About this file
This is a Sole Source Justification document for a simplified acquisition by U.S. Immigration and Customs Enforcement (ICE). The document justifies a sole source procurement of DNA analysis testing services from DNA Labs International for up to five firearms involved in an active federal criminal investigation involving a Washington, D.C.-based Drug Trafficking Organization. The procurement is valued at $250,000 or less and is being acquired on an urgent and compelling basis due to the need for expedited DNA testing to support ongoing judicial proceedings.
The justification highlights that DHS/ICE/HSI lack organic DNA testing capabilities and historically relied on the FBI laboratory, but current circumstances require a private DNA lab. DNA Labs International was determined to be the most cost-effective and reliable option, with the ability to provide timely testing that can be used in federal court proceedings. The contract is being awarded on a sole source basis due to urgent investigative needs, with price reasonableness determined through comparison of previous pricing and requested invoices from the vendor.
