About this file

This document is a Sole Source Justification (SSJ) for Level II armed security guard services supporting FEMA's disaster response operations in West Virginia under disaster declaration DR-4861-WV. The procurement is for armed private security officers (PSOs) to maintain security postures at disaster response facilities, with an anticipated contract cost of $227,760.00 for a 60-day period. The justification is based on urgent and compelling circumstances, specifically that the Federal Protection Service cannot support FEMA at this time, and local law enforcement can only provide security until March 11, 2025.

The sole source procurement is priced at $42 per hour per PSO, which the contracting team determined is reasonable through market research and comparison with similar urgent contracts. The critical need stems from the requirement to ensure continuous security for disaster recovery centers (DRCs) to prevent service interruptions and maintain the safety of personnel and operations. The document was signed by the Contracting Officer and Contracting Officer Representative on March 7, 2025, with an anticipated contract award date of March 11, 2025, when local law enforcement support ends.
