Introduction

(U) CENTCOM is as a Headquarters and theater working to implement an overarching Data Strategy to consolidate data sources and enterprise architecture that will ultimately support broad implementation of Artificial Intelligence, Machine Learning and other advanced data analytics tools. CENTCOM requires an Artificial Intelligence (AI) and Machine Learning (ML) Decision Support capability to provide the warfighter at all levels of engagement the information advantage in planning and decision making, using AI/ML for future action planning, cloud usage, and gamification of activities. This PWS describes the functions to be performed in supporting these ongoing requirements.

Background

(U) The National Defense Strategy (NDS) directs the department to “Bias toward the creation, experimentation, and evaluation of concepts and capabilities that incorporate emerging technologies, to include AI/ML enabled capabilities, to aid longer-term modernization and future force proficiency.” Future investment is critical in moving USCENTCOM towards this effort to the benefit of the Joint Force and forging a culture of persistent all-domain awareness without relying on excessive posture that drains NDS resources. USCENTCOM is shifting towards a data-centric environment that understands, leverages, and exploits data, and is prepared through rapid iteration to achieve success and transmit lessons learned for the broader department exploitation.

Scope

(U) The afternoon portion of the CENTCOM Senior Leader Digital Literacy Summit will be an interactive, facilitated 1/2-day (4 hour) workshop for approximately 30 CENTCOM Senior Leaders. Content of the workshop will be developed by subject matter experts in coordination with CENTCOM’s Chief Data Officer (CDO), with the overarching goal of showcasing how digital literacy topics can be leveraged within a government constrained and restrained environment. The workshop will be comprised of several components, including (i) a pre-session survey (ii) a collaborative session, (iii) guest speaking and small group break-out facilitation components including break-out sessions led by subject matter specialists and (iv) a post-session workshop summary for participants to leverage beyond the summit.

Tasks

(U) The following content areas will be developed in coordination with the CENTCOM’s CDO Digital Literacy Summit Content Development Team and will be explored via facilitated learning and small group breakout sessions: (i) “Every Problem Today and in the Future is a Data Problem”, (ii) Agile Development, Planning & Decision Making, (iii) Using AI/ML/RPA for Future Action Planning, (iv) Customer Experience and Applications to the Warfighter, (v) Cloud Usage, and (vi) Gamification of Activities. The workshop will arm the participants with a better understanding of how each digital literacy topic can be applied within their organization and respective strategy teams.

The Contractor shall Work closely with CENTCOM CDO to plan, prepare, and deliver the Workshop.

Provide participants the opportunity to assess, develop and better understand the vision, scope, initial objectives and intended outcomes of integrating digital literacy topics into CENTCOM’s overall strategy.

Facilitate a 4-hour workshop conducted on 22 June 2023 1200-1600, attended by approximately 30 CENTCOM Senior Leaders, based around customized Digital Literacy topics and pre-surveys, which are designed to provide senior leadership with a customized hands-on deep dive into how CENTCOM can leverage each of the forementioned content areas into the organization. Participants will have the opportunity to gain insights into how the organization can apply data literacy in a government constrained environment.

Contractor will summarize the information discussed during the workshop to create a post-Summit deliverable (“Deliverable”) for the workshop participants’ and Client’s internal use. The Deliverable will contain summaries of the discussions and activities held during the Deloitte-facilitated session including a Shared foundational awareness on key digital trends and a foundation of understanding how to transform operations to incorporate these trends into action within the organization.
