About this file

This Statement of Work defines requirements for the procurement of three Keysight 53230A Universal Frequency Counter/Timer units for the 88th Logistics Readiness Squadron Precision Measurement Equipment Laboratory (PMEL) at Wright-Patterson Air Force Base, Ohio. The current legacy counters have reached end-of-life status with severe hardware degradation, specifically failing input impedances, which has resulted in measurement errors and faulty calibration of critical Test, Measurement, and Diagnostic Equipment. This procurement will restore full calibration capability for high-frequency equipment such as spectrum analyzers and signal generators.

Each unit must be brand-new manufacture from Keysight Technologies and configured with specific options including 15 GHz Continuous Wave capability, Type-N front panel input connection for Channel 3, LAN/USB/GPIB connectivity, Ultra High-stability Oven Controlled Crystal Oscillator timebase, and ANSI Z540-1-1994 calibration certification. Refurbished, used, or gray-market items are unacceptable. Delivery shall be made FOB Destination directly to the PMEL facility at 5060 Pearson Road, Building 884, Wright-Patterson AFB, Ohio 45433, with the contractor providing estimated delivery timelines upon contract award based on standard commercial lead times. The contractor shall include all shipping costs and insurance in the proposal and use standard, approved packaging methods. Inspection and acceptance will be conducted by 88 LRS based on visual inspection for shipping damage and verification that items match the specified manufacturer, model number, and required options. No training or installation services are required from the vendor. Standard commercial Original Equipment Manufacturer warranty applies effective upon Government acceptance. The SOW includes detailed commercial vehicle delivery procedures for Wright-Patterson AFB, including requirements for Commercial Vehicle Delivery Gate inspection at Gate 26A for vehicles larger than a large pick-up truck, with specific exemptions and resealing protocols for multi-stop deliveries.
