Sole Source Justification Summary
This is a Sole Source Justification (SSJ) document for a federal procurement by the U.S. Department of Homeland Security, U.S. Secret Service, Office of Procurement, on behalf of the Presidential Protective Division. The acquisition is for the lease and maintenance of a SAFE 28 boat, a 28-foot rigid hull inflatable boat (RHIB) manufactured exclusively by SAFE Boats International LLC, located at 8800 SW Barney White Rd, Bremerton, Washington 98312. The procurement exceeds the micro-purchase threshold but remains below the simplified acquisition threshold, and is being conducted pursuant to FAR 12.102(a) under FAR Class Deviation 25-21.
The SAFE 28 is specified as a high-performance, multi-mission vessel designed for speed, stability, and durability in demanding maritime environments, featuring a deep-V hull, heavy-duty inflatable collars, shock-mitigating seating, navigation electronics, communications systems, and law enforcement/rescue equipment. The justification for sole source procurement emphasizes that recent operational requirements have shifted toward increased ocean movements, necessitating a vessel with enhanced stability, speed, and safety features suitable for rough water conditions. The document asserts that SAFE Boats International LLC is the sole manufacturer of the SAFE 28, with no alternative products offering the same combination of mission-specific features, reliability, and craftsmanship required for federal ocean operations. The document is verified and validated by Jasmine Y Mitchell (Program Office) and approved by contracting officer JC Gaston, with digital signatures dated 2026.

Sole Source Justification (SSJ) For acquisition exceeding the micro-purchase threshold and below simplified acquisition threshold
11.07.2025 v.2.0
Sole Source Justification
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Secret Service (USSS), Office of Procurement (PRO), proposes to award a purchase order on behalf of Presidential Protective Division (PPD), pursuant to FAR 12.102(a) (FAR Class Deviation 25-21).
2. Nature and/or description of the action being approved.
The purpose of this procurement is for the lease and maintenance of a SAFE 28 boat on a sole source basis to:
SAFE Boats International LLC 8800 SW Barney White Rd Bremerton, Washington 98312
3. Description of Supplies/Services.
The SAFE 28 is a 28-foot rigid hull inflatable boat (RHIB) designed for speed, stability, and durability in demanding maritime environments. It features a deep-V hull for enhanced performance and handling, heavy-duty inflatable collars for buoyancy and protection, and shock-mitigating seating for crew safety.
The SAFE 28 is equipped with navigation electronics, communications systems, and law enforcement/rescue equipment. Its open deck layout supports rapid deployment and versatile mission profiles, including patrol, interdiction, boarding, and emergency response.
4. Determination that the acquisition circumstances deem only one source is available and the basis for the decision pursuant to FAR 12.102(a) (FAR Class Deviation 25-21).
The SAFE 28 boat, exclusively designed and manufactured by SAFE Boats International, LLC, is a high-performance, multi-mission vessel uniquely suited for the operational requirements of U.S. federal agencies, including the Department of Homeland Security, the U.S. Coast Guard, and law enforcement entities. The SAFE 28 is specifically engineered for deployment in coastal, harbor, and inland waterways, with proven capabilities in routine patrol, interdiction, and search and rescue missions.
Recent operational requirements have shifted toward increased ocean movements, as indicated by protectees, necessitating a vessel with enhanced stability, speed, and safety features suitable for rough water conditions. The SAFE 28’s advanced hull design, superior maneuverability, and robust construction provide unmatched performance and reliability in challenging marine environments. Its rapid response capability and operational flexibility are critical for mission success, especially when compared to the upgraded personal vessels used by protectees, which require agency assets to match or exceed their capabilities for effective protection and support.
