sheet metal frame and hardware cloth screen or as recommended by the gutter manufacturer for this type of application. Attach screens to gutters as recommended by the gutter man-ufacturer.
5. Hanging System:
a. Hanging system materials shall be industry standard for this type of gutter material and application. Spacing between hangers shall be as recom-mended by the gutter manufacturer.
6. All gutter system components shall be pre-painted with the color as approved by the CO. All finishes shall be baked-on enamel.
B. For every 10 feet of gutter, the minimum drop shall be ¼ inch or as recommended by the gutter manufacturer and approved by the CO.

C. The new gutter system shall be placed in the same locations as the existing system and be of similar lengths. If there is a question in the lengths of the gutters and downspouts, notify the CO. Notify the CO if the hanging system is not able to be at-tached to the building due to building material damage.
D. The gutter system for the District Ranger’s Dwelling and Engineer’s Dwelling shall have a 48 inch (minimum) long flexible gutter hose attached to the bottom elbow. The flexible gutter hose type and color shall be as approved by the CO.
E. The gutter system for the District Ranger’s Garage and Assistant District Ranger’s Garage shall have a five (5) foot (minimum) downspout extension at the bottom elbow to direct water away from the building.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Examine substrate for compliance with requirements for substrates, installation toler-ances, and other conditions affecting performance of asphalt shingles. Do not proceed with installation until unsatisfactory conditions have been corrected.
3.2 PREPARATION
A. Clean substrates of projections and substances detriment to application. Cover knot-holes or other minor voids in substrate with sheet metal flashing secured with noncor-rosive roofing nails.
B. Coordinate installation with flashing and other adjoining work to ensure proper se-quencing. Do not install roofing materials until all vent stacks and other penetrations through roof sheathing have been installed and are securely fastened against move-ment.
C. If rotted roof sheathing, wood fascia, or rafter ends are encountered, stop work and notify the CO within 24 hours.
3.3 INSTALLATION
A. General: Comply with manufacturer’s instructions and recommendations but not less than those recommended by ARMA’s “Residential Asphalt Roofing Manual” or “The NRCA Steep Roofing Manual”.
1. Fasten asphalt shingles to roof sheathing with recommended fasteners.
B. Single-Layer Felt Underlayment (min. 30 lb): Install single layer of felt underlayment on roof deck perpendicular to roof slope in parallel courses. Lap sides a minimum of 2 inches (50 mm) over underlying course. Lap ends a minimum of 4 inches (100 mm) and hips and valleys a minimum of 6 inches. Stagger end laps between succeeding
07311-7 courses at least 72 inches (1830 mm). Fasten felt with sufficient number of roofing nails or non-corrosive staples (as approved by the CO) to hold underlayment in place until asphalt shingle installation.
1. Omit felt underlayment at areas of waterproof underlayment. Lap felt under-layment over waterproof underlayment as recommended by manufacturer but not less than 2 inches.
C. Waterproof Underlayment: Apply waterproof underlayment at the following area:
1. 36 inch wide strip at the eve line for the entire length of roof-line.
2. 36 inch wide strip centered across valleys.
3. Install the 36 inch strip per manufacturer’s recommendations.
3.4 METAL FLASHING
A. General: Install metal flashings and other sheet metal to comply industry standard methods and as recommended by the manufacturer.
B. Valley Flashing: Valleys shall be open with 3 inches of metal valley flashing exposed on each side of the valley centerline. Follow roofing manufacturer’s recommenda-tions for valley installation.
C. Rake Drip Edges: Install rake drip edge flashings as recommended by manufacturer.
D. Eave Drip Edges: Install eave drip edge flashings as recommended by manufacturer.
E. Pipe Flashing: Form flashing around pipe penetrations and asphalt shingles. Fasten and seal to asphalt shingles as recommended by manufacturer.
3.5 ASPHALT SHINGLE
A. Install asphalt shingles according to manufacturer's written instructions, recommenda-tions in ARMA's "Residential Asphalt Roofing Manual," and asphalt shingle recom-mendations in NRCA's "The NRCA Roofing and Waterproofing Manual."
B. Install starter strip along lowest roof edge, consisting of an asphalt shingle strip with tabs removed with self-sealing strip face up at roof edge.
1. Extend asphalt shingles ½ inch over fascia at eaves and rakes or as recommend-ed by the manufacturer.
2. Install starter strip along rake edge.
C. Fasten asphalt shingles in the desired weather exposure pattern; use number of fasten-ers per shingle as recommended by manufacturer. Use vertical and horizontal chalk lines to ensure straight coursing.

