COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:
Chemical Toilet Services – FA487724QA001
i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
ii. Solicitation FA487724QA001 is issued as a Request for Quotation (RFQ).
iii. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 effective 30 December 2022. The DFARS provisions and clauses are those in effect to DPN 20230131 effective 31 January 2023.
The AFFARS provisions and clauses are those in effect to AFAC 2022-1220 effective 20 December 2022.
iv. This is under Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 562991 with a small business size standard of 9 million dollars.
v. Davis-Monthan Air Force Base intends to award a firm-fixed price contract for the following:
a. CLIN 0001 – Scheduled Monthly Services
b. CLIN 0002 – Relocation Services
c. CLIN 0003 – Emergency/Unscheduled Services
d. CLIN 0004 – 2-Stall Mobile Restroom Services
vi. Chemical Toilet Services for DMAFB.
vii. Delivery shall be FOB Destination. The contract will span from 1 December 2023 - 30 November 2028. There will be 5 yearly ordering periods.
viii. The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product or service.
ix. The proposal must respond to FAR Clauses 52.212-3, 52.204-24 and 52.222-52 and the Ordering Period Worksheet must be complete and returned with proposal. Total prices for will be estimated by using 2150 Scheduled Monthly Services, 130 Relocation Services, 230 Unscheduled Services, and 26 Mobile Restroom Services total for the year. These are just estimated and there may be more or less services depending on need. Offeror must provide licensing/certification to service Chemical Toilets in the state of Arizona. Additional detailed evaluation criteria may be found in the Evaluation Criteria section of the attached provisions and clauses.

xi. Important Dates/Times (All Times are Arizona Local Time)
a. All quotes shall be submitted by 30 July 2023, 12:00 pm.
xii. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date.
