About this file

This Limited-Sources Brand Name Justification document details U.S. Immigration and Customs Enforcement's (ICE) procurement of twenty (20) Roshel Senator STANG 4569 Level 2/B7 Emergency Response Tactical Vehicle (ERTV) armored security vehicles. The total estimated contract value is $7,234,926.20, with a 30-day delivery period, and will be awarded through the General Services Administration (GSA) Multiple Award Schedule Program.

Market research conducted in November 2025 revealed Roshel LLC as the only vendor capable of meeting ICE's full vehicle requirements, with five vendors evaluated. Other potential suppliers either lacked sufficient inventory, could not meet delivery timelines, or were unable to fulfill the entire quantity. ICE justifies the single-source procurement by emphasizing operational readiness, mission-critical needs, and the importance of fleet configuration uniformity. The agency plans to conduct additional market research for future acquisitions to potentially broaden competition and reduce reliance on a single vendor.

4. Authority and supporting rationale.

Authority:

ICE/OAQ intends to procure twenty (20) armored security vehicles through the Multiple Award Schedule Program under the authority of 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Only one source is capable of providing the twenty (20) armored vehicles that meet the required salient characteristics.

LIMITED-SOURCES BRAND NAME JUSTIFICATION

ORDERS OR BPAS EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

Rationale:

Pursuant to FAR 8.405-6(b)(1), this limited source justification is required because Rochel is the only vendor under the General Services Administration (GSA) Multiple Award Schedule (MAS) Category 336992 Non-Tactical Armored Vehicles and Vehicle Armoring Services that possesses sufficient inventory to meet the required delivery schedule and the salient characteristics identified by ICE.

Roshel is uniquely positioned to fulfill this requirement within the necessary timeframe, having confirmed immediate availability of vehicles that fully meet ICE’s specifications.

While other sources were consulted, they had limited quantities available or none could fulfill the entire requirement within the required period of performance, nor meet all technical requirements.

Given the critical need to support the agents in the field, proceeding with Roshel as the sole source vendor is both justified and in the best interest of the Government, ensuring continuity of operations, mission readiness, and timely deployment of needed assets.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).

The Contracting Officer has determined that issuing the proposed Delivery Order (DO) for twenty (20) Roshel Emergency Response vehicles represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates under this schedule in accordance with FAR 8.404 (d). Discounts from the GSA schedule prices will be requested.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

Market research was conducted in November 2025 utilizing the GSA Advantage platform, a mandatory source of supplies and services for the Federal Government, to identify potential schedule holders capable of providing heavy armored security vehicles. An RFI was issued against GSA MAS Category 336992 on November 19, 2025. Five (5) vendors responded, and each were evaluated based on available inventory; delivery timelines, and ability to meet the salient characteristics. Only one vendor, Roshel, confirmed immediate inventory available to provide all twenty (20) vehicles. The results are summarized below:

7. Any other facts supporting the justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.

Beyond the information provided above, delaying this procurement to pursue a fully competitive action would significantly impact operational readiness and hinder ICE’s ability to deploy mission-critical resources in a timely manner. Procuring all required vehicles from a single source minimizes integration risks, ensures configuration uniformity across the fleet, and streamlines maintenance and operator training, which is essential to supporting law-enforcement missions.

8. A statement of action, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.

Prior to any subsequent acquisition of armored vehicles, ICE will conduct additional market research to identify any new manufacturer or emerging technologies capable of meeting ICE’s armored vehicle requirements. The agency will also periodically review industry advancements and engage with potential vendors through RFIs or capability inquiries to determine whether comparable products become available. These actions will help broaden future competition and reduce reliance on a single source where feasible.

9. ICE intends to post this requirement on e-buy pursuant to FAR 8.405-6(b)(3)(i)(B).

10. Technical/Requirements Personnel Certification.

Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
