About this file
This is a Sole Source Justification (SSJ) document for a U.S. Customs and Border Protection (CBP) task order under the General Services Administration Multiple-Award Schedule (GSA MAS) Program.
CBP, through its Mission Support Contracting Division-East, proposes to award a firm-fixed-price task order to CellCo Partnership dba Verizon Wireless (1 Verizon Way, Basking Ridge, NJ 07920-1025) under GSA MAS Schedule Contract #47QTCA20D00B5. The total estimated value is $563,359.74, consisting of a base year of $281,679.87 and one option year of $281,679.87, with performance running from June 25, 2026, to June 24, 2028. The requirement is for wireless communication services supporting 632 devices across multiple platforms: 401 iPhones, 84 Samsung/Android smartphones, 49 iPads, 16 non-Apple tablets, 63 MiFi devices, and 19 flip phones. Required services include unlimited voice, data, text, and tethering; domestic and international coverage (U.S., U.S. Territories, Canada, Mexico, and global); priority/preemption for first responder and law enforcement use; real-time plan management and device upgrades; technical support and Mobile Device Management (MDM) compliance; and secure network access with interoperability for Federal, State, and Local agencies.
The justification for sole source award is based on GSAR 538.7104-3(b)(1)(ii)—that only one source is capable of providing the required products and services at the requisite quality level due to unique or highly specialized capabilities. CBP asserts that Verizon Wireless is the only GSA MAS contractor capable of providing nationwide and international coverage with priority/preemption and real-time management features essential for CBP's mission-critical and emergency response operations. Additional supporting rationale includes continuity of operations (Verizon currently provides these services), compliance with all DHS and CBP security requirements, and cost efficiency compared to competing solutions such as WidePoint, which would impose additional per-device fees and higher management costs. The justification was signed by the Contracting Officer on June 23, 2026, and CBP intends to make the justification publicly available.

The software is proprietary to the manufacturer. Contractor XYZ, Inc. is the only source that provides maintenance and upgrade services required to support ABC software.]
4. Authority and supporting rationale. [Select one of the circumstances set out at GSAR 538.7104- 3(b)(1) or 538.7104-4(b), reproduced below, and provide sufficient detail and supporting rationale, as applicable, to demonstrate the proposed contractor’s unique qualifications to provide the required supply or service. Delete the circumstances/rationale below that are not applicable.]
GSAR 538.7104-3(b)(1)(ii): Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.
Supporting Rationale:
• Unique Capabilities: Verizon Wireless is the only GSA MAS contractor capable of providing the required nationwide and international coverage, priority/preemption, and real-time management features for CBP's operational areas.
• Continuity of Operations: Verizon Wireless currently provides these services to CBP.
Transitioning to another vendor would result in significant operational disruptions, reconfiguration costs, retraining, and delays in supporting law enforcement and trade enforcement missions.
• Compliance and Security: Verizon Wireless meets all DHS and CBP security and MDM requirements, including device enrollment and secure network access.
• Cost Efficiency: Competing solutions (e.g., WidePoint) introduce additional fees ($3.14/device/month, $15/device shipping), higher device costs, and significant government labor hours for management. Verizon offers lower pricing, direct management, and device upgrades at little or no cost.
5. CBP intends to make this justification publicly available in accordance with GSAR 538.7104-3(b)(3).
6. Technical/Requirements Personnel Certification:
I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Sole Source Justification, are accurate and complete.
