About this file
This document is a Sole Source Justification for a contract with the San Diego Association of Governments (SANDAG) for access to the Automated Regional Justice Information System (ARJIS) database. The Immigration and Customs Enforcement (ICE) Office of Acquisition Management seeks to procure ARJIS database access for the Homeland Security Investigations (HSI) Special Agent in Charge San Diego office, with the contract covering a period from July 1, 2025 through June 30, 2029. The procurement is for a Firm-Fixed Price Purchase Order, with annual fees including a participating member agency fee and per-user fees, totaling multiple line items across four contract years.
The justification emphasizes that SANDAG is the sole source for ARJIS network access, with no alternative providers or authorized resellers. Market research conducted from May 1-31, 2025, confirmed this exclusivity, and a notice of intent to solicit from a single source was posted on SAM.gov from June 16-20, 2025, with no other parties expressing interest. The ARJIS system is described as a secure, single-source network providing access to multiple state and local databases critical for criminal intelligence and documentation, which is regularly used by criminal investigators and intelligence research specialists.
