PERFORMANCE WORK STATEMENT (PWS)

For

APC UPS Battery Rebuild

SIMULATION AND ANALYSIS FACILITY (SIMAF)

27 July 2022

Objective: AFLCMC/XA has a requirement for the continued service agreement for four (4) Symmetra PX UPS 10kVA 40 and/or PDU and eight (8) Symmetra PX UPS 80kVA 80 or 100 frame UPS and/or PDU.

The Contractor shall assist the government with support necessary for ensuring the continuing operational readiness of SIMAF server battery back-ups to include the following:

i. One (1) year Advantage Ultra Service Plan for four (4) Symmetra PX UPS 10kVA 40 and/or

PDU

ii. One (1) Year Advantage Ultra Service Plan for seven (8) Symmetra PX UPS 80kVA 80 or 100 frame UPS and/or PDU

1. Description of Task

1.1. AFLCMC/XA requires the 3 year Ultra Service Agreement (1 base year and 2 option years) which provides remedial repairs as well as one scheduled preventative maintenance service visit per year. Included in this Service agreement is the Annual Preventative Maintenance (PM) Visit.

This PM includes a comprehensive visual, environmental and electronic inspection for the UPS and/or PDU system to help ensure that components are performing to define technical and envi-ronmental specifications. This service includes all labor and travel expenses associated with Pm visit.

1.2. The Ultra Service Agreement also includes Remedial Services which will dispatch certified personnel to provide repairs in the event of a problem. Pars, labor, travel and priority access to spare parts are in‐ cluded.

1.3. Place of Performance:

2. General Management of the Task

2.1. Management Tasks encompass the general oversight of contractor activity in the inspection, ser-vice, and maintenance of equipment included within the service agreement.

3. Task: The Contractor shall, as required, perform the following:

3.1. ANNUAL PREVENTIVE MAINTENANCE SERVICE DELIVERABLES: Perform service and maintenance labor on battery back-up systems within the SIMAF.

3.1.1. Perform Visual Inspection: Schneider Electric service will inspect the UPS and/or PDU solution to ensure that all system components are clean** and functioning within designed specifications.

3.1.2. Perform Environmental Inspection: Schneider Electric service verify and document that the system’s environment is within specified operating conditions including but not limited to room temperature, airflow, dust contamination, etc.

3.1.3. Perform Mechanical/Electrical Inspection: Schneider Electric service will inspect all power and control wire termination points as well as all UPS and/or PDU system components.

3.1.4. Perform Functional Verification: Schneider Electric service will check UPS and/or PDU event and alarm logs. Schneider Electric will verify that input, output and bypass voltage and current values are within designed specifications.*Schneider Electric service will verify trans-fer to on battery operation and transfer to and from static bypass.* Schneider Electric service will check parallel operation performance.*

3.1.5. Implement Updates: Schneider Electric service will verify and implement all required Field Advisories and Field Modifications. Schneider Electric service will check all circuit board re-visions and update as required.

3.1.6. Deliver Documentation: Schneider Electric service will deliver a graphical site report docu-menting UPS and/or PDU status and on-site activities. Schneider Electric service will recom-mend any additional service activities as required resulting from the Preventive Maintenance activities listed above.

**system cleaning will be non-interventional only and will be specific to exterior dust and debris.

Schneider Electric will not open or remove any covers, expose live electrical parts or take the sys-tem off line for cleaning.

3.2. ON-SITE REMEDIAL SERVICE DELIVERABLES: Procure materials and equipment required to maintain the battery back-up systems within the SIMAF.

3.2.1. Check UPS and/or PDU Status: Schneider Electric service will document the status of the UPS and/or PDU upon arrival to the site (i.e. On-Line, On-Battery, Bypass or other etc.)

3.2.2. Check UPS Alarms: Schneider Electric service will view event logs and display for alarms / information on the UPS.

3.2.3. Diagnose: Schneider Electric service will troubleshoot reported issue as required.

3.2.4. Repair: Schneider Electric service will replace any defective parts and repair the system as required.

3.2.5. Test: Schneider Electric service will complete functional tests conducted after corrective ac-tion is taken.

3.2.6. Prepare and Deliver Report: Schneider Electric service will describe the defect/failure and explain the corrective action taken. A detailed report will be provided.

