Physical constraints require maximum dimensions not exceeding 10 feet height, 82 inches width, 36 inches depth, and 1,000 pounds weight, with the unit capable of entering through an 8-foot-high by 58-inch-wide door.
Delivery is required within twelve weeks of award to AFIT/ENY at 2950 Hobson Way, Building 640, Wright-Patterson Air Force Base, Ohio 45433, with all shipping costs and insurance included in the contractor's proposal. The contractor must provide electronic documentation including general system design, operation manual, preventative maintenance procedures with consumable part numbers, certification confirming specifications compliance, and a detailed items and functions list. All products must be manufactured in a qualifying country source per Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. The system includes a one-year warranty covering defects in material and workmanship with all repairs performed on-site at contractor expense. Payment occurs upon invoice submission and final inspection acceptance, with invoicing submitted through Wide Area Workflow (WAWF). Installation and training are not required. Delivery vehicles larger than pickup trucks must be inspected at the Wright-Patterson Commercial Vehicle Delivery Gate (CVDG) at Gate 26A off State Route 235, with exemptions and resealing procedures available for certain vehicle types.

Statement of Work
Nitrogen Generation System
JAN 2026
I. Background:
The Air Force Institute of Technology (AFIT) has a requirement for one (1) EA Nitrogen Generation System. The system is required to provide clean and reliable N2 to multiple laboratories. The application of the system includes but is not limited to, supplying N2 to laboratory equipment, back-filling small and large vacuum chambers and dry boxes, and manual nozzle applications. For this application, we require a fully production-qualified system. Experimental, prototype, or previously deployed equipment will not meet our operational requirements.
II. Minimum Technical Requirements:
The system shall be designed, manufactured, and delivered according to the following minimum requirements:
1. Minimum nitrogen flow rate of 400 scfh @ 99.5% purity
2. Nominal nitrogen discharge pressure: 125 +/-25 psig
3. Membrane type nitrogen generator
a. Cabinet design
b. Flow/ purity control valve to maintain purity regardless of downstream pressure
c. Pressure gauges: air & nitrogen
d. Oxygen analyzer
e. Automatic on/ off switch based on demand
4. Nitrogen system is required to meet all technical requirements listed with supplied Customer’s current facility air capabilities:
a. Maximum air flow @ 175 psig is 190 acfm
b. Minimum compressed air supply pressure: 125 psig
c. Air quality: dry air (-40 deg. F pdp)
d. Electrical: Provided power will be US 60Hz. Must comply with this standard
5. System size requirements and weight.
a. Maximum dimensions of the unit may not exceed 10’H, 82”W, 36”D, not greater than 1000 lbs.
b. Must enter the building through a door 8’H x 58” W.
6. Shall provide the following documentation in electronic form
a. General system design
b. Operation manual
c. Routine preventative maintenance procedures and part numbers of consumable parts, i.e. filters.
d. Certification documentation confirming system was built to the agreed upon specifications.
e. Detailed list of items and functions.
The materials and component parts shall be of quality consistent with the performance requirements of industrial nitrogen generation systems.
III. Installation and Training:
Installation and training are not required for this requirement.
IV. Qualifying Country Products:
All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
V. Delivery:
Delivery is required by the earliest possible delivery date, not to exceed twelve (12) weeks after receipt of Award. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken. Full delivery information will be included in the contract.

VI. Warranty:
All parts must be free from defects in material and workmanship, under normal and proper use in accordance with the user manual, for the period of one (1) calendar year after receipt of delivery. All repairs covered under warranty shall occur on-site at the expense of the Contractor.
VII. Invoice and Payment
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance have been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
1. The invoice shall be submitted to in Wide Area Workflow (WAWF) in accordance with the terms of the final contract award.
VIII. Delivery Procedures – Commercial Vehicles:
All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson Air Force Base (WPAFB) Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
1. Vehicles to be inspected include, but are not limited to, the following:
a. Step van/panel truck
b. Tractor/trailer, box and flatbed containing cargo
c. Tanker trucks
d. Box trucks
e. Tour buses
f. Garbage/recycled waste trucks
g. Concrete trucks/mixers, dump trucks
h. Cranes, recreational vehicles, petroleum tankers
This inspection will be conducted at Gate 26A located off State Route 235.
2. The following are exemptions to vehicles utilizing the CVDG:
a. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours.
All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates, and the base will not assume liability for denied access.
b. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
3. Wright-Patterson Integrated Defense Plan, paragraph 3.10.12.9.2.
a. All irregular deliveries will be sent to the CVDG for inspection.
b. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPFAB unless escorted by the receiving agency.
c. This will take place after the individual(s) are issued a preclearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG.
d. Escorts will always remain with the vehicle while they are on WPAFB.
Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
