About this file
This is a Justification for Urgency document for a simplified acquisition under the threshold of $15,000 to the Simplified Acquisition Threshold (SAT). Document number N62758-6022-D800 seeks to procure 2 units of an electric actuator for a damper valve, NUTORQUE Model MS12Q, required for the USS NEW ORLEANS. The procurement was initiated by LT Clay Arundel at SRF-JRMC Det Sasebo on February 4, 2026, and approved by Contracting Officer Wilfredo J. Gervacio on February 18, 2026. The urgency justification stems from fire damage sustained by the vessel on an unspecified date, which damaged ventilation components. During installation attempts on January 7, 2026, it was discovered that materials from the Navy supply system did not match the onboard systems, necessitating the NUTORQUE model replacement.
The electric actuator is essential to restore remote operation to the Halon Fire Protection (HFP) system serving the flammable liquid storeroom aboard USS NEW ORLEANS. Without restoration of this system, the vessel's operational capability is constrained due to inability to properly store flammable liquids in the designated storeroom. The procurement is classified as a limited or sole source action because the electric actuator must meet specific form, fit, and function requirements to replace failed components on LPD-18 and serve as an operator on installed titanium Bray Valves, as mandated by ship alteration SCD 81157. The justification indicates that only one source is reasonably available for this urgent procurement action, precluding the necessity to synopsize the requirement and conduct full and open competition.

PART I - Urgency (Precluding Synopsizing)
Threshold: $15,000 to SAT N62758-6022-D800
[document number] is urgent and advertising requirements are precluded for reasons indicated below.
1. Brief descriptive narrative of service or material required:
2. Required Delivery Date (RDD):
NOTE: If the service/material is not received by the Required Delivery Date (RDD), identify the specific damages that will result to the Navy in item #4.
3. Why is this procurement urgent? NOTE: Answer the following in the space below: WHAT happened? WHEN did it happen? WHEN did you notify Contracting; IS there long lead time material (if YES note the LEAD TIME below)?
4. Describe the resulting damages if the above required delivery date is not met. Explain why the service/material is needed and what will happen if it's not received by the RDD. (As necessary, describe the impact on overhaul/ availability schedules, impact to base support, personnel safety issues, potential environmental damages, etc.) The impact should be expressed as the daily cost (labor, material, etc.) to the government for each day of delay beyond the RDD.
5. Only our minimum current requirements can be purchased under conditions of urgency. What is the minimum quantity that must be obtained by the RDD? Why can't some of the total required quantity be procured under urgency while procuring the remaining items/services through the normal procurement process?

The service or material listed on
Electric actuator for damper valve, NUTORQUE Model MS12Q
Fire damage onboard USS NEW ORLEANS caused significant damage to ventilation components. During attempted installation on 1/7/26, it was noted that material from Supply system did not match onboard systems and therefor, NUTORQUE Model is required.
Material is required to restore remote operation to the Halon Fire Protection (HFP) system for the flammable liquid storeroom onboard USS New Orleans. Failure to restore the HFP system will limit operation due to inability to store flammable liquids in the designated storeroom.