4. Safety Requirements. As applicable to tasks associated with the Core Support Function, the Contrac-tor shall provide:

4.1. Contractor Compliance. The Contractor shall comply with Occupational Safety and Health Act

(OSHA) (Public Law 91-596) and OSHA Standard 29 CFR 1910, 1926, for the protection of their employees. To ensure the protection of Air Force personnel, assets and interests, the Contractor is responsible for compliance with all federal, state and local laws, codes, ordinances, regulations, the Occupational, Safety and Health Act (Public Law 91-596) and the resulting Occupational

Safety and Health Administration (OSHA) Standards 29 CFR 1910 and 1926, all Air Force Occu-pational Safety and Health (AFOSH) Standards, and all applicable local guidance. The Contractor shall establish and maintain a safety and health program detailed in a written Contractor’s Safety and Health Plan.

4.2. Mishap Notification. The Contractor shall telephonically notify the Safety office within four (4) hours of all mishaps or incidents to DOD property entrusted by this contract, or DOD property damages or employee injuries as a result of the contract operation. For reporting such mishaps or incidents to the DOD, the Contractor shall follow the XZ Mishap Notification Procedures. Follow all other reporting requirements as identified on the DD1423, CDRL for Accident/Incident Report (Mishap Notification & Reporting). (A032)

4.3. Mishap Investigation. If requested by the Government Procuring Contracting Officer (PCO) or

Administrative Contracting Officer (ACO), the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenances and training records until released by the investigating safety office. If the government investigates the mishap, the Contractor and the subcontractors shall cooperate fully and assist the government personnel until the investigation is completed.

4.4. Environmental, Safety, and Occupational Health (ESOH). The Contractor is responsible for compliance with the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standard 29 CFR 1910 and 29 CFR 1926, as applicable and the pro-tection of their employees. It is the Contractor’s responsibility to make certain that all safety re-quirements are met. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees.

4.5. Contract Safety Manager. As part of the Contractor Safety Program, the Contractor shall assign in their plan, by name and phone number, a person who will be the primary point of contact for safety and health issues for the on-site operation. The Contractor will keep the contract safety manager information current by notifying the contracting officer of any change in personnel or contact information.

4.6. Normal Hours of Operation. Work will be scheduled between 6:00 AM and 6:00 PM, Monday through

Friday.

5. Deliverables: As required to maintain continuous operation of SIMAF battery back-ups.

6. Contract Surveillance: Government contract quality assurance shall be performed as may be neces-sary to determine supplies and services conform to contract and PWS requirements. The frequency of surveillance will include periodic and upon customer complaint. In the event the customer (AFLCMC/XZS) discovers unacceptable performance, a customer complaint form will be prepared identifying the discrepancy. Upon determination of contractual validity, the complaint will be forwarded to the contractor for corrective action. The Contracting Officer Representative (COR) will evaluate the proposed corrective action and forward to the Contracting Officer for final disposition. The dispositioned Corrective Action Report (CAR) will be provided to the contractor for their records.

7. Options: Provide the specified plans IAW the specifications of this document.

7.1. Base Year (2022):

7.1.1. One (1) year Advantage Ultra Service Plan for four (4) Symmetra PX UPS 10kVA 40 and/or

PDU

7.1.2. One (1) Year Advantage Ultra Service Plan for seven (8) Symmetra PX UPS 80kVA 80 or 100 frame UPS and/or PDU

7.2. Option Year 1 (2022):

7.2.1. One (1) year Advantage Ultra Service Plan for four (4) Symmetra PX UPS 10kVA 40 and/or

PDU

7.2.2. One (1) Year Advantage Ultra Service Plan for seven (8) Symmetra PX UPS 80kVA 80 or

7.3. Option Year 2 (2023):

7.3.1. One (1) year Advantage Ultra Service Plan for four (4) Symmetra PX UPS 10kVA 40 and/or

PDU
