The Dell hardware is the only equipment that meets the specified security and compatibility requirements, including being on the National Security Agency's Approved Products List. The contract will be awarded through a Government-wide Acquisition Contract (GWAC) and competed among the manufacturer's authorized distributors. Source Selection Information – See FAR 2.101 and 3.104

FAR 16.505(b)(2)(i). The applicable exception to the fair opportunity process for this justification for the award of an order exceeding the simplified acquisition threshold is:

This is a justification for the use of items particular to one manufacturer, under the authority of 10 U.S.C. 3406(c)(5), as implemented by FAR 16.505(a)).

Dell hardware is required because the hardware must meet very stringent Sensitive Compartmented Information Facility (SCIF)/ SAPF environment requirements. Additionally, OPNAV N9SP (SAP/SAR) and Naval Intelligence Agency (NIA) have requirements that also must be met and all of the listed materials have already been vetted. Finally, Information Security (INFOSEC) mandates/requirements have to be met which requires specific equipment to be listed on the National Security Agency (NSA) Approved Products List (APL) for highly classified environments and the required materials listed in this document are also on the NSA

APL.

Dell Ultra sharp monitors and Precision 3460 Workstation are the only hardware that have met the security requirements and are also compatible with current workstations and monitors to interface, crosstalk, and adhere to the existing configuration.

CUS also has the need supports Undersea Warfare.

Any other hardware will significantly increase manhours required for System

Administration to accomplish data transfer, to patch/update separately, and . Only Dell hardware and provide the compatibility that CUS requires to support the Det Orion Mission.

HP also meets SCIF/SAPF INFOSEC mandates/requirements along with being on the NSA APL. However, the required following features are specific to Dell products and will fulfill CUS specific security requirements and mitigate security issues:

1. Hardware does not require Universal Serial Bus (USB) Hard Drives/Sticks to upgrade BIOS components which is a practice dangerous to security in a SCIF/SAPF environment;

2. Flexibility in Data Integrity with Redundant Array of Individual Disks (RAID) and strong DOD/DON mandated disk level encryption for Data at Rest (DAR);

3. Keep Your Own Disk (KYOD) policy that allows faulty hard drive replacement without having to turn in the bad disk drive which must be destroyed onsite to meet security requirements (no questions asked); and,

4. An exact match to 100+ Display Port (DP) Graphics connections on its Servers, Workstations, Monitors that eliminates Electro-Magnetic Interference (EMI) and video transfer/crosstalk.

5. Determination of Fair and Reasonable Cost.

In accordance with FAR 16.505(b)(2)(ii)(B), the contracting officer has made the determination that the anticipated cost to the Government will be fair and reasonable.

6. Any other facts supporting the justification. This procurement uses a Government-wide Acquisition Contract (GWAC) and will be solicited and awarded in accordance with FAR Subpart 16.5.

As stated in paragraph four (4) the required supply is brand name specific and is only available from the manufacturers authorized distributors. The current requirements will be competed amongst the manufacturer’s authorized distributors. If another potential source emerges, the Government will assess whether competition for future requirements is feasible. All future requirements will be researched on a case-by-case basis.

8. CONTRACTING POINT OF CONTACT. The point of contact at NAVSUP Fleet Logistics Center Norfolk, is Justin Hall, Code 200, at justin.d.hall12.civ@us.navy.mil.
