About this file
This is a Justification for Exception to Fair Opportunity document for a sole-source interim contract award by the U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management, within the Department of Homeland Security.
ICE's Office of the Chief Information Officer/Solutions Delivery Division intends to award a sole-source, Firm-Fixed-Price (FFP) interim task order to Alpha Omega Integration LLC (8150 Leesburg Pike, STE 1010, Vienna, VA 22182) to extend services under the existing CIO-SP3 government-wide acquisition contract (GWAC). The requirement is for continued Program Management Office (PMO) and IT Strategy and Governance support services for the DHS ICE OCIO Solutions Delivery Division IT Portfolio. These services are essential for maintaining mission-critical Level 2 and Level 3 systems including Investigative Case Management, the Student and Exchange Visitor Information System, Investigative Analytics, Title III, the Center for Countering Human Trafficking, and the Homeland Security Investigations Forensic Lab. The interim contract is structured as a base period plus three option periods to provide flexibility and prevent service disruptions. The current task order (70CTD020FR0000280) expires March 29, 2026. The justification cites FAR Overhaul 16.507-6(b)(2), asserting that only Alpha Omega is capable of providing these unique and highly specialized services at the required quality level. The anticipated re-compete solicitation release is March 2026 with award expected in July 2026. Pricing will be determined as fair and reasonable through comparison to established CIO-SP3 rates, procurement history, and an Independent Government Cost Estimate. The justification will be posted on sam.gov for a minimum of 30 days prior to award.

OFFICE OF ACQUISITION MANAGEMENT
ICE Acquisition Manual 3016.505-90
JUSTIFICATION FOR EXCEPTION TO FAIR OPPORTUNITY
EXCEEDING SAT: FAR 16.507-6 (d) (2)
4. Statutory Exception and rationale for its use:
Exception:
FAR Overhaul 16.507-6(b)(2). Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
Rationale:
ICE/OAQ intends to award an interim contract to the incumbent, Alpha Omega, to continue providing OCIO management with qualified, experienced personnel to perform PMO and IT Strategy and Governance service and support for the continued operations and maintenance of existing systems and services of the DHS ICE OCIO SDD IT portfolio components, working with I Program Teams (IPTs) and Program Managers (ITPMs). These services are critical for sustaining portfolio and program management support for mission-critical Level 2 and Level 3 programs within the OCIO portfolio, including Investigative Case Management, the Student and Exchange Visitor Information System, Investigative Analytics, Title III, the Center for Countering Human Trafficking, and the Homeland Security Investigations Forensic Lab. The interim contract will allow these systems to continue to process sensitive investigative data, manage complex case files, and directly support the enforcement of federal criminal and immigration laws. Without these services, the agency’s ability to maintain, enhance, and govern these systems would be severely compromised, leading to operational delays and increased risks to mission success. This bridge is vital to ensuring readiness, collaboration, and the successful adoption and use of systems across ICE programs.
The solicitation for the re-compete was originally scheduled for release in October 2025, it was delayed by 43 days due to the FY26 federal appropriations lapse from October 1 – November 12, 2025. , the Program Office has increased the scope of the requirement to support more offices due to the passing of the One Big Beautiful Bill Act, resulting in the development of new systems which will require additional PMO and IT Strategy and Governance services and support.
As such, additional time will be needed to finalize the requirements package and conduct a proper competition. The anticipated release date for the re-compete solicitation is 2026, and an anticipated award in July 2026.
The current Task Order, 70CTD020FR0000280, expires on March 29, 2026. Modification P00022 was on September 24, 2025, to extend the contract for a final six-months in accordance with FAR 52.217-8, Option to Extend Services.
JUSTIFICATION FOR EXCEPTION TO FAIR OPPORTUNITY
EXCEEDING SAT: FAR 16.507-6 (d) (2) adequate time to complete the re-compete process for Task Order 70CTD020FR0000280 and facilitate the two-month transition period to a new vendor.
The interim contract is being structured as a base with three option periods to allow for maximum flexibility and ensure there is not break in services
. The intent is to minimize the length of this sole-source action. As such, it is in the best interest of the Government to continue receiving PMO and IT Strategy and Governance services and support from Alpha Omega.
Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The resulting award will be a FFP Task Order (Interim Contract) awarded under the CIO-SP3 GWAC. Pricing will be determined to be fair and reasonable based on a comparison of the proposed price to the established CIO-SP3 rates, procurement history, and the Independent Government Cost Estimate (IGCE). The Contracting Officer will request additional discounts and may negotiate with the Contractor for a lower price.
Any other facts supporting the justification.
Not applicable.
A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for the supplies or services is made.
