PERFORMANCE WORK STATEMENT (PWS)
1.0. INTRODUCTION
1.1. Purpose. The purpose of this effort is to obtain the services and expertise necessary for the operation and management of the DoD STARBASE Program at Patrick Space Force Base (PSFB), Florida. The Contractor shall provide all services for the management and operation of the STARBASE program in accordance with this PWS.
1.2. Background. Title 10, United States Code section 2193b(c) directs the Secretary of Defense to provide for the establishment of the STARBASE program. The goal of the program is to raise the interest and improve the knowledge and skills of at-risk youth in the areas of science, technology, engineering and mathematics.
2.0. STARBASE ACADEMY PARTICIPANTS
2.1. STARBASE Academy participation offers the majority of its assistance to at-risk-youths in the 5th grade through coordination between the STARBASE Director, local school administrators or other alternative education providers. The STARBASE participants may be selected on the basis of:
a. Racial or ethnic minority status
b. Disability
c. Socio-economic disadvantage
d. Limited English proficiency
e. Historic under-representation in science, math and technology fields
f. Low academic performance
2.2. Final approval of STARBASE Academy participants shall be made by the STARBASE Director based on district application to participate in the STARBASE program, alternative education school providers, or individual or group of home-schooling families that have applied for STARBASE classes. Summer Open Enrollment classes are based on submission of applications from organizations, to include a Memorandum of Understanding (MOU). Enrollment for the summer session is on a first–come/first-served basis with the exception of priority is to be given to military dependents at the host facility.
3.0. PERFORMANCE OBJECTIVES
The Contractor shall provide all services and supervision necessary for the operation of the Basic STARBASE Academy and STARBASE 2.0, as defined in Appendix C, Definitions. STARBASE 2.0 is an option for additional services and if exercised by the government, will be implemented after the first full year the STARBASE core is taught and/or after STARBASE evaluation. Services provided shall include: STARBASE program management educational instruction; instructor hiring/dismissal, supervision and evaluations and information management required to ensure successful accomplishment of the STARBASE program. Student performance will be evaluated based upon the objectives and standards set forth in the Services Summary.
3.1. Classroom Size and Instruction Time
3.1.1. The STARBASE Academy shall provide a minimum of 750 contact hours per classroom each school year. On an annual basis, within each DoD STARBASE Program academy, each STARBASE unit of instructor pair and classroom will conduct at least 30 classes during the school year each comprising of 25 classroom contact hours. In addition, each classroom unit is responsible for providing at least 2 weeks of classroom contact hours (20-25 per week) over the school’s vacation breaks. No session may exceed the classroom's designated fire code occupancy limit.
3.1.2. All STARBASE Academy classroom contact hours shall take place at Patrick SFB (PAFB) Florida, in a DoD approved facility.
3.1.3. STARBASE Academy may offer additional periods of special instruction, summer sessions, one-day workshops, community outreach and instructor training periods. These programs do not count toward the minimum of 750 contact hours per classroom each school year and must be coordinated with the COR and Contracting Officer prior to implementation. It is required there be a minimum of 2-4 summer programs with a length of one week (Monday through Friday) with a priority given to military families. Students for these summer programs do not have to be classified as at-risk youths.
3.1.4. STARBASE Academy will include a minimum of four classrooms. Class sizes may range from 20-26 pupils. Exceptions to this policy may be approved on a case-by case basis by the OASD-RA.
