Immigration and Customs Enforcement
About this file
This document is a sole source justification for juvenile detention services procured by Immigration and Customs Enforcement. The County of Imperial Probation Office in El Centro, California is the only source that can provide the required services of custody and care of juvenile detainees until federal arraignment. As the U.S. Attorney's office does not accept prosecutions of juveniles for any federal charges, ICE must turn over juvenile arrests to the Imperial County District Attorney, who prosecute the cases under California law. The juveniles are then detained at the Imperial County Probation Department facility until the sentence imposed by the California Superior Court is served. As there is no other facility in Imperial County that can house juvenile detainees, and ICE detention facilities do not accept juveniles, the County of Imperial Probation Office is the only source able to provide the required detention services. The anticipated pricing will be determined fair based on rates paid under a previous four-year contract.

Superior Court Judge. There is no other facility in Imperial County that would be able to house juvenile arrests. The Imperial County Jail is used for housing any subjects over the age of eighteen (18). Therefore, HSI SAC San Diego/ASAC Calexico is prohibited from housing juveniles at that location. Also, the Immigration Detention Facility in Calexico, CA does not house juveniles, therefore ASAC Calexico would also be prohibited from housing juveniles there.
The Imperal County juvenile detention facility is classified as a medium security facility. It has a strengthened perimeter fence and electronic detection systems to ensure inmates remain within the facility. To help inmates prepare themselves to rejoin the wider community, Imperial County Jail offers a wide range of work and treatment programs.
