About this file

This Justification Review Document details a sole-source procurement by the National Guard Bureau for a Gotenna Deployment Kit valued at $37,000. The requirement is for 1 goTenna Pro Deployment Kit 2 (PDK2), which provides encrypted UHF mesh communications and TAK-native situational awareness without reliance on cellular, Wi-Fi, or satellite communications. Market research was conducted, including a 9-day Sources Sought notice on SAM.gov and investigation of mandatory sources, which yielded no alternative vendors. The 181st Contingency Response Squadron determined GoTenna is the only source capable of meeting their specific technical requirements, citing the company's specialized mesh networking technology, federal past performance, and ability to provide a self-contained 20-device system with optimized storage and charging capabilities. The procurement will be a new firm-fixed-price contract funded through O&M, Army, with the contract to be awarded by 1st Lt Jacob Johnson on August 28, 2025.

3a. ESTIMATED PRICE $37,000.00

4a. Name of Requirement Gotenna Deployment Kit

b. Description of Requirement 1 ea - goTenna Pro Deployment Kit 2 (PDK2), which provides encrypted UHF mesh communications, TAK-native situational awareness (SA), and single-pack device provisioning—without reliance on cellular, Wi-Fi, or SATCOM back-haul. PDK2 allows for a portable charging/management case with 20-device load out.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements Market research was conducted to find sources that can meet 181CRS specifications for this requirement. Mandatory sources, FPI (Unicor) and AbilityOne, yielded no results. Additionally, a Sources Sought notice was posted to SAM.gov, for 9 days, from August 11, 2025 to August 20, 2025, in a 'GoTenna or equal' format. There were 4 responses, however only 1 vendor that submitted an alternative mesh radio with similar specifications;

however, after technical assessment of the "or equal" mesh radio, the mission partner determined that this vendor could not fulfill the technical requirement as it was not a self contained, 20-unit system that allowed for optimized storage and charging of all devices. Additionally, a sources sought was posted by McConnell AFB for the same product for 5 days, from August 6, 2025 to August 11, 2025 that result in the same outcome.

5a. HAS THIS BEEN PREVIOUSLY PROCURED?

Yes, details are below. No.✔

6a. AUTHORITY CITED 41 USC 1901 as implemented in FAR 13.106-1(b)(1) Soliciting from a single source.

b. Reason for Authority Cited ⋯

Describe how this action requires the use of the authority cited. If applicable, identify the proposed or potential contractor(s) and include a discussion of the proposed contractor's unique qualifications for fulfilling the contract requirements.

Mesh network radios enable each device-or node-to connect directly, dynamically, and non-hierarchically with any other node in range. This allows data to hop between devices using the most efficient available route, rather than relying on a fixed base station. These radios are designed to operate without Wi-Fi or cellular access, receiving their signal from satellites.

GoTenna is a U.S. small business specializing in resilient, infrastructure-free mesh networking for off-grid operations. GoTenna's UHF mesh radios and Edge Relay are purpose-built to maintain secure communications and real-time situational awareness when cellular, Wi-Fi, and even SATCOM are unavailable or denied. With active, relevant federal past performance (USAF STRATFI; DHS/CBP Phase III IDIQ) and turnkey training/ support. GoTenna has the core and technical capabilities, aligning to Mission Partner's statement of need, therefore, uniquely positioned to fulfill this requirement rapidly and at scale.

As no acceptable alternative item was discovered through market research efforts, it is determined that GoTenna is the only source that can provide the mesh radios as utilizing a 3rd party vendor to acquire product would not be in the best interest of the American tax payer.

Considering that this requirement involves highly specialized technical equipment, market research has demonstrated that only one source can meet the agency's needs. In accordance with FAR 13.106-1 (b)(1), contracting officers may solicit from one source if it is determined that the circumstances of the contract action deem only one source reasonably available. Due to the lack of similar items, as referenced above, it is in the Government's best interest to solicit from a single source - GoTenna Inc.

7. POSTING REQUIREMENTS