3.2. Topic of Instruction and Curriculum
3.2.1. The Contractor shall provide instruction which includes the following subject areas:
a. Sciences - which includes chemistry and physics
b. Technology – which includes innovations, navigating and mapping
d. Engineering- which includes engineering design process and computer-aided design
d. Math – which includes number relations, measurement, geometry, and data analysis
e. STEM Careers – STEM careers on military facilities and personal investigations
3.2.2. The Contractor’s STARBASE core curriculum shall include the following and must follow the approved DoD STARBASE Curriculum:
3.2.2.1. Curriculum Priorities. The DoD STARBASE Program Core Curriculum shall:
a. Follow current STARBASE DODI and DOD written guidance
b. Include and support current national STEM Educational standards
c. Include and support STEM subjects
d. Provide engaging, interactive and motivating activities and experiences for students
e. Provide Monthly reports to COR

2. Number of hours trained
3.2.2.2. Mandatory Area of Classroom Contact Instruction. The DoD STARBASE Program Core Curriculum includes 18.5 mandatory hours of approved lessons of instruction as established by OASD (RA) for a 25-hour program:
a. Physics (3 hours)
b. Chemistry Sciences (3 hours)
c. Technology (4.0 hours)
d. Engineering (4.0 hours)
e. Mathematics Operations and Applications (3.0 hours)
f. STEM Careers (1.5 hours)
3.3. Advanced STARBASE 2.0/3.0 (Option for additional services, may be exercised after first year) Has a designated STARBASE STEM Coordinator Requirements to operate the program will follow the ASD(M&RA)’s program guidelines as outlined in the DoD ADVANCED STARBASE Program Guide.
3.3.1. The Advanced requirements for the DoD STARBASE Program will adhere to the guidelines outlined in DoDI 1025.07, DoD STARBASE Program, and comply with the Advanced DoD STARBASE Program Guide.
4.0. PERSONNEL
The Contractor shall employ personnel for the operation of the STARBASE Academy in the positions listed below. Persons assigned to each position shall meet or exceed the qualification specifications for the duration of their employment in that position. STARBASE’s core office hours are 8:00 AM – 4:00 PM (Monday through Friday). The Contractor will ensure professional development/training requirements are met as directed by OASD-RA. When students are on-site, at least two STARBASE staff members must be present at all times. If the Contractor receives or discovers information that an employee has been arrested or charged with a criminal offense that could result in license or certification suspension or revocation, or disqualification/denial of a satisfactory background check review under Department of Defense Instruction (DoDI) 1402.5 or most current version, the Contractor shall immediately notify the Contracting Officer in writing and remove the employee from the base/site.
4.1. Director. The Director shall develop, supervise, direct, organize and manage the day-to-day operations of the STARBASE Academy. This individual shall act as the liaison with military, community and business leaders; liaison with schools/school districts and Patrick school liaison;
community relations; personnel; curriculum design; fiscal planning; providing annual reports to DoD STARBASE, and execution; staff hiring and dismissal; staff development; and all other activities of the STARBASE Academy. Completion of criminal history background checks are required for all DOD STARBASE Program academy personnel and volunteers in accordance with DODM 1402.05 per DODi 1025.07 paragraph 4.1. The Director will develop operating procedures, IAW DODi 1025.07 5(a), outlining the specific process of completing background checks.
4.1.1. The Director shall meet the following qualification criteria:
a. A bachelor’s degree, preferably in a STEM field or education.
b. At least 5 years of experience in elementary education/administration or program management is preferred.
