About this file
This document is a Sole Source Justification (J&A) for a simplified acquisition by the Department of Homeland Security's Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Special Response Team (SRT). The procurement is for a comprehensive five-day Dynamic Target Assault training program for 20 participants in the National Capital Region, to be provided exclusively by Path Consulting, LLC of Virginia Beach, VA. The sole source justification is based on Path Consulting's unique qualifications, including exclusive availability for the required training dates, pre-qualification to conduct live-fire tactical training at a specific facility, extensive experience with live ammunition training, and prior experience working with this specific team.
The contract was awarded on July 14, 2025, for $35,000.00 through a sole source procurement process. Market research was conducted from June 1 to July 11, 2025, to verify pricing and vendor capabilities. A notice of intent to solicit from a single source was posted on SAM.gov from July 8 to July 11, 2025. The Contracting Officer determined the price fair and reasonable through comparison with similar training companies' quotes and prior year purchases, and confirmed that no other vendors could provide all the required training elements for the NCR SRT team.

Given the critical nature of this training and the need to align with the operational schedules of the participants, it is imperative that the training be conducted within the specified timeframe. No other vendors have demonstrated the ability to accommodate the flexibility of dates, making this contractor uniquely positioned to fulfill this requirement.
Although other vendors were contacted, they required pre-payment of the training and if operational needs were shifted, the SRT deposit would be forfeited. The nature of the mission and high operational tempo of HSI SRT agents is dynamic and needs to be accommodated by the vendor without risk of losing the funds provided for this training.
Although there are other vendors that provide similar services nationwide, Path Consulting is uniquely positioned to provide this service to the NCR SRT team. If a vendor outside of the AOR is selected, the cost for travel, housing, and per diem for the agents out of state would be cost prohibitive and adds indirect costs well over the allocated funding for this mandated training.
Pre-Qualification to Train at the Training Facility: Path Consulting is already a pre-qualified vendor to conduct live-fire tactical training at the designated Virginia Beach location. This pre-qualification includes meeting stringent security requirements, facility-specific safety protocols, and prior approval to access and utilize the facility's resources.
Other potential vendors do not possess the necessary clearances or approvals, thereby limiting their ability to deliver the training at this location.
Extensive Experience with Live Ammunition Training: Path Consulting has extensive experience in conducting CQC live fire training at this specific facility, which is a critical culmination of this training. Their expertise in managing live fire exercises at this facility ensures that participants receive safe, realistic, and high-fidelity training, which is essential for operational readiness. Other vendors primarily offer training with simulated or non-live rounds, which does not meet the Government's requirement for realistic and effective training scenarios. Contractors that have not completed live fire CQC at this facility lack the knowledge of building layouts, which could lead to unsafe training when using live fire ammunition and risk the lives of the SRT team.
Prior experience with this unit/team: Path Consulting has previously worked directly with this group, having contributed to the development of unit-specific SOPs. This continuity ensures faster integration, lower risk, and improved learning outcomes.
Given these unique qualifications and capabilities, Path Consulting is the only vendor capable of delivering the Dynamic CQC SOP development and evaluation program to the required standards and within the necessary timeframe. Therefore, a sole source award is justified to ensure the successful and timely execution of this critical training initiative.
No other known vendor meets all of these mission-critical requirements at once, making Path Consulting uniquely qualified for this training mission.

Short description of how price was determined fair and reasonable:
Market research was conducted from June 1, 2025, through July 11, 2025, by the program office and the contracting office. The Contracting Officer reviewed other previous tactical training contracts for price comparison and to determine if other vendors could provide the service at the same cost and time period required. No other vendors were found to be able to provide all the required elements of the NCR SRT team training need.
The anticipated price offered by the proposed vendor is fair and reasonable based on the comparison of similar training companies quoted prices and comparison to prior year purchases for this type of training.
