About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Financial Services, specifically for the Division of Criminal Investigations. The document outlines a procurement for training and duty ammunition to be purchased from Florida Bullet Incorporated, with specific ammunition types including Speer Bonded Duty (9mm and 223 Rem) and SinterFire Frangible Training Ammunition (9mm and 223). The contract is intended to be valid for 3 years from execution, with a posted date of 4/9/2025 and a last day for receipt of information of 4/30/2025 at 4:00 p.m. (ET). The total estimated dollar amount for the procurement is $300,000.00.

The justification for this single-source acquisition is based on extensive independent ballistics testing conducted over a three-year period, which demonstrated that Speer Bonded Duty ammunition provides optimal performance for law enforcement officers. The Department confirmed with Vista Outdoor and SinterFire that Florida Bullet Incorporated is the exclusive law enforcement distributor authorized to distribute their ammunition in Florida. The ammunition will be used by state law enforcement officers who are required to complete scenario-based firearms training and qualify biannually with their Department-issued weapons. The selected ammunition offers specific benefits such as high weight retention, deep penetration, optimal expansion without over-penetration, and reduced environmental hazards associated with lead projectiles.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

The Division intends to purchase Speer Bonded Duty and SinterFire ammunition for law enforcement officers' Department-issued firearms. Pursuant to sections 626.989(7), 943.13(11), and 943.135, Florida Statutes, and Rule 11B-27.00212(13)(a)1., (14), Florida Administrative Code, the Division’s officers are considered state law enforcement officers. They are required to complete scenario-based firearms training and qualify biannually with their Department-issued weapons. This ammunition is necessary for law enforcement officers to effectively fulfill their statutory responsibilities in safeguarding Florida’s citizens. The purchase includes both duty and training ammunition, with the Division specifically seeking duty rounds designed for Department -issued weapons, ensuring high weight retention and deep penetration upon firing.

Intended Single Source:

Florida Bullet Incorporated

Estimated Dollar Amount:

$300,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Independent ballistics testing was conducted over a three-year period to determine performance of ammunitions when fired through bare gelatin, heavy clothing, wallboard, plywood, steel and auto glass. Additionally, The Division participated in demonstrations alongside five other local law enforcement agencies in Tallahassee. The ballistics data indicated that Speer Bonded Duty ammunition demonstrated the highest effectiveness in supporting the Division’s officers in both training and field operations to fulfill their statutory responsibilities. When fired through heavy clothing, Speer Bonded Duty ammunition achieves optimal expansion without over-penetration, ensuring the protection of life, as officers perform their duties. Speer’s Bonded Duty, G-2, line ammunition is manufactured specifically for law enforcement agencies. SinterFire Frangible projectiles are designed to minimize the environmental hazards associated with the use of lead projectiles. Multiple firearms training ranges throughout the state have added requirements to limit the use of lead projectiles during training. The SinterFire projectile is designed to break apart into small pieces upon impact. Additionally, SinterFire projectiles have a reduced risk of ricochet and splash back which offers greater safety for officers in the training environment. The Department has concluded that Speer ammunition is the best available option for duty ammunition while SinterFire is the preferred option for training ammunition. Vista Outdoor owns the manufacturing company of Speer. The Department reached out to both Vista Outdoor and SinterFire, confirming that Florida Bullet Incorporated is the exclusive law enforcement distributor in Florida authorized by the manufacturers to distribute their ammunition within the state.
