About this file
This is a Limited Sources Justification (LSJ) document for the U.S. Secret Service (USSS) to procure Eaton Wright-Line forensic cyber lab furniture for four Cyber Fraud Task Force (CFTF) locations through a sole-source delivery order. The procurement covers furniture for field offices in New York City (26 full frame lab workstations), Denver (11 full frame and 7 linear workstations, plus accessories), Birmingham (7 full frame workstations, 4 linear tables, plus accessories), and Nashville (5 full frame and 7 linear workstations, plus accessories).
The justification cites that only Eaton Wright-Line can provide the required furniture to maintain consistency with existing installations across 25+ CFTF offices, ensuring interoperability, parts compatibility, and the ability to reconfigure/repurpose existing furniture. The period of performance is 365 days with a 6-month option period. The procurement will be conducted under Multiple-Award Schedule Program authority, with notice of award to be posted on SAM.gov. The USSS determined that maintaining the same furniture line will provide the best value and cost savings through standardization, though they will continue market research for future requirements.

4. Authority and supporting rationale.
This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
Pursuant to FAR 8.405-6(a), the circumstance that justifies limiting sources to fewer than those required by FAR 8.405-1 and 8.405-2 is:
☒ FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Rationale:
CID intends to procure a brand name sole source specification for Eaton Wright-Line Cyber Forensic Lab furniture in accordance with FAR 8.405-6(a)(1)(i)(B). This specific brand name sole source request is required to maintain an already established technology baseline used by the USSS. It is necessary for operational reasons to use this brand name equipment for not only technology consistency and supportability, but also interchangeability and interoperability of parts and equipment for efficiency purposes. It is anticipated that there will be a need for the continued expansion throughout the “life-cycle” of lab furniture due to the evolution of technology and the need to increase capacity of the CFTFs. Continuity of the brand name equipment allows for the reutilization of the existing furniture and parts that can be integrated with the upgraded equipment and continued expansion. As multiple agencies touch these locations, it is critical and vital to a case, that a consistent infrastructure be available. In addition, we are expanding the infrastructure of modular furniture in office locations, staying with the same type of furniture will ensure ease of use and ability to conduct separate investigations with standard forensic cyber lab furniture. In order to maintain this level of support, the furniture and equipment must be the Eaton Wright-Line Modular Forensic Lab Furniture.
To date, over twenty-five (25) offices in the CFTF program, were upgraded and outfitted with this technical furniture. The most recent successful installations were CFTFs Reno, NV, San Francisco, CA, Jacksonville, FL, Tampa, FL, Washington D.C. and USSS Headquarters – CID.
The follow on modernization of the CID locations will better equip it to support the CFTF Program and maintain continuity of the furniture assets.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
Eaton Wright-Line Forensic Lab Furniture has been utilized in numerous CFTFs. Future expansion of CFTFs and potential relocation of furniture would allow us to re-purpose and reconfigure existing furniture. In doing so would lead to substantial cost savings to the government. The ordering activity contracting officer will determine that prices paid are the best value to the government in comparison to historical prices paid for the same or similar items considering price, special features, administrative costs etc.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
CID will continue to conduct market research via the internet searches and attend trade shows when available. The results of the recent market research conducted indicate that other vendor’s products lack the unique features and do not meet the need of the CFTFs. It is imperative that the CFTFs maintain consistency with the Wright-Line product line as no other line of furniture has the capabilities to integrate with existing furniture being upgraded. Maintaining consistency in product line preserves the usefulness of the existing product and allows for maximum flexibility in future expansions and modifications. The subject forensic furniture that met specifications was conducted using the DHS Furniture BPA as well. A thorough review of the vendors’ catalogues for information via the Internet was performed. The DHS Furniture BPAs do not have Eaton Wright-Line products.
7. Any other facts supporting the limited-sources justification.
There are no other facts supporting this limited sources justification.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies or services is made.
The USSS CID will continue to investigate new furniture types for USSS needs that can fit quality and compatibility with the current brand by continuing to conduct market research. No formal bids were sought from other potential sources due to the unique advantage offered by the Eaton Wright-Line product in comparison to potential competitors.
9. USSS intends to post a notice of the award and this justification on SAM.gov pursuant to FAR 8.405-6(a)(2)(i).
