1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) Office of Acquisition Management (OAQ), proposes to enter into a contract on behalf of Homeland Security Investigations (HSI) Cyber Crimes Center (C3) on a basis of other than full and open competition.
2. Nature and/or description of the item/service being procured and anticipated cost.
(a) Type of action: New, firm-fixed price (FFP), purchase order
(b) Amount the current J&A is justifying (must be $250,000 or less): $
(c) Brief Description: OAQ intends to procure, on a sole source basis, Griffeye Analyze
Examiner Training. The vendor listed below is the only company that can provide the required training.

Rationale:
This Griffeye Analyze Examiner training is a training course specifically designed for the Griffeye Analyze Digital Investigor (DI) Pro licenses currently being utilized by C3 as well as the HSI field offices. The training is only provided by Griffeye and is tailored to the DI Pro specifically. Griffeye does not have resellers for the DI Pro or its training courses. - 2 -while there is some research and development in this area, there are no other training courses that can directly provide training on the current system, Griffeye Analyze PI Pro.
The Griffeye Analyze DI Pro software is a critical analytical tool used by investigators in C3’s . A typical Analyze DI user normally uses only a fraction of the software’s full capacity. With Griffeye’s Analyze Examiner certification, users can learn how to utilize the full program features and functions more effectively, increasing both the effectiveness and quality of investigations, while decreasing unnecessary exposure and time spent on duplicative work. This will allow investigators to trace all of the data on a davice, decreasing the length of time and create a more efficient examination process.
