1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), proposes to enter into a contract on behalf of the Homeland Security Investigations (HSI), Cyber Crime Center (C3) on a basis of other than full and open competition.
2. Nature and/or description of the item/service being procured and anticipated cost.

Magnet Forensics is the sole developer/manufacturer of Magnet AXIOM. While there are authorized resellers in North America (Carahsoft, PCI Tec and Hexordia), none of those vendors can support this customized training specifically for the
( within the program. Magnet Forensics has sole proprietary rights to conduct this training that cannot be performed by any resellers. Any other vendor consideration would disrupt the forensic integrity of the specialized training and jeopardize the prosecution in any forthcoming investigations.
As part of the forensics training, it is required for certification purposes that the Magnet Forensics Axiom training be provided by the vendor to meet the requirement. This will give the participants the same certification that existing hold to enable new interns to assist the HSI with forensics analysis during investigations. This is one of the primary forensic certifications used by HSI and without the expert training and proper certification, issues could arise later in court that could result in the dismissal of criminal prosecutions if training of new participants assisting in the investigation is called into question.
4. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106- 3(a)(2). (Check one and provide short description of action taken.)