c. Must pass the security and background checks for working on a DoD facility and working with children
4.1.2. The Director shall possess the following knowledge, skills and abilities:
a. Knowledge of internet-based tools
b. Knowledge of strategic planning, business plan development, marketing strategies and budgeting
c. Experience in education, supervision, and management of educational programs
d. Knowledge of program evaluation methods and development of outcome measures
e. Ability to work with public officials, military leaders, school district liaisons, PSFB school liaison officer, influential citizens, and corporate leaders
f. Ability to travel as needed to fulfill job requirements; funded by the contractor
4.1.3. Responsibilities of the Director shall include:
a. Overall supervision and management of the STARBASE program and designated satellite facilities
b. Implement Standard Operating Procedures for the STARBASE program and Memorandum of Understanding (MOU) among STARBASE and local school agencies
c. Coordinate, supervise and administer STARBASE program requirements, marketing plan and business plan. These plans are to be updated annually and approved by COR prior to implementation
d. Hiring and dismissal, management, supervision and annual written evaluations of STARBASE Academy staff
e. Represent the program at initial training, and annual training conferences as required per OASD-RA. Typically one week in length and within the Continental United States. All costs including travel to conferences and training will be the responsibility of the Contractor
f. Implement program guidelines, policies and procedures according to the DoDI or OASD/ RA. All waivers must be in writing and provided to the COR prior to implementation
g. Develop and coordinate partnerships with schools, businesses and government agencies
h. Make available for review monthly reports for the STARBASE program to the designated COR for review no later than 10 calendar days following the end of the month. These reports shall contain at a minimum:
1. 5-day schedule of STARBASE Activities for the quarter
2. District(s) served
3. Name and number of schools served
4. Number of students served
5. Vacant Positions
6. Number and type of classes conducted
7. Update on approved tangible support from other agencies and community collaborations (i.e., financial assistance, material goods, or services)
8. Complaints
9. Volunteers for:
a. Tours - site of tour and number of volunteers
b. Completion Ceremony - guest speaker, number of adults (family, guardians, grandparents) attending
i. Receive, review, and distribute all incoming correspondence including creating a point-of-contact list
j. Maintain quality control of official documents including travel vouchers, purchase orders, contracts, schedules, and other documents designated by the COR
k. Meet and greet visitors and guest as needed
l. Respond to incoming correspondence and prepare outgoing correspondence
m. Coordinate with schools for required documentation including, but not limited to applications, enrollment forms, data collection, and schedule changes
n. The set up and maintenance of a program website and social media is optional. Any content for the website and social media account needs to be coordinated with the Base Public Affairs office, through the COR prior to release.
o. Coordinate with schools for attendance, completion ceremony schedules, enrollment forms, and any schedule changes
p. Formulate and update program goals, objectives, and strategies as necessary and provide updates in writing to COR prior to implementation
4.1.4 Director Clerical Duties
a. Assist district teachers to complete on-line STARBASE survey
b. STARBASE survey
c. Complete evaluations, conduct surveys, collect data, and prepare statistical summaries of program data
d. Plan completion ceremonies, secure guest speaker, and prepare/facilitate the creation of presentations for completion ceremonies as necessary.
4.2 Nine Program Instructors. The Program Instructors shall be able to organize and manage classrooms; provide classroom instruction; maintain records and files; and organize, manage and prepare classes in all areas of the STARBASE curriculum for instructors and students. They shall also assist the Director with the operations, management, development and implementation of the STARBASE Academy. Instructors report to the Director.
4.2.1 The Program Instructors shall meet the following criteria:
a. Bachelor’s Degree preferably in a STEM field or education. At least 3 years of experience in elementary education is preferred.
b. Must pass the security and background checks for working on a DoD facility and working with children within thirty days of being hired. No interaction with children shall be authorized until a preliminary background check is complete. No unsupervised interaction with children shall be authorized until a complete background check is finalized.
4.2.2 The Program Instructor shall possess the following knowledge, skills and abilities:
a. Knowledge of internet-based tools
b. Ability to recognize and implement effective teaching practices and classroom management skills
c. Ability and willingness for quality communication and effective relationships with military and civilian personnel, district school teachers, students, parents, and volunteers
d. Represent the program at initial training, and annual training conferences as required per OASD-RA. Typically one week in length and within the Continental United States. All costs including travel to conferences and training will be the responsibility of the Contractor
e. Maintain current Cardiopulmonary Resuscitation (CPR)/First Aid certification
4.2.3 Program Instructor Classroom Duties:
a. Prepare materials, lesson scripts, classrooms, and activities for instruction utilizing computer and classroom smart technology for lessons where appropriate, save backups to external hard drives
b. Provide instruction in all areas of STARBASE curriculum for instructors and students
c. Work as a team with other instructors to prepare lessons, daily class schedules, and instruction in the classrooms
d. Assist in developing new curriculum lessons, which are correlated with state and national objectives, to submit to STARBASE OASD-RA curriculum committee for consideration
e. Conduct and evaluate all pre/post tests
f. Assist visiting instructors who participate in STARBASE
g. Participate in completion ceremonies
h. Serve as mentor to visiting Instructors
4.2.4 Program Instructor Clerical Duties:
a. Collect pertinent data necessary to evaluate program effectiveness
b. Maintain digital student workbooks, as required.
