As the FCC-designated administrator of the Number Portability Repository and the singular FCC-approved company authorized to provide number portability information to law enforcement agencies, iconective uniquely possesses the capability to identify ported phone numbers and current service providers—critical functions for HSI investigations involving telecommunications. The justification notes that competing vendor Neustar confirmed it is not authorized to provide number portability data to law enforcement. A notice of intent to solicit from a single source was posted on SAM.gov on August 4, 2026, with a closing date of August 6, 2026, requesting capability statements from interested parties; no parties expressed interest. The Contracting Officer, Michelle E. Levine, approved the sole source justification on August 6, 2026.

1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), proposes to enter into a contract on behalf of the Homeland Security Investigations (HSI) Cyber and Operational Technology (COT) Division on a basis of other than full and open competition.
2. Nature and/or description of the item/service being procured and anticipated cost.

3. Contracting Officer’s Decision That Only One Source is Available.
The Contracting Officer has determined that the source listed below is the only source that can provide a turnkey solution that provides Application Programming Interface (API) capabilities to obtain information regarding ownership of telephone numbers by specific telephone service provider companies.

4. Sole Source Justification Rationale in accordance with RFO 12.102(a)
HSI agents routinely conduct investigations within the United States and abroad that involve multiple forms of communication involving but not limited to telephones. The use of telephones evolved in such a way that cell phones now dominate as the primary means of telephone communications versus traditional use of landline.
Per the Federal Communications Commission (FCC), Wireless local number portability (WLNP) has been available in the U.S. since November 2003 (in the top 100 Metropolitan Statistical Areas (MSAs)) and May 2004 (in the rest of the country). A consumer wishing to port a number should contact the prospective new carrier, who will start the process of porting by contacting the consumer's current carrier. Commission rules require carriers to port a number when they receive a valid request, and carriers may not refuse to port.
Wireless LNP is a wireless consumer's ability to change service providers within the same local area and still keep the same phone number.
Wireless LNP allows consumers to switch from one wireless carrier to another within the same general metropolitan area. It does not allow consumers to keep the same phone number when moving to a new town or city.
