About this file

This document is a Limited-Sources Justification (LSJ) for a Firm-Fixed Price Task Order to procure automated travel services for the Department of Homeland Security's U.S. Immigration and Customs Enforcement (ICE) Office of Financial Management (OFM) and Office of the Chief Information Officer (OCIO).

The LSJ justifies a sole-source award to Concur Technologies Inc. to provide end-to-end travel management services, including reservation fulfillment, reporting, and system support and maintenance, at a total cost of $4,385,694.41 over a base period and two option years. Concur is the only vendor capable of supporting the existing travel system it previously developed and implemented for ICE, eliminating the need for a costly transition to a new solution. The services are required to facilitate the mission of OFM and OCIO for ICE-wide travel.

This LSJ is related to a Special Notice for the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management's intent to award a sole-source Firm-Fixed Price Task Order to Concur Technologies, Inc. for ETS2 e-Government Travel Services.

4. Authority and supporting rationale and a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

Authority:

8.405-6(a)(1)(i)(A) An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays.

8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

8.405-6(a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

Rationale:

ICE/OAQ intends to procure E-Gov Travel Services through the Multiple Award Schedule Program under the authority of 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C.

501, Services for Executive Agencies pursuant to the authority selected above.

Concur Technologies Inc. has developed, built on, automated, and enhanced their system to interface with ICE OFM's financial system in a unique way that ensures timely reimbursements of travel expenses. The transition from the legacy travel system to Concur took 18 months to plan, configure, migrate data to, test, and deploy. This work was completed under previous task orders in order to meet ICE’s needs. Concur is the only vendor that can support the solution previously procured, developed, and implemented.

Issuing a new Task Order and seeking a new awardee would result in a developmental stage, duplication of cost, effort and time, with no benefit to the Government.

ICE awarded it’s first ETS2 Task Order when CONCUR Technologies Inc. was the only GSA contract holder. Since then, GSA has added a second contract holder, CWTSatoTravel.

However, ICE has determined that use of another IT solution would require a massive, expensive multi-system development, integration and implementation effort of the scale and impact recently completed.

CONCUR Technologies Inc. is uniquely qualified to continue providing these services to OFM and OCIO on an uninterrupted basis and eliminating the need for transition period to the new Task Order.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
