About this file

This is a Sole Source Justification (SSJ) document for a simplified acquisition by the Department of Homeland Security, U.S. Secret Service (USSS) Procurement Division on behalf of the Forensic Services Division (FSD). The SSJ supports awarding a sole source fixed-price contract to Gatan, Inc. for preventative maintenance of an EDAX Orbis XRF (X-ray Fluorescence Spectrometer) instrumentation system.

The contract includes one scheduled preventative maintenance visit per year plus unlimited visits if the instrument is not working, with a base period of 12 months and four 12-month option years. Gatan, Inc. (formerly EDAX Inc. until January 2025) is identified as the only authorized company capable of maintaining the system, which they originally installed in 2019. The price reasonableness will be determined through comparison with previous purchases, current price lists, and government estimates. The SSJ was approved by the Contracting Officer on February 3, 2025, and the contract (70US0925P70093114) was awarded on February 10, 2025.