D. Install first and remaining courses of asphalt shingles stair stepping diagonally across roof deck with manufacturer's offset pattern at succeeding courses, maintaining uni-form exposure.
E. Install first and remaining courses of asphalt shingles stair stepping diagonally across roof deck with manufacturer’s recommended offset pattern at succeeding courses, maintaining uniform exposure.
F. Fasten asphalt shingle strips with a minimum of roofing fasteners according to manu-facturer’s written instructions.
1. Where roof slope exceeds 20:12, seal asphalt shingles with asphalt roofing ce-ment spots after fastening with additional roofing nails.
2. Where roof slope is less than 4:12, seal asphalt shingles with asphalt roofing cement spots.
3. When ambient temperature during installation is below [50 deg F (10 deg C), seal asphalt shingles with asphalt roofing cement spots.
G. Open Valleys: Cut and fit asphalt shingles at open valleys, ridges, and edges to pro-vide a maximum weather protection. Provide same weather exposure at ridges as specified for roof. Lap asphalt shingles at ridges to shed water away from direction of prevailing wind. Use fasteners at ridges of sufficient length to penetrate sheathing as specified.
1. Set valley edge of asphalt shingles in a 3-inch- (75-mm-) wide bed of asphalt roofing cement.
2. Do not nail asphalt shingles to metal open valley flashings.
H. Ridge Vents: Install continuous ridge vents over asphalt shingles according to manu-facturer's written instructions. Fasten with roofing fasteners of sufficient length to penetrate sheathing.
I. Ridge and Hip Cap Shingles: Maintain same exposure of cap shingles as roofing shingle exposure. Lap cap shingles at ridges to shed water away from direction of prevailing winds. Fasten with roofing fasteners of sufficient length to penetrate sheathing.
1. Fasten ridge cap asphalt shingles to cover ridge vent without obstructing airflow.
3.6 RECONDITIONING EXISTING CHIMNEY CAP FLASHING
A. Recondition and reuse existing chimney cap (counter) flashings. Remove old caulk-ing, loose rust, and other foreign materials. Prime all exposed non-copper surfaces with exterior grade metal primer and paint with two coats of exterior oil paint. The CO shall pick the color from manufacturer’s standard color chart. Seal all exposed
07311-9 edges with 25 year caulk as recommended for this type of use. Recondition metal crickets in a similar manner.
B. If chimney cap counter flashings are not repairable, consult with the CO on re-pair options.
3.7 ADJUSTING
A. Replace any damaged materials installed under this Section with new materials that meet specified requirements.

CLOSEOUT PROCEDURES
PART - GENERAL
1.1 SUMMARY
A. This Section includes administrative and procedural requirements for contract close-out, including, but not limited to, the following:
1. Inspection procedures.
2. Project Record Documents.
3. Operation and maintenance manuals.
4. Warranties.
5. Final clean-up.
1.2 SUBSTANTIAL COMPLETION
A. Preliminary Procedures: Before requesting inspection for determining date of Sub-stantial Completion, complete the following. List items below that are incomplete in request.
1. Prepare a list of items to be completed and corrected (punch list), the value of items on the list, and reasons why the Work is not complete.
2. Advise Contracting Officer (CO) of pending insurance changeover require-ments.
3. Submit specific warranties, workmanship bonds, maintenance service agree-ments, final certifications, and similar documents.
4. Prepare and submit Project Record Documents, operation and maintenance manuals (if applicable), Final Completion construction photographs (if re-quired), damage or settlement surveys, and similar final record information.
5. Deliver extra materials and similar items to location designated by Government.
Label with manufacturer's name and model number where applicable.
6. Complete final cleaning requirements, including fastener pick-up.
7. Touch up and otherwise repair and restore marred exposed finishes to eliminate visual defects.
B. Inspection: Submit a written request for inspection for Substantial Completion. On receipt of request, CO will either proceed with inspection or notify Contractor of un-fulfilled requirements. CO will prepare the Certificate of Substantial Completion after inspection or will notify Contractor of items, either on Contractor's list or additional items identified by CO, that must be completed or corrected before certificate will be issued.
1. Re-inspection: Request re-inspection when the Work identified in previous in-spections as incomplete is completed or corrected.

