file types, such as documents or emails, as well as find data that has been password-protected or marked for deletion but is still intact. Therefore, because no other vendor’s product has demonstrated the capability to provide the essential carving services required by HSI C3, the Griffeye Lace Carver remains the only product capable to meet HSI C3’s essential requirement.

6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable.

Based on market research and C3 subject matter expert knowledge of the computer forensics industry, the forensic carving capabilities of the Lace Carver plug-in to Griffeye Analyze DI Pro is the only one of its kind. The HSI Victim Identification Lab at C3 has been approached by other vendors and has tested other products, none of which are capable of direct integration with Griffeye DI Pro. Currently, DHS Science and Technology and HSI’s Victim Identification Lab are developing new technology that will be integrated into the current platform that field offices use, Griffeye Analyze DI Pro.

OAQ intends to make this justification publicly available pursuant to FAR 6.305 on SAM.gov within 14 days after contract award.

7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer determines that the anticipated price(s) will be fair and reasonable based on historical pricing found on previous purchases. Pricing on previous order 70CMSD19P00000137 was per license for the base year plus three (3) option periods. Pricing received from Griffeye, Inc. for the current requirement is also per license for the base year plus two (2) option periods.

8. Description of market research.

C3 conducted market research in June 2023. At the current time, Griffey, Inc. is the only provider of this product with the capabilities required. Currently, Griffeye, Inc. does not have any resellers for their products. C3 conducted considerable searsches through GSA Advantage and online for similar types of technology. While some research and developing is occurring in this area, there are no finished products and none that can directly plug into the current system, Griffeye Analyze DI Pro. The integration is necessary because it maximizes investigator efficiency and minimizes exporting and ingesting material into different tools throughout the examination. The Lace Carver is the only solution determined to process vast amounts of multimedia data collected from multiple sources and detect image and video files in both allocated and unallocated (deleted space).

9. Any other facts supporting the justification.

10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition.

No other sources have provided, in writing, any interest in this acquisition.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for supplies or services required.

HSI C3 will continue to monitor and meet with other Government agencies to determine if new items/services or vendors are available that meet the technical requirements and mission.

12. DHS intends to post the requirement pursuant to FAR 13.501(a)(1)(iii) and 6.305(a).

13. Technical/Requirements Personnel Certification.

I certify this requirement meets the Government’s minimum need and that the supporting data, which forms a basis for this justification, is complete and accurate.
