About this file
This is a Sole Source Justification (SSJ) document for a task order award by the Department of Homeland Security, U.S. Secret Service (USSS), Office of Procurement for Starlink Satellite Data Subscription Services. The proposed vendor is Granite Telecommunications LLC, located at 100 Newport Avenue EXT, Quincy, MA 02171. The procurement is being conducted pursuant to FAR 8.4 and GSAM/R 538.7104-3(a) under FAR Class Deviation 25-20 for orders or BPAs exceeding the micro-purchase threshold and below the simplified acquisition threshold.
The agency seeks to procure managed Starlink services providing commercial-grade high-speed, low-latency broadband internet with 99.9% network availability and typical download speeds of 45-280+ Mbps. The services include priority and mobile priority data blocks in scalable monthly and yearly configurations supporting both fixed and in-motion/maritime operations. The requirement covers seven Tactical-IP BLEND kits currently in possession of Secret Service Police, with the scope including three separate line items: Managed Starlink Services (500GB) with Additional Data Plan (500GB) for 3 units at 12 monthly payments; Managed Starlink Services (500GB) for 2 units at 12 monthly payments; Managed Starlink Services (50GB) for 2 units at 12 monthly payments; and one Activation NRC (nonrecurring charge). Granite is justified as the sole source because SpaceX has restricted federal Starlink sales to a limited number of authorized providers, Granite is the only authorized provider integrated with PEAKE's Tactical-IP BLEND platform and existing portal systems, and any alternative vendor would require costly system reconfiguration, void existing warranties and support agreements, and disrupt 24/7/365 Network Operations Center support services. The Contracting Officer approved the justification on June 23, 2026.

Sole Source Justification
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Secret Service (USSS), Office of Procurement (PRO), proposes to award an sole source task order for Starlink Satellite Data Subscription Services, on behalf of , pursuant to FAR 8.4, GSAM/R 538.7104-3(a) (FAR Class Deviation 25-20), Sole Source Justifications.
2. Nature and/or description of the action being approved.
The intention is to purchase Starlink Data subscription services that provides commercial grade high-speed low-latency broadband internet powered by a global satellite constellation through Granite Government Solutions. The agency previously procured several dozen Tactical-IP BLEND Kits from PEAKE (Incident Communication Solutions) for its Mobile Communications Units, with Starlink service historically provided directly by PEAKE. , proprietary owner of Starlink, has since tightened its federal sales channel for Starlink, authorizing only a very limited number of companies to provide the service to government agencies. Granite Telecommunications is among the small, authorized group, and Granite is the only such provider PEAKE has authorized and integrated to deliver Starlink service in conjunction with our existing kits, Tactical-IP BLEND services, Customer Portal, and ProSupport services.
Proposed Source:
Granite Telecommunications LLC 100 Newport Avenue EXT Quincy, MA 02171
3. Description of Supplies/Services.
Priority and mobile priority data is split into scalable monthly and yearly data blocks that provide higher network precedence over standard residential plans during times of congestion. The connectivity supports both fixed operations and in motion/maritime use with guarantees of 99.9% network availability and access with typical download speeds of 45-280+Mbps.
Secret Service Police are currently in possession 7 Tactical-IP BLEND kits of varying levels and the estimated cost to support those units is $
Managed Starlink Services (500GB) w/ Additional Data Plan (500GB), (monthly fee for 3 units).
12 $
SSJ No: Page 2 of 3
0001 Managed Starlink Services (500GB) monthly fee for 2 units. 12 $ $
0001 Managed Starlink Services (50GB) monthly fee for 2 units. 12 $ $
0001 Activation NRC (onetime fee). 1 $
4. Determination that the circumstances of the acquisition deems only one source reasonably capable of providing the products, services, or solutions (e.g., urgency, exclusive licensing agreements, items particular to one manufacturer) pursuant to FAR 8.4, GSAM/R 538.7104- 3(a) (FAR Class Deviation).
Granite is the only Starlink provider through which PEAKE can continue to support the agency’s existing Tactical-IP BLEND systems without modification or service disruption. The following factors necessitate sole source provisioning of Starlink services through Granite:
1. Authorized Federal Starlink Provider. has restricted its federal Starlink sales channel to a very limited number of authorized companies. Granite is on this approved list and is the only authorized provider PEAKE has integrated with its platform, making Granite the sole channel through which PEAKE can lawfully and operationally provision Starlink service for the agency’s existing kits.
2. Established Integration w/ Peake’s Platform The agency’s deployed Tactical-IP BLEND Kits integrate with Granite through pre-negotiated APIs, provisioning workflows, and portal access. Only Granite-provided Starlink service interoperates with PEAKE’s existing platform without reconfiguration, ensuring uniform operation and network performance across the deployed fleet.
3. Continuity of Tactical-IP Blend Services PEAKE’s Tactical-IP BLEND service — including intelligent bonding, failover, and advanced networking — depends on the Starlink connection being delivered through the Granite relationship PEAKE has established. Sourcing Starlink from any other provider would break this BLEND configuration and require the systems to be re-engineered.
4. Peake Portal Access and Visibility Real-time monitoring, usage reporting, and device management are delivered to the agency through the PEAKE portal, which is integrated with Granite’s provisioning and billing systems via established API connections. A different Starlink provider would not connect to the PEAKE portal, eliminating the agency’s current visibility and management capabilities.
5. 24/7/365 Network Operations Center Support and ProSupport Services. PEAKE provides dedicated 24/7/365 Network Operations Center support and ProSupport services for the Tactical-IP BLEND Kits, with the ability to monitor, troubleshoot, and resolve issues in real time relying on the integrated Granite service layer. Changing Starlink providers would impair PEAKE’s end-to-end support model and introduce gaps in mission-critical coverage.
SSJ No: Page 3 of 3
6. Warranty and Support Continuity. The warranties and support agreements covering the existing Tactical-IP BLEND Kits are predicated on the systems remaining in their original integrated configuration with Granite-provided Starlink service. Introducing a different Starlink provider would constitute a third-party modification that voids PEAKE’s warranty and support coverage.
7. Avoidance of Reconfiguration Costs and Service Disruptions Selecting a different Starlink provider at renewal would require costly re-engineering of the existing Tactical-IP BLEND Kits, reestablishment of API and portal integrations, and operational downtime — all while voiding existing warranty and support agreements.
To maintain operational continuity and preserve the agency’s existing investment, provisioning Starlink services through Granite is the only viable means by which PEAKE can continue delivering its Tactical-IP BLEND services, 24/7/365 support, PEAKE portal access, ProSupport, and warranty coverage. Because SpaceX limits federal Starlink provisioning to a small set of authorized companies, and Granite is the only authorized provider PEAKE has integrated, no other vendor can supply this service without severing these integrations and voiding existing support and warranty agreements.
5. Contracting Officer Approval.
I hereby determine that the circumstance(s) described herein exist and that the information is accurate and complete to the best of my knowledge.