c. Assist in maintenance of scrapbook of photos, press releases, announcements, and other pertinent materials documenting program progression and success
d. Select and prepare requests for appropriate materials for purchase
e. Assist in verifying material shipments, updating material inventories, and putting away supplies
4.2.5 Other Duties:
a. Classroom, small break room and office maintenance and cleaning
b. Assist in all other duties or activities deemed necessary by the STARBASE Director for mission success
4.3 One Office Manager. The Office Manager must be 18 years old and have a high school diploma. Must pass the security and background checks for working on a DoD facility and working with children within thirty days of being hired. No interaction with children shall be authorized until a background check is complete
The Office Manager assists the STARBASE Academy staff by maintaining records, correspondence, and files; assists in preparing classroom materials and activities;
assists program instructors in class activities as needed. Greets visitors and answers the telephone and schedules meetings with the staff or visitors. The office manager reports to the Director.
4.3.1 Office Manager Duties:
a. Assists the DoD STARBASE Program academy staff by managing office duties, including maintaining records, correspondence, and files.
b. With appropriate educational credentials (as outlined for a program instructor in Section 4.2), may provide classroom instruction.
4.4 STARBASE PATRICK Transition (as applicable):
The STARBASE Contractor shall mobilize employees, supplies, and services necessary to have the STARBASE Academy ready for when classes to begin.
4.4.1 Phase-In/Phase-Out Period: To minimize any impacts to productivity and to prevent possible negative impacts on additional services, the contractor shall have personnel on board, during the 15-day phase in/phase out period. During the phase in period, the contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.
4.4.2 Phase-Out: In addition to the clause “Continuity of Services” (FAR 52.237-3), the contractor agrees to give support with no more than two current employees and cooperate with any successor that may be designated prior to the expiration of this contract. Phase-in assistance to a successor contractor may be required during the final 15 days of this contract.
4.4.3 Operational Plan: Within 7 calendar days of contract award, the Contractor shall make available to the COR for review upon request a detailed operational plan to include, but not limited to:
a. Staff recruiting, training and placement
b. Analysis of infrastructure, supplies and other areas of concern, including recommendations and resolution
c. Schedule for start-up of operations and classes
d. Quality Control protocols and procedures IAW Section 7.0
4.5 Staff Development. The Contractor shall train new staff in accordance with Department of
Defense Instruction 1025.7 Department of Defense STARBASE Program. Prior to the first-class session, the Contractor shall have the staff trained and copies of their training records made available to the COR for review upon request.
4.5.1 Develop Courses IAW guidance outlined in the Department of Defense Instruction
1025.7 Department of Defense STARBASE Program. In addition to the curriculum, the Contractor will develop the courses to include, but not limited to books, binders, projects, study aids, supplies, classroom requirements, and completion ceremony
4.5.2 Liaison to the Community and School Systems and Program Awareness. The Contractor shall provide a liaison, generally the Director of STARBASE, to develop relationships with the local school systems and community leaders. The liaison will also increase STARBASE program awareness within the community through promotion and outreach programs. This will be an ongoing requirement throughout the project. However, the Contractor should have an outline in place for the liaison within 30 days of contract award in order to effectively inform the targeted audience. The developed outline of advertising and outreach shall be approved by the COR prior to implementation (i.e., Social Media pages and program website). The COR may consult with legal prior to approval of any advertising or outreach approval.
4.5.2.1 Coordinate Student Participation with Local School Systems. The liaison shall work with the local school systems to insure maximum student participation and awareness of the STARBASE program. This includes, but is not limited to, coordinating student attendance at the STARBASE Academy, student transportation to and from the STARBASE Academy, and information distribution to parents. This will be ongoing throughout the project but shall be initiated within 30 days of contract award.
5.0 GOVERNMENT-FURNISHED FACILITIES, EQUIPTMENT AND SERVICES:
The government will provide the Contractor the facilities, equipment and items specified below, in a ready for use condition, for use in the performance of this contract.
