About this file

This Limited-Sources Justification (LSJ) document details a sole-source task order for Know2Protect (K2P) Campaign Support Services issued by U.S. Immigration and Customs Enforcement (ICE). The task order will be awarded to Deloitte Consulting, LLP for a 1-month base period with five 1-month option periods, beginning April 2, 2025, to support the Cyber Crimes Center's (C3) campaign combating online child sexual exploitation and abuse. The urgent requirement stems from a protest of a previous competitive contract (70CMSD25FR0000022), necessitating continuation of critical services to protect children online.

The K2P services include comprehensive campaign support such as communications management, creative strategy development, website maintenance, partnership engagement, social media content creation, paid and earned media support, and training program development. The task order will be issued under Deloitte's existing GSA Schedule contract, with pricing based on a previously awarded competitive procurement. The contracting officer determined this approach represents the best value, with the primary goal of maintaining uninterrupted outreach and educational efforts to protect children from online exploitation while a contract protest is being adjudicated.

4. Authority and supporting rationale and a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

Authority:

Select only one of the following circumstances justifying limiting sources pursuant to FAR 8.405-6(a)(1)(i) below and demonstrate the proposed contractor’s unique qualifications to provide the required supply or service.

8.405-6(a)(1)(i)(A) An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays.

8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

8.405-6(a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

Page 1 of 5 Version 2.0 services is urgently required as there is a daily ongoing need of campaign support and survivor assistance.

The existing requirements for the K2P include the following services:

Communications and Project Management: The vendor shall assist the Government in developing the campaign communications and marketing plan. Engage key audiences and stakeholders. Identify implementation and key milestones to enhance campaign efficiency. Quickly incorporate senior leadership and white house priorities in addition to performance-driven / metrics-based feedback into the campaign.

Creative Campaign Strategy, Development and Execution: The vendor is responsible for maintaining and enhancing the campaign brand, manage the language and visual guidebook, and create new designs and content for sub-campaigns.

Know2Protect.gov: A Government-owned website the vendor shall maintain and create new web content and branding for as needed. This includes any design services for website wireframes, mockups, and creative layouts to ensure efficient and effective web-based communications.

Partnerships and Stakeholder Engagement: The vendor shall support partnership and stakeholder outreach to potential partners/stakeholders across the country, including sharing materials and resources for distribution in and among their networks, such as social media, websites, newsletters and events/conferences.

Social Media: The vendor is required to develop social media strategies, themes, special events and specific organic and shared content for distribution via Know2Protect and potentially other government social media channels with at least 20% of content generated capturing motion graphics such as videos and animated reels/stories.

Paid and Earned Media: The vendor is responsible for supporting and expanding current paid media strategies and presenting them to the Government for approval prior to execution. This includes, but is not limited to, internet, airports, transportation hubs, billboards, and other high traffic public locations, and should consider performance measures and the ability to capture performance metrics to further refine the campaign strategies.

Project iGuardian and Other Training Opportunities: The vendor is required to develop and produce the Project iGuardian training products. The trainings will have clear and measurable outcomes and work with campaign leadership to determine target populations for the training. It shall include metric gathering on the type/type/number of trainings provided, leads generated, victim disclosures, and survey responses.

Deloitte is the only source immediately capable of providing the services under their existing GSA Schedule contract within the time frame necessary to meet mission requirements. Had the government adopted traditional procurement procedures the resulting delays were determined to be unacceptable. The mission’s scope is meant to protect the innocence of children and teenagers online through consistent outreach, training, and advertising. Any gaps in service would have dire consequences when tactics compromising the safety of children constantly evolve.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).

The contracting officer has determined that issuing the Task Order to Deloitte for the continuation of K2P services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs.

In accordance with FAR 8.404(d) Pricing, the General Services Administration (GSA) has already determined that the prices under Multiple Award Schedule (MAS) contract are fair and reasonable. The contracting officer requested discounted pricing based on Deloitte’s GSA Schedule pricing. Additionally, prior to issuance of this Task Order, the ordering activity considered the proposed pricing by Deloitte to determine if the total price is reasonable.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

Market research was not conducted on this effort due to the pressing need to continue services for this mission critical requirement to educate and protect children from online CSEA while the protest is adjudicated. Market research was previously and thoroughly conducted on the effort awarded under 70CMSD25FR0000022.

7. Any other facts supporting the limited-sources justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.
