About this file

This document is a Justification for an Exception to Fair Opportunity (Brand Name) for the Surface Combat Systems Training Command (SCSTC) in Dahlgren, VA, issued by NAVSUP Fleet Logistics Center Norfolk. The procurement seeks specific IT equipment from multiple manufacturers, including 39 Belkin KVM switches, 2 Schneider Basic Rack Zero U units, 1 Schneider APC Symmetra power array, 65 NVIDIA GeForce RTX 3060 Ti Graphics Cards, multiple Dell workstations and servers, 10 Cisco 9200L networking devices, and 90 Delcom USB foot switches.

The procurement will be conducted using the NASA SEWP (Solutions for Enterprise-Wide Procurement) Government-Wide Acquisition Contract (GWAC), with a targeted delivery date of April 30, 2025. The justification cites the need for specific brand-name equipment to meet Authorization to Operate (ATO) standards, ensure network compatibility, and maintain hardware uniformity. The contracting officer has determined the anticipated cost to be fair and reasonable, and extensive market research was conducted to minimize barriers to competition while requiring specific branded equipment essential for the FMS Classrooms network setup and Information Assurance certification.
