About this file
This document contains a sole source justification and details of a related federal contract opportunity. The sole source justification is for continued access to the Oakland County Court and Law Enforcement Management Information System (CLEMIS) for Immigration and Customs Enforcement officers located in Michigan and Ohio. It cites that CLEMIS is the only system that provides the needed law enforcement information to investigate cases, and lack of access would jeopardize active cases. The contract opportunity is for CLEMIS access for the DHS/ICE/ERO Detroit Field Office via remote VPN access using existing circuits and equipment. The contract was awarded on January 30, 2024 to an unknown vendor for an unknown amount, under solicitation number 24-0019.

Rationale: ICE/ERO/Detroit Field Office has a recurring need for access for all Deportation Officers, to the CLEMIS Database administered by Oakland County, MI. The physical address of the Detroit Field Office is 333 Mt. Elliott, Detroit, Michigan, 48207. The CLEMIS Database provides needed law enforcement information vital to officers to investigate cases as needed and is the only system that provides such information.
There are no other databases either locally, county-wide, or state-wide that provide this needed information. A lack of access to this information would cause active cases to be put into jeopardy of coming to a successful conclusion.
