About this file
This document is a Single Source Justification for a Simplified Acquisition related to the procurement of Cummins generator parts. The purpose is to repair and perform preventative maintenance on 38 Cummins generators at Prince Sultan Air Base, including three 300kW, thirty 60kW, and five 10kW generators. The justification states that only Cummins brand parts can be used to properly maintain and extend the lifespan of these generators, which are critical to mission operations. The contract has an estimated value of over $1 million. The contracting officer has determined that Cummins brand parts are the only reasonably available source to meet the requirement. The related federal contract opportunity is Solicitation FA491124Q0025V2 for the acquisition of Cummins generator parts, issued by the Department of the Air Force Air Combat Command.

Section B: Description of the Supplies/Services Required
The purpose of the supplies in this requirement is for repair and preventative maintenance of the following gensets located at Prince Sultan Air Base; three (3) C300 06- 300kw generators valued at $50,000 each; thirty(30) CC40O2R- 60kw valued at $27,000 each; and five (5) MEP-1050-1 SKW valued at $21,000 each.
Section C: Justification for Soliciting from a Single Source or Brand Name
These parts are needed for generator repairs for existing Cummins generators supporting mission ops currently staged at PSAB.
The Brand named parts are required for repair to ensure proper function of the generators and extend the lifespan of the generators. These generators are used very frequently and in a harsh contingency environment resulting in regular maintenance and repairs. The cost to replace all 38 units would be $1,065,000 compared to the cost of parts for repair at -- Utilizing non brand name parts carries the risk of failed repair efforts or shorter lifespan of the units due to varying quality of generic parts. Per subject matter experts, using generic parts on a brand named unit also carries the risk of replacement parts not fitting/working as intended by the brand and goes against proper operation of the units as stated in the manufacturer's operation manuals.
Section D: Efforts to Obtain Competition
It has been determined that a certified Cummins vendor is not required. Cummins brand repair parts are widely available commercial products and can easily be sourced by a vendor. Utilizing a brand name justification offers the maximum amount of competition available while meeting mission requirements. Other generic parts would not allow proper operation, shorting the lifespan of these expensive pieces of equipment; per SME and operation manuals, only brand specific parts will meet the requirement. Others may reduce life span of unit.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Replacement parts for generators require brand specific purchases and generator purchases are based on purpose, function, price, reliability and efficiency. Due to these factors, acquiring alternate brands will depend on future market products at the time of purchase, and if genset purchases will follow these guidelines it is not possible to layout present day plans to preclude future brand name awards at this time.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1 (b)(1 ), that the circumstances of this contract action deem only a single source is reasonably available.
