About this file

This is a Statement of Work (SOW) for the annual renewal of Telcor QML middleware software licenses and support services at the NIH Clinical Center for the period January 1, 2026 through December 31, 2026. The NIH Clinical Center, a 200-bed federally funded research hospital in Bethesda, Maryland, relies on the Telcor QML middleware system to manage all point-of-care (POC) device interfaces, capturing and transmitting patient test results securely to the Laboratory Information System (LIS) and Electronic Health Record (EHR). The renewal ensures continued interoperability, data integrity, and compliance with CAP, CLIA, and NIH IT security standards.

The contractor (Telcor, Inc.) shall provide software license renewals, maintenance, and 24x7 technical support for the QML system and its interfaces, including applying software patches and upgrades while maintaining HL7 data communication integrity. The Bill of Materials specifies renewal of one physical client, one ADT HL7 interface, one QML Test System (Sybase Large), one Result HL7 interface, two i-STAT DE software instances (production and test), one QML Base with SAP SQL Anywhere, eight device type/product licenses (including NovaNet Prime/Plus, Sysmex XS, ABL90 FLEX/PLUS, STA Compact Max, Piccolo Xpress, CLINITEK Connect, and i-STAT DE), and two ambulatory subscription device licenses (DM Glu and Sig Elite 5). Required deliverables include renewal confirmation and invoice summary within 10 business days after award, system validation and license verification within 15 business days after activation, and annual maintenance certification by December 31, 2026. All services shall be performed remotely with compliance required to NIH IT security, HHS IS2P, and FISMA Moderate standards. The government will provide access credentials and technical points of contact, and no access to personally identifiable information (PII) or protected health information (PHI) is required.

Statement of Work (SOW) Renewal of Telcor QML Point-of-Care Device Interfaces NIH Clinical Center – National Institutes of Health (NIH) Department of Clinical Research Informatics (DCRI)

1. Background The mission of the National Institutes of Health (NIH) is to uncover new knowledge that will lead to better health for everyone. The NIH accomplishes that mission by conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of biomedical information.

The NIH Clinical Center (CC) is a 200-bed federally funded, biomedical research hospital located on the NIH campus in Bethesda, Maryland. The Clinical Center is the delivery setting for all NIH intramural clinical research protocols. The hospital complex consists of two main facilities that are connected to each other by “bridges”. The original 14-story building is 2.5 million square feet and continues to house the clinical laboratories, imaging sciences, surgical suites, and several outpatient clinics. The new 870,000 square foot facility houses inpatient units and day hospitals. The Clinical Center accounts for about half of all NIH-funded clinical research beds in the United States and accommodates about 7,000 inpatient and 70,000 outpatient visits a year. Patients are admitted to the NIH Clinical Center from all over the world for the sole purpose of participating in a clinical research protocol.

The Department of Clinical Research Informatics (DCRI) is responsible for the network infrastructure that supports the technology of all mainframe and desktop computers, and the management and development of applications and databases.

The NIH Clinical Center (CC) provides complex inpatient and outpatient care and supports extensive biomedical research. The hospital’s Point-of-Care (POC) program enables immediate diagnostic testing using bedside analyzers that connect to the hospital’s Laboratory Information System (LIS) and Electronic Health Record (EHR). The Clinical Center relies on the Telcor QML® middleware system to manage all POC device interfaces, capturing and transmitting patient test results securely to Soft LIS and CRIS. Annual renewal of software support and interface licenses from Telcor, Inc. is required to maintain uninterrupted operation and compliance with CAP, CLIA, and NIH IT security standards.

2. Purpose and Objective The purpose of this acquisition is to renew Telcor QML interface software licenses and maintenance support for Point-of-Care Testing devices at the NIH Clinical Center for the period January 1, 2026 – December 31, 2026. This renewal ensures continued interoperability, data integrity, regulatory compliance, access to software updates, and sustained vendor support.

3. Scope of Work The contractor (Telcor, Inc.) shall provide all software license renewals, maintenance, and support for the Telcor QML system and its interfaces. Services include renewing licenses, applying software patches and upgrades, providing 24x7 technical support, and maintaining HL7 data communication integrity between the LIS, EMR, and POC devices.

4. Bill of Materials (BOM) Renewal Period: January 1, 2026 – December 31, 2026