5.1. Government-Furnished Facilities. (Drawing at Appendix D) The Government will provide Building 3655 located in Satellite Beach, FL. Title to the facilities shall remain with the Government. The Government will maintain the facility and perform repairs in accordance with sound industrial practices. The Government will maintain the grounds surrounding the building.
The Contractor shall not permit the use of the facility by others unless approved by Child and Youth Service (FSY) Flight Chief. The Contractor shall not construct or install any fixed improvement or structural alteration. The Contractor shall take all reasonable steps to protect the facilities from damage and shall contact the COR who will contact the Contracting Officer immediately if damage is sustained.
5.2. Maintenance of Government-Owned Facilities. The Patrick SFB 45th Civil Engineer Squadron (45 CES) will be responsible for outside building maintenance. Outside maintenance will include preventative maintenance for Class II property, such as Heating & Air Conditioning (HVAC) systems and fire protection systems. The Government will provide exterior repair and maintenance to facilities for painting, roofing, roof ventilators, exterior doors and windows, gutters, downspouts, and other such requirements that assure weather tightness or basic structural integrity. The Government will maintain the interior of the building, to include providing janitorial services.
5.3 Utilities. The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract at no cost to the Contractor. The Contractor shall not change or modify any utility system or component without prior review and approval by 45 CES.
Also, the Contractor shall not connect any Contractor property, equipment or system without prior review and approval by the 45th Communications Squadron (45 SCS). The Contractor shall practice energy conservation in the Government-provided facilities. Internet and telephone services will be provided to STARBASE offices by a commercial vendor at Contractor’s expense.
5.4. Security, Fire, and Medical Services. The Government will provide police and fire protection.
5.5. Government-Furnished Items. The Government will furnish to the Contractor office furniture to include, but not limited to, desks, chairs, filing cabinets, and bookcases, IT equipment, classroom science lab tables for students, student chairs, and storage cabinets for instructional supplies and all other required equipment and supplies. All equipment purchases, to include office supplies, invoiced against STARBASE academy funds will be government property. Mandatory government sources of supply IAW FAR 8.002 and 8.003 must be used when purchasing equipment and supplies for the Academy. These purchases must be tax exempt using the contractors tax exemption status/form. The Contractor will be provided the following items which shall be already available at the STARBASE Academy for contract use:

6.0. CONTRACTOR RESPONSIBILITIES:
6.1. Permits, Licenses, and Certifications. Unless otherwise specified in this PWS, the Contractor shall obtain necessary permits, licenses, certifications, and teaching credentials; give all required notices; and comply with applicable Federal, State, County, and local laws, codes, and regulations in performance of the requirements of this PWS. Maintain records of such requirements and make the documentation available to the Government for review prior to the individual beginning work on this contract, but no later than 45 days from contract award.
6.2. Safety Requirements. Contractor employees shall perform work in a safe manner as required by OSHA Safety and Health Requirements. The STARBASE Director will provide a report to the COR and Contractor, as soon as possible each occurrence of damage to Government property or an accident resulting in death, major injuries that necessitate hospitalization, loss of consciousness, asphyxia, and second/third degree burns, occupational disease, or adverse environmental impact. The STARBASE Director will provide a completed copy of required Accident Investigation Reports to the COR and Contractor within 24 hours of each occurrence. The COR will then forward a copy of the report to the CO. Physical Security. The Contractor shall safeguard all Government property provided for Contractor use and will perform Building Manager responsibilities. At the close of each work period, the Contractor shall secure Government facilities, property and materials as required.
6.2.1. Key Security. The COR will provide the Director with six (6) keys, recorded on AF Form 1297. Replacement of a damaged or lost key must be documented on an CES Work Task Order. All keys are the property of the US Government and may be confiscated at any time.
The Contractor shall not duplicate keys issued by the Government. The Contractor shall immediately report to the COR any occurrences of lost, stolen, or duplicated keys. The Contractor shall prohibit the use of Government-issued keys by any persons other than the Contractor employees. The Contractor shall not use keys to open work areas for personnel other than Contractor employees engaged in performance of duties.
