SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

- 2 -internet cables pass. Also, Hawaiian Telcom has filled the conduit with their cables and there is no room for other cables. SAC Honolulu had Spectrum conduct a site survey for an installation quote in FY20 and their technicians stated there was no room in the conduit for their cables.
A notice of intent to solicit from a single vendor was posted on SAM.gov on February 26, 2025, with a closing date of March 5, 2025. One (1) vendor, , also a large business, expressed interest in this requirement, addressed that they had completed a site survey in FY20 and determined that they could not fulfill the requirement due to existing infrastructure, and requested to perform an updated site survey. The site survey was completed on March 13, 2025. stated that although they do not currently have fiber at this location, they could build to the location, although it would take time. The program informed that this requirement is needed by April 1, 2025, to continue the DIA without a lapse in service. Also, SAC Honolulu has had estimates submitted twice prior to bring in fiber and the costs were astronomical for the simple requirement.
If not using the existing conduit, other internet providers would need to trench from the street to the main distribution frame (MDF) to establish service at the required location. Hawaiian Telcom is the only feasible source with the building’s existing infrastructure. The costs to re-procure and purchase the internet services and equipment from any other vendor surpass the cost of maintaining the current internet services from Hawaiian Telcom. In addition, chain shortage issues will delay any type of infrastructure work that needs to be done to an unpredictable date. This internet service will be on a stand-alone computer and not connected to the network.
4. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106- 3(a)(2). (Check one and provide short description of action taken.)
