About this file
This document is a Statement of Work (SOW) for an ASTM D86/D1078 Automatic Distillation Instrument. The Aerospace Fuels Laboratory at Vandenberg Space Force Base has a requirement for this instrument to characterize the evaporative qualities of hydrocarbon fuels, solvents, and other organics. The instrument must be capable of reaching dry point for volatile organic liquids and meet several technical requirements, including being configured for 100-240V electricity, operating from 10-35°C, and having a sample volume range of 0-100mL. The instrument must be delivered to Vandenberg SFB within 12 weeks after contract award, and include a 1-year warranty. The SOW specifies that all products must be manufactured in a qualifying country per DFARS 225.872, and that the contractor will be paid upon submission of a proper invoice after final inspection and acceptance.

STATEMENT OF WORK
For ASTM D86/D1078 Distillation Unit With Dry Point Capability 20 February 2024
I. Background:
The Aerospace Fuels Laboratory at Vandenberg Space Force Base (AFPET/PTPLE) provides laboratory quality surveillance and investigative analytical support of flight critical products directly related to the warfighter and space launch operations on behalf of all Air Force and other DoD agencies, as well as commercial entities. AFPET/PTPLE has a vision to create a flexible, dynamic center of excellence that is responsive to customers and strategically positioned and focused to contingency and warfighter operations. We provide the warfighter and space launch activities specialized testing services and capabilities in petroleum, propellants, cryogenics, chemicals and gases for all aerospace vehicles, systems and equipment.
II. Scope:
AFPET/PTPLE has a requirement for one ASTM D86/D1078 Automatic Distillation Instrument to characterize the evaporative qualities of hydrocarbon fuels, solvents, and other organics. The unit must be capable of reaching dry point for volatile organic liquids. This will need to be a robust unit for routine specification and/or investigative testing.
III. Minimum Technical Requirements:
· Be one instrument (with any strictly necessary add-ons) capable of automatically running ASTM D86 “Distillation of Petroleum Products and Liquid Fuels at Atmospheric Pressure” and ASTM D1078 “Standard Test Method for Distillation Range of Volatile Organic Liquids.”
· Configured for standard 100-240V single phase, 50/60Hz electricity
· Operating temperature from at least 10 to 35 °C
· Sample volume range from at least 0 to 100 mL
· Quick sample flask connection and completely automated testing after sample introduction
· Real-time electronic monitor display of test progress
· Port for communication (USB or RS-232)
· Equipped with printer for results printout
· High Safety Standard with low volatiles emission, fire sensor and fire extinguishing systems
· Capable of analysis to dry point
· Dimensions of equal to or less than 50cm x 60cm x 80cm (WxDxH)
· Memory storage for sample ID and results
· Be delivered to location at Vandenberg SFB, CA within 12 weeks after receipt of award with all manuals and instructions for instrument operation as electronic copy
IV. Qualifying Country Products:
“All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.”
V. Delivery and Training:
· Product should be delivered to location at Vandenberg SFB, CA within 12 weeks after receipt of award with all manuals and instructions for instrument operation as electronic copy
· Installation of instrument should be included
VI. Warranty:
At least 1 year warranty for parts and services.
VII. Invoice and Payment:
“The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
1. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award”
VIII. Delivery Procedures:
“All vehicles larger than a large pick-up truck are required to be inspected prior to entering the installation.
1. Vehicles to be inspected include, but are not limited to, the following:
i. Step van/panel truck
ii. Tractor/trailer, box, and flatbed containing cargo
iii. Tanker trucks
iv. Box Trucks
v. Tour buses
vi. Garbage/recycled waste trucks
vii. Concrete trucks/mixers, dump trucks
viii. Cranes, recreational vehicles, petroleum tanker
2. This inspection will be conducted at the truck gate (Lompoc Gate). The following are exceptions to vehicles utilizing the CVDG:
i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
ii. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