6.2.2. Key Replacement: In the event that Government-issued keys (other than master keys) are lost, stolen, or duplicated, the Contractor shall be required, when directed by the Contracting Officer, to re-key or replace affected lock or locks at the expense of the Contractor. In the event that a Government-issued master key is lost or duplicated due to the fault or negligence by Contractor employees, the Government will replace all locks and keys for that system at Contractor expense.
6.3. Days of Operation and Recognized Holidays will be based on the STARBASE schedule.
A copy of the schedule shall be provided to the COR 30 prior to option year execution.
6.5. Ad hoc teleworking as a result of inclement weather, base closures, or special work assignments at alternate duty locations is permitted on a case-by-case basis with the approval of the COR. Regularly scheduled teleworking for certain positions can be authorized by the COR on a short-term or long- term basis. The Contractor shall allow 15 business days for the Government to review and approve / disapprove each request for regularly scheduled teleworking. The Government will consider the security, surveillance, and asset availability implications for each request.
6.5.1. Security reviews will consider each area of this PWS as it pertains to teleworking.
6.5.2. Surveillance reviews will consider the Government's procedures to verify the Contractor's ability to perform the tasks required by the PWS.
6.5.3. Operating costs associated with the Contractor using alternative duty locations will not be assumed by the Government. All equipment must be authorized by the Government for use.
6.5.4. Costs associated with travel between the alternate work location and the Government location to which the Contractor would normally be assigned will not be assumed by the Government. The provisions of this paragraph apply to travel between the alternate work location and any TDY location.
6.5.5. The Contractor shall maintain availability during core hours via email and phone. All expenses for Internet, telephone connectivity, and other equipment services shall be borne by the Contractor.
6.5.6. Personal computer equipment is not approved for Government work. Government equipment is not approved for personal use/work.
6.6. Alternate Duty Location: The term "alternate duty location" means that an employee's official workstation is changed from the geographic location traditionally associated with his/her job to a new location. Locations for duty stations are a management decision and must adhere to applicable Agency policy. Determinations will be made by the CO and/or COR in a manner which promotes the efficiency of the program, does not impact customer service, and is fair and equitable to employees.
The first assigned alternate duty location for the Starbase program will be as follows (If we are unable to use the first location a secondary location will be selected at that time):

7.0. QUALITY CONTROL:
7.1. Quality Control Program. The Contractor shall develop and maintain a quality control program to ensure contracted services are performed in accordance with the PWS to be reviewed annually by the CO and COR. Contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services.
7.1.1. The Contractor shall keep inspection instructions, auditing and testing current with PWS requirements.
7.1.2. The Contractor shall maintain records of all audits and inspections and make available to the Government upon request. The Quality Control records shall indicate the nature of the number of observations made, the number and type of deficiencies found, and the nature of corrective and preventive action taken as appropriate.
7.2. Customer Complaints: The Contractor shall coordinate all customer complaints/resolutions with the COR. Contractor shall maintain on-site records of all customer complaints and corrective actions.
8.0 CONTRACTOR-PROVIDED ITEMS:
The Contractor is responsible for obtaining the following in support of the STARBASE Academy:

9.0 QUALITY ASSURANCE:
The Government will conduct quality assurance; however, the contractor is responsible for providing quality control. The Government will periodically evaluate the Contractor’s performance by appointing a COR to monitor performance to ensure services are received. The COR will evaluate the Contractor’s performance through intermittent on-site inspections, inspections of the Contractor's quality control program and receipt of complaints from Customers. A representative of the contractor will make available upon request the DOD STARBASE Site Evaluation electronic continuity binder. The Government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the Government may decrease the number of quality control inspections if merited by performance. The Contractor shall initially validate customer complaints. The COR will make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s).
9.1. The COR is the authorized representative for the Contracting Officer and will perform assessments of the Contractor’s performance. Subsequent to contract award, the identity of the COR(s) will be furnished to the Contractor.
