About this file

This is a Request for Qualifications (RFQ) issued by the City of Ingleside Development Services Department in Texas for consulting services to update the city's Comprehensive Master Plan (CMP). The City seeks qualified professional engineer and land planning consulting firms to develop an updated CMP that will guide future growth, land use decisions, utility infrastructure evaluation, capital improvements, public services, grant opportunities, and hazard mitigation. The RFQ was released on July 16, 2026, with written questions due by July 31, 2026, at 5:00 PM (CT), answers provided by August 3, 2026, and Statements of Qualifications due by August 6, 2026, at 2:00 PM (CT) to be publicly opened and acknowledged. Award consideration by the Ingleside City Council is scheduled for August 25, 2026, at 6:30 PM (CT). The project scope encompasses comprehensive planning services including existing information review, data collection and analysis, land use and growth management, housing review, infrastructure and utilities system review (including water and sewer rate studies), zoning ordinance updates, neighborhood and community character assessment, transportation and walkability planning, hazard mitigation analysis, public involvement, visioning processes, and sustainability integration. The City expects multiple deliverables throughout the project in both digital and hard-copy formats, with the final adopted plan becoming the property of the City.

The RFQ does not specify a contract value or pricing terms, as compensation will be determined through negotiations following consultant selection. The evaluation committee will assess responses based on economy and quality of submission (15%), experience, knowledge, and reputation (20%), availability and commitment (15%), planned approach to scope of work (25%), and quality of relevant work experience (25%), with the selected consultant required to provide current professional liability insurance and complete conflict of interest documentation. Respondents must demonstrate knowledge of Ingleside's specific circumstances, provide at least three project references with contact information, submit System for Award Management (SAM) verification confirming no debarment, and complete Form 1295 (Certificate of Interested Parties) upon contract award. The RFQ emphasizes that the City reserves the right to reject any or all responses, negotiate with selected consultants, or award the contract to the next most qualified responder if negotiations cannot be completed with the top-ranked firm.

INTRODUCTION AND PURPOSE

The Ingleside Comprehensive Master Plan, (CMP) update is intended to guide future development, redevelopment, and community enhancement efforts in the city. This plan will serve as a framework for thoughtful community discussion on the real and perceived challenges facing Ingleside currently – as well as the upcoming opportunities that will shape its future. Through long-range planning efforts, the community can accommodate its projected growth in a manner that preserves its history, culture, and overall quality of life for current and future residents and businesses.

The City of Ingleside (“City”) invites qualified professional engineer and land planning consulting firms to submit a Statement of Qualifications (“SOQ”) for the development of an updated CMP that guides the City’s future growth and development. This updated CMP will serve as a strategic blueprint for future land use, utility infrastructure evaluation, capital improvement, public services, grant opportunity, and hazard mitigation. The City has recently updated and established a Drainage Master Plan, Transportation Master Plan and Parks Recreation and Open Space Master Plan. The plans should be referenced and discussed in the CMP however, they will not be part of the scope of services. These services are being solicited to assist the City of Ingleside with updating its existing CMP, adopted on January 16, 2016.

SCOPE OF SERVICES

Plan Overview

The selected consultant will facilitate a participatory process to develop the Comprehensive Master Plan update objectives that will result in an entirely new Comprehensive Master Plan.

The intent is for the selected firm to develop an action oriented Comprehensive Master Plan update document to guide land use decision making. The selected firm will work with staff, various board members, and the general public, and ultimately seek approval from the Ingleside City Council.

A major component of the plan will be a strategic plan that focuses on short-term (3-5 year) organizational goals, resource allocation, and specific service delivery. The internal operations, organizational efficiency, and tactical priorities of the operations in place. It highlights barriers and details actionable steps to address them.

The City expects several deliverables during the course of this project, as opposed to one deliverable being produced in the form of a single, final document at the end of the process. Deliverables will be both digital and hard-copy in format. The content of these deliverables will be determined during contract negotiation.

The adopted plan and deliverables will become the property of the City of Ingleside and will be presented in such a format (electronic) so that staff may make minor updates in the plan in its entirety including but not limited to content and maps as needed and as approved by the Ingleside City Council.

The responder shall demonstrate in their response their knowledge and understanding of the issues facing the City of Ingleside and how those issues are relevant to this process.

Of most importance, the final product will emphasize practical implementation rather than static or overly prescriptive planning.
