About this file
This is a Brand Name Justification and Approval document for a sole source procurement of Motorola Radio Repeater Equipment under FAR 12.201-1 simplified procedures.
The 181st Intelligence Wing, Indiana Air National Guard seeks to procure Motorola radio repeater equipment and installation services to upgrade and integrate with existing LMR infrastructure. The requirement includes six channel conversion upgrades, three new GTR 8000 base radios with programming and configuration, three GTR 8000 reconfigurations with software upgrades, one six-channel combiner/multicoupler, two new antennas and transmission lines, one rack-mounted UPS, and one new 7.5-foot rack. The contractor must provide all equipment, labor, installation, integration, system testing, optimization, and configuration services in accordance with Motorola Solutions standards. Services also include "As-Installed" documentation, removal of existing equipment, and Essential Plus Services comprising service desk support via Motorola's CRM system, technical support, onsite technician support, annual preventative maintenance, and network hardware repair with advanced replacement of field replacement units. The justification documents that Motorola equipment is the only acceptable brand due to 100 percent compatibility requirements with existing Motorola LMR infrastructure already installed, with only Motorola technicians authorized to perform upgrades. A Sources Sought posting on SAM.gov identified five small business concerns capable of providing the products. Four quotations were received during FY2025 unfunded solicitation (27 August–22 September 2025). Five interested vendors include AEG Group (WOSB, GSA and USAF BPA holder), BHPE LLC (SDVOSB), Edge Technology Distributors (WOSB, GSA and TACCOM II contract holder), Ferbak Inc./Visions of Video (SB), and WildFlower International (WOSB). The document was prepared by MSGT Levi Schutter and reviewed by 1st LT Jacob Johnson (Contracting Officer) and SMSgt Trent Myers (SCX Plans Superintendent) on 30 July 2026.

4. Authority Cited: 41 United States Code 1901 as implemented in RFO Federal Acquisition Regulation 12.201-1 under the authority of the simplified procedures.
5. Reason for Authority Cited: Terre Haute has an existing LMR infrastructure and the requested equipment must be 100% compatible and ready to integrate with the current equipment. Only Motorola repeaters and infrastructure can connect with the Motorola LMR infrastructure to ensure 100% compatibility with operational management of the system. Only Motorola technicians or Motorola-approved service shops can perform the upgrades required to existing equipment to allow reuse and integration with an upgraded LMR network.
6. Efforts to Obtain Competition: A Sources Sought posting was issued on SAM.gov for seven (7) days to discover new potential vendors that could offer acceptable products.
This Sources Sought end 7 August 2024 at 1:00PM EST. Five (5) small business concerns were discovered that could provide requested products under this brand name requirement.
This requirement was solicited as an unfunded request in Fiscal Year 2025 from 27 August 2025 to 22 September 2025 receiving Four (4) quotations that were acceptable.
However, funding was never received to execute. It is our determination that within the

last 12 months since soliciting in 2025 that adequate competition still exists. The requirement has not changed.
7. Actions to Increase Competition: No actions at this time discovered.
8. Market Research: A Sources Sought was posted on SAM.gov encouraging vendors to self-identify if they could provide acceptable products. At this time, due to the specialization of the equipment and the need for new equipment to be compatible with existing equipment already installed, Motorola brand equipment is the only acceptable product.

10. Other Facts:
a. Procurement history.
(1) We were sent 4 GTR 8000 repeaters from NGB in 2013 to partially replace some of the repeaters that we already have. This UFR is to replace the rest and move them to a localized location so they will be behind a secure door and able to do PMI at one localized place.
b. Other facts:
(1) The requested brand is the only known brand that can fully satisfy the
Government's needs. Market research has shown there are compatibility issues between manufacturers and no other LMR system manufacturers can provide upgrades to existing equipment and installation of new equipment to provide 100% interoperability and functionality with all components and features.
(2) Currently, the most cost-effective solution to meet our requirements is to purchase Motorola equipment. Additionally, reuse of existing equipment can only be performed by Motorola technicians and will provide significant cost savings to the Government. The 181 CF/SCOT will continue to monitor the infrastructure and the market in the event other suitable products become available that meet requirements.