2. Results of completed inspection will form the basis of requirements for Final Completion.
1.3 FINAL COMPLETION
A. Preliminary Procedures: Before requesting final inspection for determining date of Final Completion, complete the following:
1. Submit certified copy of CO’s Substantial Completion inspection list of items to be completed or corrected (punch list), endorsed and dated by CO. The certified copy of the list shall state that each item has been completed or otherwise re-solved for acceptance.
B. Inspection: Submit a written request for final inspection for acceptance. On receipt of request, CO will either proceed with inspection or notify Contractor of unfulfilled re-quirements. CO will prepare a final Certificate for Payment after inspection or will notify Contractor of construction that must be completed or corrected before certifi-cate will be issued.
1. Re-inspection: Request re-inspection when the Work identified in previous in-spections as incomplete is completed or corrected.
1.4 LIST OF INCOMPLETE ITEMS (PUNCH LIST)
A. Preparation: Submit three copies of list. Include name and identification of each space and area affected by construction operations for incomplete items and items needing correction including, if necessary, areas disturbed by Contractor that are out-side the limits of construction.
1.5 PROJECT RECORD DOCUMENTS
A. General: Do not use Project Record Documents for construction purposes. Protect Project Record Documents from deterioration and loss. Provide access to Project Record Documents for CO's reference during normal working hours.
B. Record Specifications: Submit one copy of Project's Specifications, including adden-da and contract modifications. Mark copy to indicate the actual product installation where installation varies from that indicated in Specifications, addenda, and contract modifications.
1. Give particular attention to information on concealed products and installations that cannot be readily identified and recorded later.
2. Mark copy with the proprietary name and model number of products, materials, and equipment furnished, including substitutions and product options selected.
3. Note related Change Orders and Record Drawings, where applicable.
1.6 WARRANTIES

A. Submittal Time: Submit written warranties on request of CO for designated portions of the Work where commencement of warranties other than date of Substantial Com-pletion is indicated.
B. Organize warranty documents into an orderly sequence based on the table of contents of the Project Manual.
1. Bind warranties and bonds in heavy-duty, 3-ring, vinyl-covered, loose-leaf bind-ers, thickness as necessary to accommodate contents, and sized to receive 8-1/2-by-11-inch (115-by-280-mm) paper.
2. Provide heavy paper dividers with plastic-covered tabs for each separate warran-
ty. Mark tab to identify the product or installation. Provide a typed description of the product or installation, including the name of the product and the name, address, and telephone number of Installer.
3. Identify each binder on the front and spine with the typed or printed title "WARRANTIES," Project name, and name of Contractor.
C. Provide additional copies of each warranty to include in operation and maintenance manuals.
PART 2 – PRODUCTS
2.1 MATERIALS
A. Product warranties shall be provided for the following:

3.1 FINAL CLEANING
A. General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and anti-pollution regulations.
1. Complete the following cleaning operations before requesting inspection for cer-tification of Substantial Completion for entire Project or for a portion of Project:
a. Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste mate-rial, litter, fasteners, and other foreign substances. Use a magnetic device to ensure all metallic items, such as nails and/or screws, have been picked up.
b. Sweep paved areas broom clean. Remove petrochemical spills, stains, and other foreign deposits.
c. Rake grounds that are neither planted nor paved to a smooth, even-textured surface, if applicable.

d. Remove tools, construction equipment, machinery, and surplus material from Project site.
e. Remove labels that are not permanent.
f. Leave Project area clean as approved by the CO.
B. Comply with safety standards for cleaning. Do not burn waste materials. Do not bury debris or excess materials on Government property. Do not discharge volatile, harm-ful, or dangerous materials into drainage systems. Remove waste materials from Pro-ject site and dispose of lawfully.

| A. This project is located on the Bessey Administrative Complex of the Nebraska National Forests and Grasslands, two (2) miles west of Halsey, Nebraska. |
| 1.3 GENERAL SITE CONDITIONS AND WEATHER |
| A. Two (2) of the buildings (District Ranger’s Dwelling and Engineer’s Dwelling) have residents currently living in them. |
| B. The elevation of the site is approximately 2,700 feet above mean sea level. The construction site may experience snowfall and cold temperatures from mid-November through April. |
| 1.4 USE OF PREMISES |
| A. General: Contractor's use of premises is limited only by the Government's right to perform other work and/or specific concerns of the residents for the two (2) residences. |
| B. Contractor shall conduct his operations to ensure the least inconvenience to the residents. |
| C. Confine storage of materials to areas as approved by the Contracting Officer (CO). |
| D. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the residents during all construction operations. Contractor shall minimize disturbance of all undisturbed areas. |
| E. Damage to the buildings resulting from Contractor activities shall be the responsibility of the Contractor to repair. |
| F. Preservation of Natural Features: Confines all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. |
| 1. Provide temporary barriers to protect existing trees and plants and root zones as required. |
| G. Existing Utilities: Notify CO and utility companies of proposed locations and times for construction. |
| 1. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. |
| 2. Interruption of Existing Utility Service: Notify CO, 48 hours in advance of any interruption of existing utilities. |
| 1.5 MEALS AND LODGING |
| A. Meals and lodging are commercially available in the Village of Halsey (2 miles east of project site) and the Town of Thedford (15 miles west of project site). Meals or lodging will not be available at Forest Service facilities. |
