About this file

This document is a Statement of Need (SON) for Matlab software support and maintenance for the National Institutes of Health (NIH) Clinical Center. The procurement seeks a Campus-Wide Suite license for Matlab software from The MathWorks, Inc. for the period of January 1, 2026 to December 31, 2026, with an estimated value of an enterprise-wide license. The NIH Clinical Center requires the software for critical research activities including artificial intelligence, signal processing, image and video processing, computational biology, control systems, and computational finance.

The procurement is structured as a sole-source acquisition, with a Notice of Intent (NOI-CC-26-000847) issued for the contract. The justification for sole-source procurement is that MathWorks is the only provider of Institute-Wide Licenses and Software Maintenance Services for their products in North America. Interested parties may submit a capability statement by email to lu-chang.lu@nih.gov by 9:00 AM Eastern Standard Time on January 15, 2026. The contract will provide unlimited campus-wide licensing, software updates, maintenance, and support services to ensure uninterrupted access to computational tools for the NIH Clinical Center's research and educational mission.

Attachment 1 – Statement of Need Matlab Software Support and Maintenance

Statement of Need (SON) POP 1/1/2026 to 12/31/2026 Agency/Institute: National Institutes of Health Clinical Center.

1. Purpose The purpose of this acquisition is to procure Matlab software. Matlab is a programming platform designed specifically for scientists and engineers by The MathWorks, Inc. of Natick, MA. US. Matlab Combines a desktop environment tuned for Iterative analysis and design processes with a programming language that expresses matrix and array mathematics directly. Matlab Is a programming environment for algorithm development, data analysis, visualization, and numeric computation, for the NIH Clinical Center’s needs.

2. Background

The NIH Clinical Center relies on MATLAB and Simulink software for critical research, data analysis, and educational activities. These tools are widely used across multiple departments for modeling, simulation, and computational tasks that directly support the mission of advancing biomedical research and patient care. To ensure continuity of operations, the Clinical Center requires uninterrupted access to MATLAB software and associated maintenance services.

The Department of Clinical Research Informatics, directs and implements a broad range of business, research, and clinical programs in support of Clinical Center’s mission. It articulates Clinical Center information technology (IT) strategic plan, forecasts future needs, sets, and implements CCIT policies and procedures. DCRI defines end executes IT management methodologies, encompassing strategic planning, complex organizational structures, technical project management, and business process modeling

DCRI plans, monitors, and enforces Information and systems security, It also engineers and oversees the day to day operations the Clinical Center Information technology and data center infrastructures including software, servers, storage, networks, databases, websites, and computing and mobile devices. DCRI Manages IT acquisitions and the associated IT budget for the CC – including the Capital Planning and Investment Control process for all of the CC IT Investments.

DCRI guides and supports the CC administrative and scientific staff. In the development and affective use of IT applications and services, it collaborates with other CC departments, Offices, and Centers to Identify IT needs, and to evaluate and implement IT solutions to meet those needs; and It studies, evaluates, and test new technologies, hardware, software, and information systems.

DCRI utilizes Matlab as a programing platform to capitalize on the software's powerful data analysis, visualization, modeling, and simulation capabilities. Matlab can be utilized for:

· Artificial Intelligence

· Signal processing and communications

· I mage and video processing

· Computational Biology

· Control systems

· Test and measurement

· Computational finance

3. Objectives CC requires software licenses for a Matlab Enterprise Agreement for the full suite of software plus the online training suite. The objective is to …. The following:

· Renew the Campus-Wide Suite license for the period January 1, 2026 – December 31, 2026

· Provide continuous software maintenance and support services

· Ensure compliance with licensing requirements and maintain eligibility for add-on product purchases

· Prevent service disruption that could hinder research and educational activities

4. Requirements

The contractor will provide the Matlab Enterprise with an unlimited CC wide license and software support including software updates and 1 year of maintenance and support.

5. Conclusion

Renewal of MATLAB Campus-Wide Suite support and maintenance is essential to sustain NIH Clinical Center’s research and educational mission. This requirement ensures that staff and researchers have uninterrupted access to critical computational tools, technical support, and product updates necessary for advancing biomedical innovation.
