About this file
This Statement of Work (SOW) outlines a requirement for two Gas Chromatographs with specific technical specifications for the Aerospace Fuels Laboratory at Cape Canaveral Space Force Station. The required instruments must be identically configured with dual inlets, autosamplers, hydrogen carrier gas, thermal conductivity and flame ionization detectors, and capable of simultaneous liquid sample injection. Additional requirements include a single computer system for controlling both instruments, a hydrogen generator producing at least 500 cc/min, standard 120V electrical configuration, installation and setup, and one day of onsite training.
Key delivery and contract terms include manufacturing only in qualifying countries per DFARS 225.872, delivery and installation at Cape Canaveral within 12 weeks of award, submission of invoices through Wide Area Work Flow (WAWF), and a one-year warranty on instruments. Vendors must demonstrate direct employment of qualified staff for installation, training, and troubleshooting. The solicitation is associated with Request for Quote FA860125Q0099, issued by the Air Force Materiel Command Lifecycle Management Center, with quotes due by 07 JUL 2025 at 10:00 am EDT and an anticipated award as a Firm Fixed Price commercial contract.

Statement of Work
For
Gas Chromatograph
15 MAY 2025
I. Background:
The Aerospace Fuels Laboratory (AFPET/PTPLH) has a requirement for two Gas Chromatographs, with autosampler and hydrogen generator. This is a requirement to support the launch mission of Cape Canaveral Space Force Station.
II. Scope:
Please see Minimum Technical Requirements.
III. Minimum Technical Requirements:
1. Two identically configured instruments meeting the following requirements.
a. Gas chromatograph instrument configured for dual inlets with autosamplers, supporting 2 capillary columns with dual simultaneous injection of liquid samples, configured for hydrogen carrier gas
b. Oven must be capable of ramping at 30 °C/min or higher up to 200 °C
c. Inlets must both be split/splitless with electronic pressure control
d. One detector must be thermal conductivity (TCD) optimized for capillary columns
e. One detector must be flame ionization (FID) optimized for capillary columns
f. Autosamplers for liquid samples with a minimum of 16 samples each
g. System must include hydrogen sensors and safety shutdowns appropriate for use with hydrogen carrier gas
h. Must include a carrier gas filter kit for use with hydrogen
2. Include a single computer capable of controlling both instruments simultaneously, including computer, monitor, keyboard, mouse, and all necessary software and licenses.
3. Be configured for standard 120V single phase, 60 Hz electricity
4. Include a hydrogen generator capable of generating at least 500 cc/min of carrier grade hydrogen gas
5. Include all installation and setup, including the hydrogen generator and attachment to both gas chromatograph systems as carrier and fuel for the flame ionization detector, and necessary tubing and fittings to connect them
6. Include 1 day of onsite training for method development and operation.
7. Contractor shall deliver all manuals and instructions for instrument operation as electronic copy
8. Due to the technical nature of the requested product, vendors must demonstrate they directly employ staff qualified to install, provide training, and troubleshoot the gas chromatograph systems.
9. Contractor shall include 1-Year Warranty on instruments
IV. Qualifying Country Products:
“All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS)
225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.”
V. Delivery, Installation and Training:
• Contractor shall deliver, install and complete training at Cape Canaveral SFS, FL within 12 weeks after receipt of award
• Delivery Address/Ship To DoDAAC (FP2078)
Aerospace Fuels Laboratory 15251 Scrub Jay Rd, Bld 54800 Cape Canaveral SFS, FL 32925
VI. Invoice and Payment:
“The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
1. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award”
VII. Delivery Procedures:
The contractor shall properly ship the system to the Aerospace Fuels Laboratory
Cape Canaveral SFS, FL. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.
“All vehicles larger than a large pick-up truck are required to be inspected prior to entering the installation.”
1. Vehicles to be inspected include, but are not limited to, the following:
i. Step van/panel truck
ii. Tractor/trailer, box, and flatbed containing cargo
iii. Tanker trucks
iv. Box Trucks
v. Tour buses
vi. Garbage/recycled waste trucks
vii. Concrete trucks/mixers, dump trucks
viii. Cranes, recreational vehicles, petroleum tanker
2. This inspection will be conducted at the truck gate. The following are exceptions to vehicles utilizing the CVDG:
i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
ii. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