9.2. The COR will inform the Contracting Officer when discrepancies occur and request corrective action be taken by the Contractor. The COR will make a notation of the discrepancy with the date and time the discrepancy was noted. Discrepancies shall be addressed immediately or at an appropriate time frame NLT 30 days.
9.3. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer, and not to the COR.
9.4. The services to be performed by the Contractor during the period of this contract shall at all times and places be subject to review by the Contracting Officer or authorized representative(s).
10.0 CONTRACTOR MANPOWER REPORTING REQUIREMENT:
10.1. The Contractor shall report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Air Force via a secure data collection site. The Contractor is required to completely fill in all required data fields at the data collection site. 10.2. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, the Contractor shall report all data no later than October 31 of each calendar year. Contractors may direct questions to the SAM.gov help desk.
10.3. Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.
10.4. Applicability: The reporting requirement applies to all contracted services, provided the organization that is receiving or benefiting from the contracted services is a Department of Defense organization, including reimbursable appropriated funding sources from non-DoD executive agencies where the Defense Component requiring activity is executive agent for the function performed. The reporting requirement does not apply to situations where a Defense Component is merely a contracting agent for another executive agency.
11.0 CONTRACTOR RECORDS:
11.1. All records, files, documentation, working papers and software provided by the Government or generated in the performance of this contract become and remain Government property and shall be maintained in accordance with AFI 33-322, Air Force Records Management and will remain the property of Patrick Space Force Base.
12.0 MISSION-ESSENTIAL SERVICE:
All services to be performed under the contract have been determined to be non-mission-essential for performance during crisis.

13.0 SERVICES SUMMARY:
The Services Summary (SS) is a listing of critical performance objectives (services required) with associated performance thresholds (specific standards) that will be periodically verified by Government personnel. Each performance threshold represents the minimum acceptable level of Contractor performance for its corresponding performance objective. The performance objectives and thresholds represent only the critical components of this PWS and do not excuse the Contractor from performance of other responsibilities identified in this PWS.

Appendix B Definitions
AC.1. At-Risk Youth. Students at-risk are those who have characteristics that increase their chances of dropping out or falling behind in school. These characteristics may include: being from a single parent household, having an older sibling who dropped out of high school, changing schools two or more times other than the normal progression (ex. elementary to middle school), having Cs or lower grades, being from a low socio-economic status family or repeating an earlier grade.
AC.2. Class. Within the context of the DoD STARBASE Program, a class is a grouping of students. This group may not necessarily have been a homogenous entity prior to DoD STARBASE Program instruction; it may be a temporary grouping for the purposes of assembling for the 25-hour period of DoD STARBASE Program instruction. A class consists of a minimum of 20 students.
AC.3. Classroom Contact Hour. A period of 60 minutes, plus or minus five (5) minutes, in which a STARBASE Academy Instructor is actively involved with the students or in which a military member is demonstrating, displaying or teaching students about a military application of math, science, or technology.
AC.4. Disability. Physical, mental, or sensory impairments that render major life activities more difficult.
AC.5. Ethnic Groups. Subgroups within a larger cultural or social order that are distinguished from the majority and each other by their national, religious, linguistic, cultural and sometimes racial background. Note: Do not confuse with “Minority Groups”, which has the connotation of being the object of prejudice or discrimination.
AC.6. Historic Under-representation in Science, Math and Technology Fields (Disproportionate Representation). Over or under representation of a group in relation to the overall composition of the entity of which it is a part.

AC.10. STARBASE Academy. A STARBASE Academy is a DoD educational entity that seeks to improve the knowledge and skills of 5th grade students in Math, Science and Technology and follows the Academy model described in the DoD STARBASE Program Instruction.
AC.9. A d v a n c e d STARBASE 2.0/3.0. STARBASE 2.0/3.0 is an extension of the STARBASE Academy designed to create afterschool STEM clubs to junior high schools using mentors from DoD, industry, and universities. This program keeps students motivated and participating in STEM activities and competitions throughout junior high and high school (grades 6 - 12). Advanced STARBASE 2.0/3.0 will be implemented after the 1st full year STARBASE core is taught and/or after STARBASE evaluation.
