Requirement Information

The Naval Research Laboratory (NRL) Code 5700, Tactical Electronic Warfare Division (TEWD), has a requirement for two Pure Storage C50R5 flash array storage systems, including an extended service agreement and warranty, and on-site installation, as detailed below.

MANDATORY SECURITY REQUIREMENTS

Due to the physical location where the equipment will be installed, strict security protocols apply to this procurement. Vendors must meet the following baseline security requirements:

1. Facility Clearance (FCL): The vendor (prime contractor) must possess and maintain an active SECRET

Facility Security Clearance.

2. Personnel Clearance (PCL): Contractor personnel, who require access to Secret information, must have a favorably completed Tier 3 investigation and a final Secret clearance prior to submission. Contractors issued a DoD interim secret security clearance may ONLY work on unclassified tasks. Interim clearances will not be accepted.

3. Contract Facility Security Officers (FSOs), and/or NRL POCs, are required to report immediately to Code

1230 any derogatory information regarding a contractor holding an interim Secret clearance, either on- or off-site. FSOs and NRL POCs shall also notify Code 1230 when a contractor’s interim or final clearance has been declined or revoked.

All contractors (including subcontractors) identified in the Statement of Work shall supplement their current security practices by requiring any personnel involved in executing the contract to complete Operations Security

(OPSEC) training via DCSA through their CDSE site https://securityawareness.dcsa.mil/opsec/index.htm; and follow any OPSEC guidance that may pertain to the project. The anticipated line item structure is as follows:

Quotation Submission Information

(a) Submission:

Quotations shall be submitted electronically via email to the Point(s) of Contact by the Response Date/Time identified in the General Information Section above. A confirmation of receipt will be provided, but it is the sole responsibility of the Quoter to ensure that its response/quote is received in its entirety and in a timely manner. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(c). To be timely, the quote must be received in its entirety in the designated email inbox by the closing date and time provided.

This acquisition is being solicited as a Total Small Business Set-Aside. The Non-Manufacturer Rule (NMR) applies; however, the Small Business Administration (SBA) has issued a class waiver for NAICS 334112. This waiver allows a small business to supply the product of any size manufacturer (including a large business such as Pure Storage) and still be considered a small business for this acquisition, provided the small business is an authorized reseller.

(b) Quote Requirements:

Quoters shall provide a quote with their proposed products, and pricing, along with any product literature for the items being offered so that compliance with the specifications can be evaluated. The quote should also include:

1. Description of standard commercial warranty and any extended warranty (if not described in the Quoter’s standard terms and conditions).

2. If shipping/freight is not priced as a separate line item, a statement that shipping is included in the overall price of the items.

3. Documentation from the manufacturer stating that they are an authorized dealer/reseller/distributor for the specific item(s) being procured.

4. Software Licenses - If including a software product in its quotation, Quoters shall provide a summary of its standard federal Government software license in its technical quotation. The full software license must be added as an attachment to the quote. If the Quoter does not have a federal Government software license, the Quoter shall provide a summary and copy of its commercial software license customarily provided to the public

(c) Company Information:

The Quoter shall ensure the following information is submitted:

• Expiration date for quoted and submitted prices

• Company Name

• Address

• CAGE / Unique Entity ID Number

• Web Page URL (if applicable)

• Company point of contract, phone # and e-mail

(d) System for Award Management (SAM):

Quoters must be registered in SAM (https://sam.gov) in order be considered for award. By submitting a quote, the Quoter verifies that its representations and certifications posted electronically in SAM are current, accurate, and complete as of the date of the quote.

(e) This is Brand Name only (Original Equipment Manufacturer (OEM): Pure Storage) requirement in accordance with FAR 11.204 and the approved Brand Name Justification, which is hereby made publicly available with the solicitation as required by FAR 5.201(c)(3).

(f) This procurement is for new equipment ONLY, unless otherwise specifically stated. No remanufactured or

"gray market" items are acceptable. All equipment must be covered by the manufacturer's warranty.

(g) Quoter shall be an OEM, an OEM authorized dealer, an authorized distributor, and/or an authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the

OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

(h) Quoters are required to submit documentation from the manufacturer stating that they are an authorized dealer/distributor/reseller for the specific items being procured.

Evaluation and Basis for Award

(a) The Government will award a contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate quotes, based on comparative analysis:

1. Compliance with Specifications

Rating Description

Acceptable Proposed hardware set meets all product/specification requirements listed in the table on page two.

Unacceptable Proposed hardware set does not meet product/specification requirements listed in the table on page two.

2. Factor 2: Supplier Risk Assessment

• In accordance with DFARS 252.204-7024, the contracting officer shall consider data available in the statistical reporting module of the Supplier Performance Risk System (SPRS) regarding the supplier’s past performance history for the PSC and/or NAICS of the supplies being purchased.

• Ratings:

o Low Risk: SPRS Supplier Risk Score of Blue, Purple, or Green, indicating a higher score in

SPRS and are therefore, considered to have a lower risk of poor contract performance o High Risk: SPRS Supplier Risk Score of Yellow or Red, indicating a lower score in SPRS and are therefore, considered to have a higher risk of poor contract performance o Neutral: In the case of a supplier without a record of relevant past performance history in

SPRS for the NAICS or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history.

3. Factor 3: Cost/Price

The Government will evaluate quotes for award purposes by adding the total price for the basic requirement. The Government anticipates making a determination of fair and reasonable price based on competitive quotes. If only one response is received, the Government may use other methods.

(b) Order of Importance:

Factor 1 (Compliance with Specifications) is more important than Factor 2 (Supplier Risk Assessment).

When combined, all factors are significantly more important than Factor 3 (Cost/Price). However, Factor 3

(Cost/Price) will become more important amongst quotes with similar Factor 1 (Compliance with

Specifications) and Factor 2 (Supplier Risk Assessment) ratings.

(c) Award on Initial Responses; Exchanges with Best-Suited Contractor

The Government anticipates selecting the best-suited contractor from initial responses, without engaging in exchanges with Quoters. As such, Quoters are strongly encouraged to submit their best technical solutions and price in response to this combined synopsis solicitation. However, the Government may engage in limited exchanges to clarify certain aspects of quotes. Once the Government determines the Quoter that is the best-suited (i.e., the apparent successful Quoter), the Government reserves the right to communicate with only that Quoter to address any remaining issues and revise quotes, if necessary, and finalize an award with that Quoter. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined in the sole discretion of the Government, the Government reserves the right to conduct exchanges with the next best-suited Quoter and address any remaining issues and revise quotes, if necessary, and finalize an award with that Quoter.

Options. When applicable, the Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
