About this file
This is an Invitation for Bid (IFB) attachment issued by the State of Hawaii Department of Land and Natural Resources Division of Forestry and Wildlife (DOFAW) for Unmanned Aerial Systems (UAS) services. The solicitation seeks bids for UAS operations and post-processing data services for the DOFAW Oahu and Kauai branches. Services include unmanned aerial surveys for topographical features and infrastructure monitoring, plant species surveys with bioacoustics monitoring capabilities, precision-point pesticide and herbicide treatments for target species, mobilization and demobilization services, and post-processing of associated data including orthomosaic mapping and flight path documentation. Bidders may submit offers for UAS services alone, post-processing services alone, or both. The award method will be based on the lowest bidder for each individual job. Offers must be submitted through the HIePRO system, and failure to upload required documentation may result in disqualification or contract execution delays.
Technical requirements for UAS operations include day and night flight capability around steep, forested landscapes with forward-looking infrared optics, high-resolution cameras with multiple angle capacities for plant surveys, and Part 137 licensing for pesticide and herbicide application. Treatment aircraft must feature 360-degree radar-based obstacle avoidance with 50-foot sensor ranges, automated flight route programming with spray and no-spray zone capabilities, adjustable flow rates up to 3 gallons per minute, minimum 20-liter tank capacity, and operational capability extending up to 8 hours with spare batteries or portable generators. All UAS teams must consist of a minimum of a pilot and a spotter, with pilots capable of working around helicopters and hiking uneven terrain. Mobilization and demobilization hours cannot exceed five times the actual UAS flight hours. The successful bidder(s) will execute work through State of Hawaii Purchase Orders following contract award.
