Federal Medical Center (FMC) Devens Room Dividers Statement of Work/Requirements

PLACE OF PERFORMANCE:

Federal Medical Center (FMC) Devens 42 Patton Road, Ayer, MA 01432

Description of Requirement:

FMC Devens has multiple housing units for our inmate population. In one housing unit, we have an activity room that doubles as a programming room during the daytime hours. The room is rectangular in shape, and we require 2 divider units to make 3 programming areas.

The width of the activity room is 61’.

The height of the activity room is 8’ 11”.

The length of the activity room is 23’ 10”.

Salient Characteristics of the divider panel system:

• FMC Devens requires 2 room divider panel systems (to make three separate spaces).

• The divider panel system will need to be able to open and close easily. This space is to be used as an open space during the night, and 3 smaller closed spaces during the daytime.

• The height of the panel systems shall be 8’11” (107”) (Floor to ceiling).

• The length of the panel systems shall be 23’ 10” (286”) (Wall to Wall).

• The contractor shall provide hard panels with sound proofing capabilities. These room dividers should eliminate sound so the 1 activity room can be turned into 3 programing areas in which meetings can simultaneously occur.

• Noise Reduction Coefficient of panels will be a minimum of 0.75.

• The sound proofing panels will be made from an easy-to-clean material to maintain hygiene and appearance.

• FMC Devens requires both a ceiling and floor bracket to open and close the dividers. This will be open and closed daily based on time of day and activity required.

• Panels, ceiling and floor brackets will be made from durable materials to withstand daily use.

• Floor brackets will require step pads to minimize tripping hazards.

Removal:

FMC Devens currently has accordion style panels. The contractor will be responsible for uninstalling the current panel system during the installation phase.

FMC Devens will be responsible for proper disposal of the panels.

Installation:

The contractor would be responsible for all materials and supplies on this contract. Prior to installation, the contractor will have to ship all products to FMC Devens warehouse for contraband screening. Once screening is complete, FMC Devens staff will bring in the supplies to the housing unit. Please allow 2 weeks for this phase to happen.

A list of contractor tools will need to be provided to FMC Devens prior to a mutually agreed upon installation date for entrance purposes. All tools will be accounted for prior to entering the Federal Prison, as well as prior to departure from the Federal Prison.

All contractors who come on site will require an NCIC check performed.

The contractor will be responsible for the installation of their soundproof panels.

SECURITY REQUIREMENTS

Provisions of services under this contract will require infrequent and supervised contact with inmates. Contractor will not be responsible for management of inmates.

The contractor agrees to adhere to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. Federal Medical Center Devens will provide escort for the contractor during the duration of the contract. Due to the sensitive nature or the correctional environment, the contractor is expected to be prompt in reporting to the workplace in order to support the inmate accountability policy.

FMC Devens may be responsible for the following vouchering and law enforcement checks, as well as ensuring that fingerprinting and urinalysis testing is completed in accordance with the Human Resource Manual and Bureau of Prisons Acquisition Policy 37.103 (B):

1. National Crime Information Center (NCIC) check

2. Declaration of Federal Employment (OF-306)

3. FD-258 (Fingerprint Check)

4. Law Enforcement Agency Checks

5. Vouchering of Employers

6. Resume/Personal Qualifications

7. Completed Contractor Pre-employment Questionnaire

8. Release of Information

9. Questionnaire for Sensitive Positions (SF-85 for Low Risk, SF-85P for above low risk)

10. Credit Check, if applicable

11. Urinalysis, if applicable

Given the short-term nature of this contract, all contractors who are to come on site will need an NCIC check performed prior to coming on site.

PAYMENT TERMS

In accordance with Bureau of Prisons Acquisition Policy 37.103 (g)

(g) All contracts for services performed at Bureau facilities must contain the following statements:

(1) The service is a contractual arrangement and not a personnel appointment;

(2) Payment is based on an end product or the accomplishment of a specific result;

(3) The service does not constitute an employer/employee relationship; and

(4) The contractor will not be subject to Government supervision, except for security-related matters.

However, contractor performance shall be monitored.
