The Department of Homeland Security, Immigration and Customs Enforcement (ICE) Office of Acquisition Management intends to award a sole-source contract to The Highlands Ranch Law Enforcement Training Foundation (6001 Ron King TRL, Littleton, Colorado 80125-7603) for law enforcement firearms training, shooting qualifications, and defensive tactics training for the Homeland Security Investigations Rocky Mountain Region. The procurement is being conducted under the Revolutionary Federal Acquisition Regulation (RFO) Part 12 for Commercial Products and Commercial Services. The contracting officer determined that competition is lacking due to the unavailability of firing range services in the required area with specific defensive tactics capabilities. The contract will be structured as a Firm-Fixed-Price award with a 12-month base period and four 12-month option periods. The estimated contract value is $281,134.88. The anticipated solicitation release date is September 11, 2026, with an anticipated award date of September 17, 2026.
The facility must provide at least 10 firing lanes with a minimum 50-yard range capable of sustaining .223 caliber burst fire rifle, shotgun, and handgun usage with lead-based ammunition. Required capabilities include scheduling flexibility for at least five training sessions per quarter with the ability to accommodate cancellations and rescheduling due to weather or mission-related emergencies. The facility must include a firearms cleaning room, clearing area, barricades for qualification courses, and an indoor modular system training area for close quarters combat and force-on-force training with reconfigurable floor plans. Business hours are 8:00 AM to 5:00 PM Monday through Friday with after-hours access for scheduled night-time and inclement weather training. A site inspection and safety determination by HSI Firearms Instructor(s) must be completed before award eligibility. The NAICS code is 611699 with a small business size standard of $16.5 million, and the Product Service Code is U014. NOTICE OF INTENT TO SOLE SOURCE:
The Department of Homeland Security, Immigration and Customs (ICE) Office of Acquisition Management (OAQ) Irving, TX 75063, hereby gives notice of their intent to solicit from a single source under the authority of the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.102(a) Restricting competition to The Highlands Ranch Law Enforcement Training Foundation 6001 Ron King TRL, Littleton, Colorado 80125-7603. This procurement is being conducted under RFO Part 12, Acquisition of Commercial Products and Commercial Services.
The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. Competition is lacking due to lack of available firing range services in the required area, and for the specific defensive tactics required.
The Department of Homeland Security (DHS), Homeland Security Investigations (HSI) Rocky Mountain Region (RMR) has a requirement for law enforcement firearms training/shooting qualifications and defensive tactics training area in accordance with ICE Directive 19009.4. The anticipated contract will be a Firm-Fixed-Price award with a 12-month base period of performance and 4 (12-month) option periods.
The requirement includes:
a. Vendor must pass a site inspection before being eligible for award. Site Inspection will include a determination of safety by the HSI RMR Firearms Instructor(s) or designated official.
b. Business Hours: 8:00 AM to 5:00 PM local time, Monday through Friday with access after-hours for pre-determined and scheduled night-time and inclement weather firing conditions.
c. Training Session: Defined as a day totaling 8 consecutive hours per day/session. Training sessions, however, will vary in length depending on scheduled training.
d. Scheduling: Ability to schedule at least 5 training sessions per quarter, with flexibility to cancel and reschedule at the last minute due to weather or mission-related emergencies.
e. Facility shall provide notice if a scheduled session is cancelled. If such a cancellation occurs, HSI RMR shall be given priority to reschedule a new date within the given qualification quarter
f. Facility shall have a firearms cleaning room and a clearing area and/or clearing barrel
g. Facility shall have at least 10 firing lanes available per session.
h. Facility shall have firing lanes of a minimum 50-yard range capable of sustaining .223 caliber burst fire rifle, shotgun, and handgun usage with lead-based ammunition
i. Facility shall allow SA to move between firing positions, drawing from the holster, firing while moving and rapid firing during training.
j. Facility shall allow students to switch from pistol to long arms and vice versa.
k. Facility shall have barricades as required for portions of the qualification courses.
l. Facility shall have an indoor modular system training area that can be configured based on different floor plans and scenarios, allowing students to move between floors and rooms to conduct close quarters combat training using marking rounds. This training area will need to facilitate use of force-on-force training. This area will also need to accommodate scenarios of a variety of building layouts, and capable of being reconfigured to accommodate new training requirements
This procurement is being conducted in accordance with RFO Part 12. The North American Industry Classification System (NAICS) for this requirement is 611699, with a small business size standard of $16.5 million. The Product Service Code (PSC) is U014.
