J&A-21-00161
This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Chief Information Officer (OCIO), proposes to award an order pursuant to FAR 8.405-6(a), Limiting Sources.
2. Nature and/or description of the action being approved.
(a) Type of action: Firm-Fixed-Price Task Order
(b) Amount the current J&A is justifying:
(c) Brief Description: OAQ intends to procure, on a sole source basis, help desk services and annual software maintenance to support the Sentry Module of the Department of Homeland Security (DHS) Sunflower Asset Management System (SAMS) software referred to as Homeland Security Investigations (HSI) Sunflower. These services will enable HSI Technical Operations (Tech Ops) to better utilize the software for property management of ICE’s evidence collection equipment by providing the application’s technical and functional support. The Contractor listed below is the only company that provides this software product and related support services:
CGI Federal, Inc. (CGI) 12601 Fair Lakes Circle Fairfax, Virginia 22033-4902
3. Description of Supplies/Services.
HSI Tech Ops requires continued help desk support services in support of the Commercial off-the-Shelf (COTS) Sunflower Asset Management System (SAMS) Sentry Module software. SAMS is the recognized system of record for DHS Headquarters (HQ) and most DHS components, including ICE. SAMS is a web-based system that tracks an asset’s physical and financial accountability from acquisition through disposal, and enables users to automate and streamline personal property management functions thus making the asset management process much more efficient. While HSI uses the base suite of SAMS functionality provided by the ICE Property Management Branch for every day property management, Tech Ops requires additional functionality provided by SAMS Sentry Module and related help desk services for that module. The SAMS Sentry Module provides a more dynamic tracking functionality of equipment used in the collection of evidence supporting criminal prosecutions. This particular functionality is used by the HSI customer and is distinct from the services provided to DHS and other components. The SAMS Sentry Module has been configured specifically to meet the needs of HSI.

Rationale:
ICE/OAQ intends to procure help desk support services and annual software maintenance through the Multiple Award Schedule Program under the authority of 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies pursuant to the authority selected above.
CGI is the sole proprietor of the Sunflower software products and support services. CGI does not allow any other company to resell, distribute, or provide help desk services for their products. Therefore, CGI is the only qualified schedule contractor to provide help desk support services for the SAMS system and provide software maintenance of the existing licensed software.
The overall Sunflower system is used as the system of record for DHS. It is the inventory management system of record until the overall Sunflower contract is eventually recompeted and potentially replaced at the DHS level. Therefore, HSI Tech Ops cannot procure a different software solution to use as the system of record at this time. The OCIO support team researched possibilities to obtain other solutions and found that alternative inventory management systems, such as , are less cost effective and pose a risk of service disruption while implementing and executing the new system. If HSI had to switch software and help desk services, it would incur great costs associated with additional software licensing, configuration and re-training costs in addition to establishing a separate help desk.
Introducing a new vendor’s software would require significant administrative burden and additional investment to implement. ICE has approximately 900+ field personnel that have been trained on SAMS. Hundreds of ICE Property Custodians are already using the existing SAMS Help Desk to help resolve personal property tracking technical issues. In addition, HSI has reconfigured the SAMS Sentry Module to better meet its functional needs. Over 100 HSI personnel were trained how to utilize the increased functionality Sentry Module.
Therefore, obtaining help desk services for the Sentry module alongside the ICE standard property management SAMS help desk services from CGI is the most logical use of Government resources. Furthermore, the acquisition of another system would negatively impact the overall SAMS community since SAMS is utilized at DHS and other components.
A new inventory management system would not be able to integrate with SAMS sufficiently to meet the needs of HSI users.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing a Task Order against CGI’s General Services Administration (GSA) contract for help desk support services and software represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This Task Order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” GSA has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will also be requested. Additionally, prior to issuance of the Task Order modification, the ordering
