About this file
This is a Request for Responses (RFR) document issued by the Massachusetts Department of Agricultural Resources (MDAR) for the Natural Disaster Recovery Grant II (NDR2) Program, a non-competitive disaster recovery grant funded through a federal appropriation managed by the USDA's Farm Service Agency. The program provides compensation to eligible agricultural producers for documented losses related to crops, timber, livestock, on-farm infrastructure, future economic losses, and bare-ground recovery practices resulting from qualifying weather events that occurred between January 1, 2023 and December 31, 2024. Eligible applicants must be agricultural businesses meeting the definition of Eligible Producer, demonstrate an eligible loss of at least $2,500, and submit applications through the online system by 4:00 PM on September 30, 2026. The program includes five loss categories: Crop Loss (minimum 15% value loss), Future Economic Loss (minimum 5% plant loss for perennial crops), Infrastructure Loss (minimum 15% damage threshold), Timber Loss (minimum 10 contiguous forested acres with 25% tree damage), and Bare-Ground Practices (minimum 15% of applicant's land affected). Award notifications are estimated for February 2027, with a maximum contract end date of September 30, 2027. Applicants may submit questions by email to ndr2@mass.gov with a deadline of 4:00 PM on Friday, August 28, 2026, and a pre-recorded informational webinar is available on the program webpage.
Payment amounts are calculated based on documented eligible losses and may be prorated based on total program demand and available funding, with the department potentially establishing a maximum total payment per applicant. There is no match requirement for this program. Applicants who previously received funding through MDAR's 2023 Natural Disaster Recovery Program remain eligible if they have not already been reimbursed for the same losses, and MDAR will consider prior disaster payments when determining final award amounts to prevent duplication of benefits. Produce farm operations must be registered under MDAR's Produce Safety and Market Access regulation (330 CMR 34.00) as a condition of funding, and dairy operations must comply with 330 CMR 27.00. Applicants must demonstrate legal control of property where losses occurred, maintain compliance with Agricultural Preservation Restriction requirements if applicable, and provide comprehensive supporting documentation including photographs, production records, repair estimates, and professional assessments depending on loss category. All contracts are subject to available funding and Commonwealth Terms and Conditions, and applicants selected for funding must complete standard Commonwealth contracting forms and establish Electronic Funds Transfer for payment receipt.
